SAN DIEGO (KGTV) - In an effort to help solve the homeless problem, the San Diego County Board of Supervisors voted unanimously Tuesday to approve a program that will provide million in financing for seven affordable housing projects.The new development will add 503 units."This is a game changer," says Supervisor Ron Roberts, who championed the proposal along with Supervisor Dianne Jacob. "For the people that need this, this will be a godsend."The money comes from the Innovative Housing Trust Fund, which was created in 2017 to help provide gap financing to developments that can add affordable multi-family rental housing.Many of the units from the first seven projects will be earmarked for the homeless, veterans, people with disabilities or mental illness, families and seniors."For a family of 4 earning just over 70,000 dollars, they won't pay more than 1,900 dollars a month," Roberts says. "You can't find enough bedrooms for a family of four at 1,900 dollars in San Diego."The seven projects will be spread out throughout the county with two in the Otay Mesa/San Ysidro area, two in Vista and one each in Poway, San Marcos and the Southcrest neighborhood of San Diego.All of the projects are expected to be completed by December of 2021. 1288

SAN DIEGO (KGTV) — It's already been one year since the San Diego Zoo Safari Park saw the first southern white rhino born through artificial insemination arrive at its park.Edward turned one-year-old on July 28, celebrating with a party at the San Diego Zoo Safari Park’s Nikita Kahn Rhino Rescue Center with his mother Victoria, 8-month-old female calf Future, and her mother Amani."Even though he doesn’t know it’s his birthday, it is very special to see Edward – a healthy, robust rhino - running around, enjoying his special treats," said Barbara Durrant, director of Reproductive Sciences at San Diego Zoo Global. "We aren’t just celebrating his birthday but also are celebrating the significance of his birth."Edward was born last year after hormone-induced ovulation and artificial insemination with frozen semen from southern white rhino Maoto on March 22, 2018. Victoria gave birth 16 months later. Edward's birth was the zoo's first successful attempt to birth a southern white rhino via artificial insemination and a critical step toward recovering its distant cousin, the northern white rhino. SAN DIEGO (KGTV) - In an effort to accelerate hiring and training of more border officer, National Guard members were deployed Tuesday to ports of entry along San Diego County's border with Mexico.In total, 24 National Guard troops joined Customs and Border Protection personnel at Port of San Diego, and ports of entry in San Ysidro, Otay Mesa, Tecate, and Calexico.They will not be taking part in any enforcement activities, according to CBP, instead, helping in surveillance support and operations. SAN DIEGO (KGTV) – Local and federal authorities are asking for the public’s help in finding a father suspected of abducting his two children and fleeing to Mexico.Authorities said on Jan. 12, 2019, Foong Lian Chin’s ex-wife dropped off their two sons, with the understanding that he would return them to her on the following day.However, when Chin did not return the kids, the ex-wife “called law enforcement to check Chin’s address” but “there was no answer at his house.” Law enforcement also tried to reach Chin by phone but could not get a hold of him.On Jan. 16, 2019, a court gave Chin’s ex-wife full custody of the couple’s children and an arrest warrant was issued for Chin. Authorities said the million warrant is for parental child abduction.According to authorities, investigators learned Chin took his sons -- 8-year-old Huaiyu Chin and 7-year-old Binyu Chin -- to Mexico.Chin, who immigrated to the U.S. from Singapore in the 1980s, has lived in New York, Southern California, and Baja California.Chin and his sons were believed to have last been spotted in Tijuana, Mexico.Chin is Asian, 47 years old, 5 feet 8 inches tall, and weighs 130 pounds.
