SAN DIEGO (CNS and KGTV) - A San Diego County Superior Court judge ruled Monday in favor of conditional release for a sexually violent predator known as the "Bolder than Most'' rapist.Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Some of those who were in the courtroom when the decision was announced were visibly upset, 10News reporter Jon Horn said. One person yelled, others were in tears.Last fall, Gill ordered that Quarles be released, a decision that prosecutors, along with county Supervisor Dianne Jacob, requested Gill reconsider. Since that time, the agreement to rent the residence in Jacumba Hot Springs has fallen through, and Gill allowed for further argument toward a possible reconsideration of his decision to release Quarles. Gill heard testimony during a closed-door evidentiary hearing last week, which was kept under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports. Quarles' victims and their supporters have argued against the order to keep the hearings private, including by staging a protest on the steps of the downtown San Diego courthouse where the hearings were held. Quarles was dubbed the "Bolder than Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator. In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders.Quarles will return to the hospital where he has been held until it's determined where he will be placed. Sales of existing homes in the country broke new records, spurred by ultra-low mortgage rates and after a three-month slump earlier this year during coronavirus pandemic lock downs.Home buyers snapped up a dwindling supply of houses in July, leading to a 24.7 percent increase in the number of homes sold over the previous month.The July 2020 surge in purchases reported Friday by the National Association of Realtors marked the second straight month of accelerating sales. June had reached its own high mark, with a more than 20 percent increase in sales over May.Existing homes are defined as single-family homes, townhomes, condominiums and co-ops.With July’s increase, to a seasonally adjusted annual rate of 5.86 million, purchases are now up 8.7% from a year ago. In July 2019, there were 5.39 million sales.“The housing market is well past the recovery phase and is now booming with higher home sales compared to the pre-pandemic days,” said Lawrence Yun, NAR’s chief economist. “With the sizable shift in remote work, current homeowners are looking for larger homes and this will lead to a secondary level of demand even into 2021.”Total housing inventory at the end of July totaled 1.5 million units, a year ago there were 1.9 million available units.“More homes need to be built,” Yun said in a statement on NAR’s website.Properties are staying on the market for an average of 22 days. SAN DIEGO — The latest shutdown order has not been kind to San Diego restaurants this holiday season, but some chose to remain open on Christmas despite being relegated to takeout-only service. Harry Kim made the executive decision to keep north park diner open on Christmas for the first time. And to say the restaurant is stretched thin would be an understatement.“it’s hitting us really hard,” Kim said. “When we had outside dining I had employees, five of them. Right now I just work with me and my wife.”Kim has owned the diner since 2007, and says opening on Christmas provides an opportunity for more sales if everyone else was closed. He says it paid off with some extra takeout orders and others through UberEats and GrubHub.Meanwhile, at downtown's Gaslamp BBQ, a skeleton crew handled a steady stream of takeout orders. Owner Tarik Marogy always keeps the restaurant open on Christmas, so 2020 would be no different.“We know we are going to be busy today because a lot of the restaurants usually close,” Marogy said.Marogy says the barbecue has been hit hard in the pandemic. He reduced his employees from 20 to 8. In all, nearly 110,000 San Diegans worked in local restaurants in November, down more than 15 percent compared to November 2019, according to the latest state data available. SAN DIEGO (CNS) - A head-on collision Friday in Poway injured three people, one of them seriously injured and airlifted to a hospital.The collision occurred about 2 p.m. in the 15800 block of Poway Road, according to Sgt. David Toner of the San Diego County Sheriff's Department.Upon arrival, deputies found both vehicles, Mazda coupe and a Nissan Sentra, with major front-end damage, Toner said.The investigation revealed the Mazda was eastbound on Poway Road and had drifted into the westbound lane when the collision occurred, according to the sergeant.The 25-year-old woman driving the Nissan and her 1-year-old son were taken to a hospital as a precaution, while the driver of the Mazda, a 28-year- old man, was airlifted to Palomar Medical Center for treatment of serious injuries, Toner said.MAP: Traffic conditions throughout San DiegoNeither alcohol nor drugs were suspected as factors in the collision, he said. 929
SAN DIEGO — Todd Brown doesn’t hold back when he talks about the impact Coronavirus restrictions have made on his bottom line.“It’s been basically devastating to us,” he said.Brown owns multiple restaurants in San Diego - including Bub’s in Pacific Beach. This past Fourth of July weekend was not what he was hoping for.“With the holiday weekend, our numbers, they were tremendously disappointing,” Brown said.It's going to get worse before it gets better.That's because Brown is going to have to shut down his indoor service for three weeks,Along with a variety of other business owners in the county.The county made the Governor’s monitoring list for three days in a row, meaning restrictions are going into effect at restaurants, tasting rooms, breweries, entertainment centers, zoos, theaters and card rooms for the next three weeks.“I say we are going back instead of forward,” said Patrizia Branchi, who owns Operacaffe downtown.Branchi said business has really suffered during the pandemic - with sales down to 35 percent.These new restrictions still allow her to serve customers outside - but with social distancing rules, her patio only holds six people.“I don’t want to think about closing because to me that means my family is going to have a problem,” Branchi said. “I have me and my daughter, and the other partner, which is with us since ever.
