SAN DIEGO (KGTV) – There’s a hidden gem right off the I-5 freeway in Mission Hills that took over 20 years to create. “It’s just been a wonderful thing,” said Edna Harper, designer of Harper’s Topiary Garden. Her garden sits on the massive hillside of her home and has been attracting visitors for years. More than 50 whimsical characters are featured, each one inspired by Harper’s world travels. The project started as a bet between Harper and her husband."My husband said to me, 'Oh, I don't think you can do this,'" Harper said. "He didn't know how much it was gonna cost him ... he said, 'alright if you win, I'll pay for the gardener and the water.'" The garden has become her canvas and a place for your imagination to run wild. “Whatever you want it to be, that’s what my garden is,” Harper said. “It makes people happy, and that makes me happy.” If you decide to visit the property off Vine and Union in Mission Hills, the owners ask that you don’t climb or destroy the plans. SAN DIEGO (KGTV) — A man was injured at a Valencia Park home after a small explosion that police say could be drug-related. San Diego Police responded to a home on the 700 block of Valencia Parkway and transported a 38-year-old man to the hospital. According to police, it appeared he was holding an object that exploded, causing shrapnel-type injuries to his face, chest, and arm. San Diego Fire-Rescue's Hazardous Materials team and a bomb squad were called to the scene. An investigation is ongoing as to what caused the explosion. Police said there was some evidence of materials that might be related to the manufacturing of narcotics found in the home, but could not confirm that was the cause of the blast. Police say it happened in the backyard area of the home. The man was alone at the time, though two children live in the house. Police did not clarify the man's relationship with the kids. The man has not been identified. He's expected to survive. No arrests were made. 994

SAN DIEGO (KGTV) — Students at National University tried to absorb a seismic announcement Tuesday: a 0-million gift from philanthropist T. Denny Sanford. The donation is the largest ever for any school in the county. The San Diego-based school will be renamed Sanford National University beginning in July."Putting National University on the national scene. SAN DIEGO (KGTV) -- The pomp and circumstance will be virtual this year, but the money incoming Mayor Todd Gloria and the nine City Council members will take home is very real.Starting Thursday, the city will pay its mayor 6,000 a year -- more than double outgoing Mayor Kevin Faulconer’s roughly 1,000 salary.Meanwhile, City Council salaries will jump from ,000 a year to 4,000 overnight. That's a 65 percent raise; it increases to 5,000 on Dec. 10, 2022.The timing may seem odd, given the pandemic's impact on jobs and our economy, and the fact that major city general fund revenues are projected to be about million under budget this fiscal year. But it turns out San Diego voters authorized these pay increases back in 2018 via Measure L, which voters passed with 78 percent approval.In a statement, a spokeswoman for Gloria said he would accept the full salary."Nearly 80 percent of San Diego voters agreed that the adjustments to the salaries of San Diego elected officials was the right thing to do.
