SAN DIEGO (KGTV)- Santa Ana winds are once again sweeping through the county. Fire crews and the city are on high alert after recent brush fires around San Diego. They are urging the community to take action. This comes after flames sparked in a canyon in the Talmadge area last Tuesday. Neighbors had to evacuate as the fire came within 200 feet of homes. “We do know that where that fire started, there was a homeless encampment,” says Fire Chief Colin Stowell. “It’s important for those who see an active encampment to report it.” Check 10News Pinpoint Weather ConditionsThe next day crews responded to another brush fire in City Heights. The blaze scorched an acre of land. It’s not uncommon for homes to sit within feet of canyon-like areas. The city says they work to clear the brush in these spaces, but they also face some challenges. “Unfortunately, because of the number of open spaces and what we call the wildland-urban interface properties that but up against open space or canyons, they can only really get out there every three years,” says Stowell. The city says it's continually investing in new fire equipment. In June, the city added eight new fire engines and two brush engines. 10News learned a new helicopter will be deployed soon. 1262

SAN DIEGO (KGTV): Dreamers across San Diego have a week's worth of rallies, protests and programs planned on Community College Campuses.Students under the Deferred Action for Childhood Arrivals program, or DACA, say it's time to come out of the shadows on campus and show their fellow students, teachers and administrators the role they play."DACA students are here, Dreamers are here, and they’re here to stay," says Miguel Mellado, a DACA student at Southwestern College."We have to really stand up and say we’re here, we’re proud, we’re working hard, and we deserve more," he says.Mellado's parents brought him to America when he was eight years old. He didn't learn he was undocumented until middle school. He says it left him feeling isolated.His desire to find community, and help others do the same, is what led him to help organize this week's "Undocumented Students Week of Action."Events begin Monday at City College, Mesa College, Miramar College and Southwestern College. The San Diego Community College District has already announced their support of the programs.An estimated 1,000 undocumented students are enrolled at those colleges."DACA recipients are some of our hardest working and brightest students, and it is our duty to advocate on their behalf," said San Diego Mesa College President Pamela Luster."Clearly, these deserving students who came to the U.S. as children, who have not been convicted of any crimes and who are earnestly seeking an education to improve their lives, are tremendous assets to our community."But that support has upset some people in San Diego who feel DACA students take opportunities and resources away from other students.Raul Rodriguez, Jr., the California Coordinator for America First Latinos, told 10News that taxpayer-funded schools shouldn't be supporting events like this since the students were brought into the country illegally.Meanwhile, the DACA Act is tied up in courts, after President Trump announced an end to the act in September of 2017. Mellado says he and his fellow Dreamers shouldn't wait for the government to solve the issue."I don’t believe policy helps that much," he says. San Diego (KGTV)- The San Diego Police Department will soon be adding 63 new officers on our streets. The department held the orientation for its 120th police academy this morning. This academy class is the largest class in over 25 years.“It’s very exciting,” says recruit Samantha Koegel. “I’m really excited to start this new journey of my life.”Koegel says her interest in the police force started began as a senior in high school after participating in a ride-along with an SDPD officer. Koegel graduated from Ramona High School. She received her degree from The University of Nevada- Reno, in Criminal Justice. All recruits went through an extensive screening process before being invited to the academy. “This is probably within 5 to 7 percent of all the applicants that we’ve gotten,” says Lt. Steve Waldheim. In the past, the San Diego Police Department has been understaffed. They currently have 1,800 officers but are budgeted for over 2,000. Lt. Waldheim says they the department needs more officers on the streets.“We need more officers in patrol so that they are out answering radio calls that can lower our response times.”The average salary for a San Diego Police recruit is ,000. After they become an officer, that number jumps to around ,000. “The salary now with SDPD, at the end of these pay raises that city council approved, we will be on par with the rest of the agencies around San Diego County,” says Lt. SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. SAN DIEGO (KGTV)— The man in the center of a viral video depicting a police arrest appeared in San Diego County Superior Court Tuesday. But he was there for another case, dating back to 2017.20-year-old Trenelle Cannon spoke at one of his many court appearances scheduled for this week. This one was regarding a robbery from 2017, where prosecutors said Cannon snatched a ,000 gold chain off a person's neck."The defendant was seen running to a vehicle, and that vehicle took off. There was a police hot stop on it. The defendant ran from the passenger and left the necklace inside," Deputy District Attorney, George Modlin said. But Cannon made headlines because of a controversial video, released Wednesday. The 12-second video was recorded from the back of a sedan that Cannon was riding with four others. Police said despite a demand to stop, the driver sped off onto Interstate 5. Near the freeway exit, police conducted a traffic stop. That's where the video begins. Cannon's girlfriend Shakira Smith, who took the video, said the man on the other end of the officers' punches, is Cannon. But San Diego Police said the 12-second video does not show the whole story, of how the 20-year-old had multiple outstanding warrants. According to San Diego Police Chief David Nisleit, officers were surveilling Cannon before the incident. When he took off, Chief Nislet said officers chased him. When they got close, he noted Cannon resisted, which resulted in the necessary force, which he called "physical strikes and distraction strikes.""Cannon refused to cooperate and struggled to keep his hands in front of his body." Chief Nisleit said. Cannon's loved ones said that was police brutality."He is quickly pulled out of the vehicle by his shirt, head first, throwing him down to the ground aggressively," girlfriend Shakira Smith said. In his short adult life, Cannon has been the defendant for at least three other criminal cases: involving a stolen cell phone, a gold chain, firearms possession, and identity theft. While he awaits the arraignments for his new charges, he requested a change in his living situation."I just wanted to request that I be taken out of the psych ward or whatever," Cannon said. "But they put me in like, a psych ward facility on the 6th floor, and I would request that I go to mainline. I've seen the psychiatrist and she said there is nothing wrong with me at all, and she doesn't understand why I'm up there."Cannon's arraignment for the charges from the video will be tomorrow at 1:30 pm. 2534
