I mean it's like uh what's going on? SAN DIEGO (KGTV) -- San Diego County’s latest arson arrest is shedding light on an issue that can turn both dangerous and deadly in Southern California’s dry climate.Monday, 21-year-old Daniel Reyes Ortega was charged with setting fire to forest land. Ortega reportedly set fire to a dry plot of land located on the 11000 block of SR-67.That fire burned only half an acre, but isn’t the only recent example of just how dangerous arson can be. Though the most common reason for arson is insurance, psychologist Joel Dvoskin says anger also plays a role in a number of other cases.WebMD reports that, according to FBI reports, the majority of profiled arsonists have a below-normal IQ, typically between 70 and 90. Dvoskin told the site, "Honestly, I can't think of a single arsonist I've dealt with for whom anger wasn't the primary motivator."The FBI report further states that half of all arsons are committed by those younger than 18, the other half are typically in their late 20s. Fires started by older people are usually motivated by money. Roughly 90 percent of all arsonists are men who are typically white, the FBI says.  1920

SAN DIEGO (KGTV) — Restaurants up and down 5th Avenue in the Gaslamp District are gearing up for yet another three days of crowded on-street dining.This upcoming weekend will see 24 eateries offering service on the asphalt, up from the original eight that participating during the launch on June 18. But as they bask in the opportunity, restaurants on surrounding streets are asking - what about them?"It's a ghost town, especially at night," said Patrizia Bronchi, who owns Operacaffe on Fourth Avenue. "I'm really scared to have to close the restaurant because it's not possible to go on like this."Bronchi says revenue at Operacaffe is down more than 70 percent. She depends on crowds from the Balboa Theater across the street and visitors to hotels and conventions. All of that is nonexistent amid the Coronavirus outbreak.Bronchi says she is happy that 5th Avenue restaurants are seeing the increased business, but that the crowds are not spilling over onto 4th Avenue. Michael Trimble, who heads the Gaslamp Quarter Association, says the group cannot also close 4th and 6th Avenues due to traffic concerns.However, he said the association wants to help with new marketing, decorative lighting and parklets - such as replacing some parking spaces with permanent outdoor dining areas. "We really are trying to do what we can to support all of the merchants in the Gaslamp Quarter," he said. SAN DIEGO (KGTV) - Recent rains have caused sewage-contaminated runoff to enter ocean water along Imperial Beach, San Diego County health officials announced Friday.An existing water contact closure of the Tijuana Slough National Wildlife Refuge coastline has been expanded to include all of Imperial Beach's coast, according to the San Diego County Department of Environmental Health.Due to recent rainfall, county health officials said sewage-contaminated runoff from the Tijuana River entered the Tijuana Estuary. Water samples and observations caused officials to believe the contamination has reached ocean water in the South Bay.Signs and warnings have been placed in the area until water samples indicate the ocean is safe for recreational use once again.RELATED COVERAGE: 792

The metrics were then organized under either "budget and participation" and "sports and outdoors."San Diego ranked first in fitness centers and sports centers per capita, seventh in baseball and softball diamonds per capita, 22nd in basketball hoops per capita, 16th in parkland acres per capita, and 30th in walking.
