SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. "The concern from the community is that it is just a rubber stamp of what police officers have already determined in their own investigations."RELATED: Transparency Project focuses on police files regarding officer-involved shootings and misconduct allegationsThe proposed independent commission would investigate all deaths occurring while a person is in police custody, all deaths resulting from interactions with a San Diego police officer, and all officer-related shootings. It would have subpoena power and its own legal representation. "One of the things that's most disturbing about the current CRB is that it is required to have as its attorney the City Attorney. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The city's independent business analyst said the commission could cost between .1 million and .3 million per year, depending on staffing. Proponents say that is in line with other cities with similar commissions. 2450

SAN DIEGO (KGTV) -- A judge has ordered a man charged with attacking and stabbing two women to stand trial. A preliminary hearing was held Tuesday for Patrick Douglas, 51.Douglas is charged with two counts of attempted murder in connection with two stabbings in El Cajon and La Mesa on the same day.Police in La Mesa said a female Frito Lay delivery driver, later identified as 35-year-old Dina Hammond, staggered into a 7-Eleven where she had just made a delivery after being stabbed several times.RELATED: Pursuit suspect arrested for pair of stabbings in La Mesa, El Cajon?Hammond was rushed to the hospital in stable condition following the stabbing.Shortly after, Police in El Cajon received a call after a woman was found with stab wounds at a strip mall. The woman, later identified as Shawntey Palmer, was also in stable condition after being taken to the hospital.After the stabbings, Douglas led police on a chase after a Mercedes-Benz matching the description of his car was spotted.During the pursuit, Douglas reached speeds of more than 100 miles-per-hour before the car was found abandoned.Douglas was eventually located and arrested. 1161

SAN DIEGO (KGTV) — A San Diego businessman pleaded guilty in federal court on Wednesday to charges of bank fraud and tax evasion in connection with failing to report hundreds of thousands of dollars in income and fraudulently obtaining a mortgage.David Daughtrey, 60, of El Cajon, admitted to evading taxes by failing to report 8,612 of income to the IRS and also fraudulently obtaining a mortgage for his .8 million home using a third party, U.S. District Attorney officials said.As part of his plea agreement, Daughtrey will pay ,016,457.91 in restitution to the IRS. He's scheduled to be sentenced on Nov. 16.RELATED: San Diego businesswoman pleads guilty in liquor license loan fraud"People who cheat on their taxes are cheating all other law-abiding taxpayers," said U.S. Attorney Robert Brewer. "Mr. Daughtrey blatantly disregarded his tax obligations for years. The defendant not only abused the tax system for his own financial benefit, but conspired to commit bank fraud in order to maintain this lifestyle."Daughtrey admitted that from July 2006 until April 2016, he conspired with others to commit bank fraud and tax evasion. As part of the fraud scheme, he directed another person to submit a mortgage application to Wells Fargo to buy a .8 million five-bedroom home, officials say, and falsely claim that the fund used as a down payment belonged to a third party and the third party would be the primary homeowner.In reality, Daughtrey provided the funds and the house was intended to be his primary residence. He later submitted a false hardship letter on behalf of the third party to get the bank to modify the terms of the home loan, officials added.He also admitted that over several years, he and his spouse, who is not charged in the case, conspired to falsely report total income in tax years 2012 through 2015. Officials say in 2012, Daughtrey omitted at least 8,612 in income and the IRA tax loss for years 2012-2014 was 6,536. "Our nation’s tax system funds critical infrastructures and vital programs, including supporting our citizens and small businesses during the ongoing pandemic," said Ryan L. Korner, Special Agent in Charge, IRS Criminal Investigation. "Honest Americans’ compliance with the tax laws is imperative. Rather than pay his fair share, David Daughtrey chose to live lavishly, while intentionally failing to report his true income and evading the payment of over 0,000 in taxes." 2448

  

SAN DIEGO (KGTV) - A San Diego County public defense attorney is accused of providing a felon with a firearm, according to local law enforcement.  San Diego Police confirm that Andrea Bayer was arrested on August 1 and booked into Las Colinas women’s jail on charges related to selling, supplying or delivering a firearm to either a convicted felon or someone wanted on a felony warrant. She was released the same day on bond.  On the State Bar of California’s website, it shows that the 37 year-old’s license is still active and that she works as an Alternate Public Defender for San Diego County. The District Attorney’s Office says Bayer has not been charged and the case remains under review. A Group Communications Officer with San Diego County sent us the following statement: “The County of San Diego cannot comment on personnel matters. Ms. Bayer is currently on leave from her position pending the outcome of the investigation. The Public Defender believes in the presumption of innocence and has faith in the judicial process.” 1070

  

SAN DIEGO (KGTV) - A San Diego company has a solution for tired employees or students -- they've created "napping pods" which can be rented by the hour."It's a place to go, escape from a hectic environment and recharge," said Hohm CEO Nikolas Woods.The pods are small, just 43.5 square feet each. They include a fully-furnished twin-size bed, mirror, charging stations, fan, lights and light and noise dampening curtains."Every piece was put together to create the most comfort," said Woods.Right now, Woods has just three pods in service, all on the University of Arizona campus. He hopes to expand to more college campuses around the country.He's also trying to get large corporations to buy some for their employees, and he's trying to get some places in major airports as well."A lot of employees could use a break," Woods said. "Wouldn't it be better to go somewhere and recharge, get your productivity level up?"People can find and book the pods through the Hohm website. It costs around per hour, with a 30 minute minimum and 4 hour max.Woods hopes to launch an app this spring to make booking even easier.He said each installation will have an attendant nearby to help people check in, clean the pods and enforce a strict one-person-per-pod rule. 1266
