SAN DIEGO (KGTV) - Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris says after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ... If it saved one life, then it saves some parents from grieving," said Morris. 1731

SAN DIEGO (KGTV) - After 20 months of Immigration and Customs Enforcement (ICE) detainment, a Congolese father fighting for political asylum has reunited with his family. The newly paroled father went to a church service in San Diego with his family for the first time since 2017."Constantin has been reunited with his family," Pastor Colin Mathewson of St. Luke's Episcopal Church said. Sunday was Constantin Bakala's first time at church with his family since his parole. In 2017, the former computer engineer took his family and escaped from the Republic of Congo after he said they received multiple death threats by the new government. They somehow made it to San Ysidro to seek political asylum. But there, the family was separated and Bakala was held alone at four different ICE detention facilities on the East Coast. Meanwhile, while his wife Annie and seven children were released in San Diego. Through a French translator, Bakala spoke to 10News."Because of the distance between my detention and family, communication was very difficult," Bakala said. The family's only form of communication was the phone. For months, the Bakalas and their friends fought for reunification. 10News was there as they rallied at an ICE office in downtown San Diego and at church events. Earlier this year, Bakala's first parole request was denied. Five lawyers, 30 volunteers, and 20 months later, Bakala was granted parole. On Aug. 19, 2019, Bakala arrived at San Diego International Airport with a single duffel bag."[It was] pure joy when I hugged and kissed them," Bakala said. His eldest daughter, Marie Louise, could not contain her joy."I am really grateful to God and to all those people who are helping me and my family to be together," Marie Louise Bakala said. She previously told 10News that all she wanted was for her father to be there when she celebrated her 18th birthday. Her wish came true."I'm just really happy because my birthday will be next month, and my dad is here!"The Bakalas' journey, however, is not over. As Bakala adjusts to his new life as a parolee, the family awaits their trial. But now, they have each other.Constantin, Annie, Marie Louise, Emmanuel, Daniel, David, Augustine, Moises, and Joseph are together at last.In his broken English, Bakala told 10News: "I thank everybody who are before me to understand the condition from where I am coming."Constantin Bakala's case has been moved to California. SAN DIEGO (KGTV) - An Escondido firefighter is being praised for a small act of kindness that impacted a 7-year-old in a big way.Last week the department was responding to palm trees on fire. That's when Craig Domingue, a fire engineer, noticed Eli walking with his mom. "We happened to be walking and spotted the fire truck. Eli kind of, his anxiety was kicking in," said Eli's mom, Monica Zamora. Eli is on the autism spectrum; loud noises and first responders give him anxiety. "I just went up to him and introduced myself and talked to him like I would talk to any person, and it was a really neat interaction," said Domingue.Domingue says he was able to recognize Eli was on the spectrum because his 10-year-old son is too. He was able to calm Eli down and thanked him for picking up trash."Eli at the time was out picking up trash, which is so neat that he's here doing something good for our community, just like all the other firefighters that are here doing good for the community," said Domingue. "We do go pick up trash a lot, but it's not often people acknowledge him and thank him for what he's doing," said Zamora. Zamora shared the positive interaction on Facebook, and over 1,000 people have reacted to the post. Many have since messaged Zamora, thanking Eli for all he does in the community. 1316

SAN DIEGO (KGTV) — Albertsons LLC, Safeway Inc., and The Vons Companies, Inc. have agreed to pay at least 0,000 after an investigation by the state Department of Alcohol Beverage Control (ABC) over illegal business practices.The investigation stemmed from the grocery stores' "Monopoly" game promotion, in which customers received "Monopoly" coupons toward discounts and potentially prizes. ABC said the violations arose out of sales of alcohol included in the 2018 promotion.The "Monopoly" promotion was held at Albertsons stores, including Albertsons, Safeway, Vons, Pac N Save, and Pavilions locations.The promotion advertised certain beer brands by MillerCoors as part of the game. Customers received additional chances to win prizes if they purchased those brands, according to ABC."This particular violation gave these retailers a competitive advantage by offering consumers a gift or premium for purchasing alcoholic beverage products," ABC Director Jacob Appelsmith said in a release.ABC filed action against nearly 600 stores across California, accusing the companies of violation several regulations. The agency says the "California Alcoholic Beverage Control Act prohibits the giving away of premiums, gifts or free goods in connection with the sale or marketing of alcoholic beverages."The act prevents alcohol companies from engaging in anti-competitive behavior and gaining an unfair advantage.As part of the probe, the three companies agreed to pay 0,000 in fines, 0,000 due within 30 days and the remaining 0,000 stayed on the condition the companies violate the similar regulations over the next two years. 1643

SAN DIEGO (KGTV) -- An Amazon delivery driver was caught on video tossing a package onto a driveway like it was a newspaper, and the customer is not happy about it. “I order books. I’ve ordered Echos. I’ve ordered cameras on Amazon,” Del Cerro resident Yung Jun Kim said. He was worried someone might, one day, steal a package.“I ordered the ring camera to monitor the delivery,” Kim said “The first time the Amazon delivery happened on-camera, the driver drove into the driveway, didn’t even get out of his car, rolled down his window and threw my package onto the driveway."Kim found the package on the porch when he got home. What happened was also caught on video.“It was really great, because my mailman came by about 15 minutes later and he picked it up from the driveway and left it on my doorstep,” Kim said.Kim thinks the Amazon deliver driver threw his neighbor's package as well.“The video showed him pulling into her driveway for about 10 seconds and pulling back out. So, in that time, I don’t think he got out of a car and went into her courtyard and delivered it that way," Kim said. "He probably just threw it on the driveway."This time, Kim’s package was not fragile - but the driver didn't know that. Kim emailed Amazon and complained.“Customer service responded that same day, and they gave me a long apology and said they were going to look into it, which, I don’t know if they did," he said. "They also gave me a credit for my troubles."Kim says he hopes Amazon will get better drivers, because based on the video - they've got at least one with a negative attitude. "It takes very little effort to get out of the car to make a delivery onto a porch," Kim said. 10News reached out to Amazon.
