KUNMING, Aug. 22 (Xinhua) -- Chinese local officials were ordered to carry out pre-emptive evacuations to avoid heavy casualties in geological disasters after a series of mudslides left nearly 2,000 people dead or missing in less than two weeks.In a work conference held in southwest China's Yunnan Province, Minister of Land and Resources Xu Shaoshi ordered local officials not to hesitate in forcing residents in disasters-threatened zones to move."As long as there is a sign of geological disasters looming, officials should take it seriously and carry out the evacuations," Xu said. "It is better to hear the people's blames than their cries."Xu also ordered local offcials to strengthen monitoring efforts by using advanced technologies and mobilizing the public.China has been suffering from a string of rain-triggered disasters recently as the country battles its worst floods in more than a decade.Yunnan is the latest to be hit by massive mudslides.As of Sunday, 29 people were killed and 63 remained missing after mudslides hit the remote, mountainous town of Gongshan in the province on Wednesday.In the northwestern province of Gansu, at least 1,435 people were killed and another 330 are reported missing after an avalanche of mud and rocks hit the center town of Zhouqu County at mid-night Aug. 7.Rain-triggered mudslides also killed more than 18 people in Wenchuan and Qingchuan counties in southwest China's Sichuan - which was devastated by a massive earthquake in 2008.

HANGZHOU, June 26 (Xinhua) -- Accompanied by lively Chinese folk tunes, a group of men were playing the tambourine at a party on Saturday evening in Hangzhou, capital of east China's Zhejiang Province.Those watching could hardly have imagined that the energetic performers,all dressed in red and white costumes, were drug addicts who were also infected with HIV, even if the duplicate short crew cuts they wore somehow provided a hint of their unusual condition.One of the performers, surnamed Yue, said the group had practiced for more than a month to stage the best possible performance at the annual party of the drug rehab center, which fell on June 26, the International Day Against Drug Abuse and Illicit Trafficking.As China's first drug rehab agency to offer centralized treatment of HIV-infected addicts, the center has helped some 200 addicts beat their drug habits since 2003.Among 2,200 drug users receiving compulsory treatment in the center, 65 have tested positive for HIV.Now, they must obey a regular daily schedule, including three meals, physical exercise, entertainment and skill training that will enable them to earn a living after returning to their regular lives."I've adapted well to the regular life in the center. My physical and mental conditions are getting better,"said Yue, 34, who contracted HIV after sharing syringes with other drug users.Yue began using drugs in his hometown in southwestern Guizhou Province. After seeking a job in Zhejiang, he tried to kick the habit, but failed."The infection of HIV doubled my misery. Fortunately, I've gone through the hardest time in my life following the one-year free treatment here. Now I just want to live," he said.Unlike other drug addicts, many of those who are infected with HIV were forced into being admitted to the rehab center against their wills. Further, some even exhibited their intentions of taking revenge on society, said Ni Zhanwen, a police officer in charge of the center's management of HIV-infected inmates.In November 2008, a newcomer scratched the face of Ni's predecessor, Wang Jianxin, causing him to bleed.Wang was taken to the provincial center for disease control and prevention. He was asked to take medicine and be tested for HIV, which could be transmitted through blood.But Wang came back to work three hours later. "If I quit the job, the inmates would've felt discriminated. That would have just added more difficulty to the center's work in the future," he said.In the past, police in the center wore protective clothing, gloves and gauze masks to prevent infection, due to a poor understanding of HIV, thus losing the trust of some inmates."We took off the protective outfits immediately after realizing the problem. But I've been concerned that the management staff could contract the virus in a bleeding fight or other accidents. Luckily, it has never occurred," Ni said.Besides potential health hazards, the center's police officers also suffered discrimination from others.A 27-year-old police officer, surnamed Meng, said his girlfriend left him after the girl's parents learned he worked in the drug rehab center.Last year, some 173,000 drug addicts were forced into treatment in China while 68,000 former addicts had stayed drug-free for more than three years, according to figures released in March in the 12th annual report on controlling drugs by the National Narcotics Control Commission.Statistics from a national database showed the county had about 1.33 million registered drug addicts by the end of 2009.

ISTANBUL, Turkey, June 8 (Xinhua) -- Chinese President Hu Jintao's special representative and State Councilor Dai Bingguo and Turkish President Abdullah Gul on Tuesday vowed to boost bilateral ties and increase exchanges of visits by leaders and senior officials.Dai met with Gul on the sidelines of the third summit of the Conference on Interaction and Confidence-building Measures in Asia (CICA) here. HONG KONG, June 25 (Xinhua) -- Air China, China's leading carrier listed in Hong Kong, said late Friday that it would pay 1. 3 98 billion U.S. dollars to buy 20 Boeing 737-800 planes.In a statement filed to the HK stock exchange, the carrier said the cost would be "payable by cash in installments" and it would " take delivery of the Boeing Aircraft in stages from 2013 to 2015"."The aircraft price is subject to price escalation by applying a formula. Boeing Company has granted to the Company (Air China) significant price concessions with regard to the Boeing Aircraft," said the statement.The transaction will be funded through cash generated from Air China's business operations, commercial bank loans and other financing instruments of Air China, said the statement.The Beijing-based airlines said the transaction would expand its fleet capacity with an increase of around 5 percent based on available tonne kilometers of Air China by the end of 2009.In particular, the deal would reinforce Air China's market share in the Chinese domestic market, and would also increase frequency of flights for a number of domestic and neighboring international routes, it added.By the end of September last year. Air China owned 256 passenger planes, mostly Boeing and Airbus. It operated 250 routes covering 32 countries and regions worldwide. It currently has another 130 or so planes in several orders.

  

BEIJING, June 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang Friday urged increased supervision of police investigations and the reform of the penal system.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a plenary meeting of the Political and Legal Affairs Commission of the CPC Central Committee in Beijing.Representatives of the Supreme People's Procuratorate reported to the meeting on their work to strengthen supervision on the use of investigative measures such as search, detention and freezing the suspect's asset by law-enforcement officers.Officials from the Supreme People's Court (SPC) also reported the progress made in a pilot program which intends to help courts at local levels to be more transparent and fair while meting out penalties.Zhou said these were vital to the building of a just and clean law-enforcement system and must be carefully implemented."Investigative and procuratorate authorities must attach equal importance to punishing crimes and safeguarding human rights, and to procedural justice and substantive justice, and must strictly abide by the law in enforcing investigative measures such as search, detention and seizing the suspect's asset," he said.He said the SPC's pilot program in roughly 120 local courts had promoted the fairness and transparency in handing out penalties, which had significantly reduced the rates of appeal, lodging a protest against a ruling and petition in criminal cases.Law enforcement agencies must push ahead the pilot program as one of their priorities, while in the meantime working to fully engage the public in the supervision of the handling of criminal cases, he said.Zhou, who also heads the Political and Legal Affairs Commission of the CPC Central Committee, called for more transparent law enforcement to ensure the public's right to know and supervise.He also said places for interrogation, custody, trial and detention must be under 24-hour audio and video recording.
