An 8-year-old girl in Florida was seriously injured when a massive tree limb fell on her Monday, as she was playing in a school playground during recess.Patricia Whidden suffered a fractured skull when the limb fell on her, dropping from a live oak at Edward Upthegrove Elementary School in LaBelle."It's an extremely tragic incident, and we are investigating," said Lucinda Kelley, deputy superintendent of Hendry County District Schools.Patricia's aunt Kristi Whidden said her niece has bleeding and swelling of the brain, and is recovering at a hospital in Delray Beach."Right now, she's being kept sedated to give her brain and body a chance to recover," Kristi Whidden said.Live oak trees form a canopy over many schools in Hendry County. Kelley said she believes the limb that fell on Patricia was a freak accident, although the LaBelle area did sustain a lot of damage from Hurricane Irma last fall."The limb that fell did not appear to be, at first glance, related to that," Kelley said. "We are going to ask for the help of an expert arborist to come in and examine all of the trees."In the meantime, the the school district has closed playground where Patricia was hurt. Although sedated, Kristi said her niece did wake up at one point during the night, and was able to respond to questions with a thumbs-up or thumbs-down."Right now, the focus is on Patricia and getting her through this," she said. "A lot of people have sent their prayers and positive vibes."Upthegrove Elementary is organizing a sock hop fundraiser to help Patricia's family with expenses. American Airlines is taking its long-grounded Boeing 737 Max jets out of storage, updating key flight-control software, and flying the planes in preparation for the first flights with paying passengers later this month.The airline invited press reporters and photographers on board one of the planes Wednesday to demonstrate its confidence in the plane’s safety.All Max jets worldwide were grounded in March 2019 after the second of two crashes that together killed 346 people. Last month, the Federal Aviation Administration approved changes — mainly in flight-control software — that will allow airlines to resume flying the plane.American flew journalists from Dallas to the airline’s maintenance center in Tulsa, Oklahoma, where crews explained how they are bringing the planes out of storage and making FAA-required changes.American is likely to be the first carrier to put passengers on Max jets, beginning Dec. 29 with once-a-day round trips between New York and Miami. In the meantime, the airline plans flights with employees on board.Some relatives of people who died in the crashes — and who still believe the plane is unsafe — expressed outrage at both Boeing and American over what they termed a publicity stunt.Zipporah Kuria, a British citizen whose father died in the second Max crash, said Boeing and the FAA should instead turn over documents on changes made to fix the plane and how they were tested. The company has withheld the documents, saying they cover trade secrets.“I feel like Boeing is using the press to leverage public trust instead of actually genuinely earning public trust,” she said. “I’m really disgusted by the whole thing and the fact that American Airlines would pay for that. Their focus is more about the profit and corporate interest than it is about consumer safety.”Some people who lost family members believe that the FAA erred by not accepting all the recommendations made by pilots and aviation professionals during a public comment period on its proposal to let the plane fly again.Scrutiny of the plane has focused on a flight-control system called MCAS, which repeatedly pushed down the nose of the plane before both crashes. Boeing, which describes changes to the plane on its website, and the FAA say the system has been made less powerful and easier for pilots to override.Some of the family members, however, wanted a deeper, nose-to-tail review of the plane. And they don’t trust Boeing or the FAA, which allowed the plane to keep flying after the first crash, in Indonesia in 2018.“It hasn’t been evaluated to the point where we can say that it’s safe,” said Nadia Milleron, whose daughter was killed in the second crash, which occurred in Ethiopia. “This plane hasn’t flown very much with this new software, the revamped MCAS, interfacing with the plane. It’s not responsible for them to put you on this flight.”Chicago-based Boeing said Wednesday it has flown more than 1,400 test flights on updated Max planes. The FAA said its people put in 60,000 hours reviewing and testing Boeing’s work.American is likely to be the only U.S. carrier using the Max for several weeks. United Airlines expects to put the plane back in its schedule during the first quarter of next year, with Southwest following in the second quarter. Regulators in Europe and Brazil have cleared a path for their airlines to resume Max flights in a few weeks.It’s unclear whether the flying public will accept the plane or avoid it. Some industry officials believe that fear of getting on the plane has lessened with time. As health system budgets continue to recover from deep losses caused by the COVID-19 pandemic, questions are being raised about why hospitals with billions in reserves still received hundreds of millions of dollars through taxpayer bailouts.As part of the CARES Act in April, the federal government infused billions of dollars into the economy, with much of the money going to hospitals across the country.