SAN DIEGO (CNS) - Two U.S. Navy service members were sentenced in San Diego federal court Friday for their roles in an insurance fraud scheme that involved making false medical claims to a military insurance program in exchange for unearned benefits.Ronald Olmsted, 48, of Mobile, Alabama, and Anthony Coco, 43, of San Diego, are among 11 defendants indicted for allegedly filing false claims to the Traumatic Servicemembers Group Life Insurance Program. Prosecutors say the scheme defrauded the program of nearly million total.Olmsted was sentenced to four months in prison, followed by four months of home detention, which will be served as part of three years of supervised release. Coco received four months of home detention to be served as part of three years of probation.The U.S. Attorney's Office said the scheme was led by co-defendant Christopher Toups, 43, of Woodstock, Georgia, a former Chief Petty Officer construction mechanic who allegedly recruited Olmsted, Coco and other service members to create and file fraudulent claims to the Traumatic Servicemembers Group Life Insurance Program -- or TSGLI -- which compensates service members who suffer serious, debilitating injuries while on active duty.Prosecutors say Toups ran the scheme with assistance from U.S. Navy Commander Dr. Michael Villarroel, the medical doctor for the unit where Toups worked, and Kelene Meyer, a former Navy nurse who Toups was married to during the time of the offenses.Olmsted claimed that he was injured in a 2011 rappelling accident and fell down a flight of stairs in 2012, which left him unable to care for himself or do basic tasks. He received 5,000 from the TSGLI, and prosecutors say he sent ,000 to Toups.Coco alleged he reported on medical forms that he broke both ankles in a fall that left him confined to a wheelchair. He was paid 0,000 and sent ,000 to Toups, according to the U.S. Attorney's Office.Seven defendants, including Olmsted and Coco, have pleaded guilty in the case. 2012

SAN DIEGO (KGTV and CNS) - The office of District Attorney Summer Stephan will soon have a new tool to better document injuries to victims of domestic violence. Her office announced on Tuesday, May 7 that 35 cameras will be purchased to aid in investigations, thanks to a ,000 grant from a California Office of Emergency Services.According to Stephan, these cameras can produce high-quality photos, which will then assist how evidence is presented in court. "These cameras can help us preserve and document evidence -- including evidence of strangulation -- which is predictive of homicide, and allows us to move forward with prosecutions and fight this persistent crime in San Diego County," said Stephan.According to a recent crime report from the San Diego Association of Governments, in 2017 there were more than 17,000 domestic violence incidents reported in San Diego County. Stephan said there has been a 20% increase in the number of domestic violence cases submitted to the District Attorney's Office over the last five years. Plus, the District Attorney's Family Protection Division has 21 pending murder cases. 11 of those cases involve the murder of an intimate partner. In addition to the new cameras, Stephan's office is currently working on nine other initiatives to bring awareness to and combat domestic violence. These initiatives include a new countywide strangulation protocol, forensic exams, and recognizing the link between homelessness and domestic violence. 1508

San Diego (KGTV) -- A 41-year-old woman suffered serious injuries Monday night when she was hit by an SUV while crossing the street in Pacific Beach.Police say the collision happened shortly before 10:40 p.m. on Grand Avenue west of Mission Bay Drive.A 24-year-old woman was driving a 2018 Jeep Cherokee eastbound of Grand Avenue while the victim was crossing the street southbound, then stepped off the center median and was struck by the Jeep. Paramedics took the victim to Scripps La Jolla Hospital with major injuries. She is expected to survive.The driver remained at the scene. 591

  

SAN DIEGO (KGTV) - A dog owner is making desperate plea for the return of her puppy after a burglary at her Spring Valley home."Up all night crying ... I can barely see through my eyes," said Ashley Morales.The Morales' family dog Snuffles, a 4-month old Pekachu, was inside their condo just after 9 a.m. Sunday. Two of Morales' children, ages 11 and 13, were sleeping in a bedroom when the strangers broke in. She and her husband weren't planning on being gone long. They were going to the grocery store to buy items for breakfast.Morales and her husband left the door unlocked, and that is how the intruders got in. A neighbor called them during their shopping trip to report something suspicious.When the couple got home less than an hour later, they made a terrifying discovery. Their bedroom was ransacked. A few feet away, their kids' bedroom was untouched. The door had been shut and her kids had slept through it. "We ran upstairs and hugged our kids. This could have turned out so much worse," said Morales.Deputies say the suspects were captured in a neighbor's surveillance camera, which shows them walking in and out of the condo. In one clip, a woman is seen walking out with what appears to be a television. Morales say they also got away with a box of her jewelry."Some of the jewelry my father gave me before he passed away," said Morales.But Morales says her most painful loss is her puppy, which was nowhere to be found. Morales believes the intruders took him."My dog doesn't leave anywhere. If he had gotten out, he would have stayed close to home. I felt like one of my kids was kidnapped. SAN DIEGO (KGTV) -  A San Diego man walked up to a horrifying sight:  his wife bloodied and unconscious in Balboa Park.Donna Gookin and her husband Ed were part of a group participating in orienteering last Wednesday in the early evening.  Orienteering is hiking sport that combines a compass, a map and locating markers.  The two were on separate parts of the trail. Not far from the Cabrillo Bridge, Ed found a cluster of emergency personnel around his wife, unconscious and about two feet from a pool of blood."Scared and fearing the worst. I may have lost my wife," said Ed Gookin.RELATED: Elderly veteran attacked in North Park while riding mobility scooterHis wife survived but suffered several fractures in her eye socket and bleeding in her brain.  She remembers regaining consciousness in the hospital the next day."A headache and wondering what happened," said Donna Gookin.Her last memory was choosing to go on a less steep path.  But her husband doesn't believe she fell. RELATED: Police investigating after body found in Balboa Park"I think somebody hit her.  Somebody clubbed her," said Ed.He says his wife, who has thin skin, had no injuries on her body.    "She would have been very bloodied and torn up, because of her skin, if she had ... fallen," said Ed.RELATED: 29-year-old stabbed on bench in Balboa ParkEd also points out her clothes were not sandy and there were no rocks near her that could have caused her injury.  If she was attacked, the couple hopes a witness will come forward."I want other people to be safe and think they would be safe walking on the trails in Balboa Park," said Donna.10News recently profiled an 81-year-old man who says he was struck near his eye by a man with a rock-filled sock in North Park the night after the Balboa Park incident.Police have yet to say if they're looking into a link.  If you have any information on the cases, call Crime Stoppers at 888-580-8477. 2013