“The CARES Act basically said hospitals had to apply for money and had to demonstrate need,” said Robert Berenson, a fellow at the Urban Institute. “That was completely ignored under the pressure to get the money out the door.”According to COVID Stimulus Watch, Beaumont Health System received more than 3,377,370 while McLaren Health System took in 6,502,427. Henry Ford Health System reports receiving 0,538,048 through the CARES Act. Spectrum Health collected 9,000,000.According to the health systems’ most recent quarterly financial filings, each had billions in cash and investment reserves.At the end of March, Beaumont reported .05 billion in cash and investments, McLaren had .18 billion and Henry Ford had .25 billion.Spectrum Health, based in Grand Rapids, reported the most: .2 billion in cash and investments — enough to run the health system for 246 days.Berenson, who studies healthcare costs, said the vast revenues should have been utilized, at least in part, to offset costs that were shouldered by taxpayers.“What’s the purpose for not-for-profit hospitals to have large surpluses, other than for this kind of an emergency?” he said.Without question, all of the hospitals saw significant losses in revenue due to elective procedures being canceled and increased expenses in security and scarce personal protective equipment.Each of the health systems stresses that while they appreciate the federal grants, they will not cover all of their losses.Beaumont, McLaren and Spectrum all declined on camera interviews, but Henry Ford’s Health System CFO Robin Damschroder agreed to an interview."It was critical for us to be able to pay payroll, buy pharmaceuticals, pay our utility bills," Damschroder, who leads the Michigan-based system said. "If we didn’t have those accelerated loans, we would have been going out on our credit lines very, very quickly in an effort to keep everything moving."Damschroder estimated the hospital will have lost 0 million due to the pandemic, and is bracing for a second wave to slash revenues further.“We’re anticipating a wave two. We are unclear given the amount of money that’s been given out today whether there will be more money,” Damschroder said. “So if the second wave were as big as the first, or half of the first, you can imagine that Henry Ford is going to have to look to those reserves then.”Grants to hospitals weren’t based on need, but rather on past revenues. It prioritized large health providers first, and smaller, more rural hospitals last.North Ottawa Community Health System in Grand Haven, Michigan, a small hospital with under 500 employees, was struggling well before the pandemic and was late to receive any federal funds after it took hold.“It has shown the light about the inequities of hospital funding,” said Jennifer VanSkiver, chief communications officer for the health system.In total, the health system received .2 million through the CARES Act, not enough to offset .7 million in losses.“With smaller hospitals,” VanSkiver said, “you don’t typically have huge cash reserves or the ability to forever rely on investment income.”Niall Brennan, the CEO of the Healthcare Cost Institute in Washington, doesn’t blame Michigan hospitals for accepting the federal funds because they all lost significant revenues. Back in April, he said, no one knew if the surge of COVID-19 patients would last weeks or months.But where he does fault hospitals is for accepting federal funds and still furloughing or laying off employees. Beaumont furloughed nearly 2,500. Henry Ford furloughed 2,800.McLaren and Spectrum also furloughed employees, but the final numbers were not publicized. Both released statements."McLaren has taken decisive action to stabilize its operations and protect its financial strength during the pandemic," said spokesman Kevin Tompkins in an e-mail."We’ve focused our resources, reduced expenses and boosted our liquidity to ensure we have adequate cash on hand to support normal operations and the increase in COVID-19-related cash obligations that will extend well into 2021. Unfortunately, this pandemic is far from over," he said."The financial impact of COVID-19 is far-reaching and will suppress our health system’s revenues for the remainder of the year, which will end in a loss," said Spectrum Health spokesman Bruce Rossman. "This makes financial adjustments imperative. The most difficult adjustment involved the furloughing of team members and the elimination of positions that would not be needed in the future. These were roles that did not involve direct patient care."Beaumont did not release a statement..“Maybe a CFO can look at the bottom line and say look, we’re not utilizing these people and therefore they need to be furloughed,” Brennan said. “But this was an extraordinary time for our country, and if an organization could afford to keep their workers paid, I think they should have made every effort to do so.”Each of the hospitals said furloughs were necessary to ensure they’d survive longer than just the next year.
