NATIONAL CITY (KGTV) - National City mayor Ron Morrison is asking voters to change term limit rules to allow him to run for a fourth term in November.Morrison supports Measure B in next month's June 5 special election. Measure B would establish term limits for the mayor, city council, city clerk, and city treasurer. Officials could serve up to two four-year terms. However, it would essentially reset the clock, allowing Morrison to run in 2018 and 2022."If they want to keep the people in office that are in right now, whether it's the mayor, councilpeople, city clerk, city treasurer, they should have that right to be able to do that," Morrison said in an interview with 10News.National City voters passed Measure T in 2004, which imposed term limits only on the mayoral position, allowing three terms. Morrison was first elected Mayor in 2006.Opponents have put their own measure on the June ballot, Measure C. It would establish the same term limits, but count Morrison's time as mayor, meaning he could not run again.City councilmember Alejandra Soleto-Solis, who is running for mayor, supports Measure C, telling 10News it's time for new blood in the mayor's office. More than 117,000 Americans were in the hospital because of COVID-19 symptoms on Tuesday, the largest number of currently hospitalized people from the virus since the pandemic started, according to the Covid Tracking Project.Tuesday, December 22, was also the 21st consecutive day the number of people currently hospitalized with COVID-19 has been above 100,000 in this country. The second-highest day was Monday, with just over 115,000 people hospitalized.Several mobile field hospitals are being erected in California to handle the growing surge of COVID-19 patients.In California alone, state officials reported 700 new hospitalizations on Tuesday. Doctors and nurses say they are treating patients in hallways and parking lots because of the lack of space for more people.The California Department of Public Health reports there are 0% ICU beds available in the large Southern California region, including Los Angeles and San Diego, as well as the San Joaquin Valley region in the center of the state.The record high number of people in the hospital with a transmissible disease is straining medical facilities, as well as staff.Leaders around the country say they are increasingly worried about staffing levels at medical facilities. At a time when there are surges in patients needing intense care, there are staffing shortages and staff balancing quarantine measures. Because “hot spots” are popping up almost everywhere, there are not many doctors or nurses who are available to help other regions.California says they are in need of about 3,000 temporary medical workers to meet the demand. NASHVILLE, Tenn. — Joseph Webster was in his 20s when he was convicted for a first-degree murder he didn't commit. At 41 years old, the father of four is readjusting to his newly granted freedom.Webster was released on Tuesday after a Davidson County judge ruled to vacate his murder conviction. New DNA evidence and key witnesses with different accounts of the incident helped solidify the decision.It's the first time a person was exonerated of murder because of his innocence in Nashville, according to attorney Daniel Horwitz."It's unbelievable but believable," Webster said. "The truth will set you free. I just didn't know when."Webster was sentenced to life in prison 15 years ago for the beating death of Leroy Owens in 1998. Horwitz helped uncover new evidence alongside the Davidson County Criminal Review Unit that points to a different suspect.Webster always maintained his innocence and never wavered from his hope that one day he'd get out of prison."It's a rare entity within the district attorney's office. Wrongful convictions are fairly rare, but they do occur," Horwitz said.In early 2019, Davidson County District Attorney Glenn Funk said he would reopen the case after new testing revealed that Webster's DNA was not found on the murder weapon. The only witness in the case allegedly changed her story several times, and at times the testimony pointed to a different suspect.In late October, Webster's attorney announced that Funk had vacated his sentence after a reinvestigation by the Conviction Review board, which cleared the way for Webster's possible release."The Conviction Review Unit no longer has confidence in the conviction of Mr. Webster," the motion stated. "We recommend Mr. Webster's conviction be vacated and the charges against him dismissed."With the victim's family in the courtroom, the state said there was no other option but to free Webster.Seconds after he could walk free, Webster's mother and children swarmed him with hugs and tears. He said he's been laying low and hanging out with loved ones who helped keep his strength over the years.Webster said there are others in his position without a support system. He eventually wants to his use experience to speak to teenagers about life in prison and to stay out of trouble.In the meantime, he wants to reconnect with society and heal from years of emotional, mental and physical stress."I just want to see the other side, and I just want to be happy and enjoy life," he said.He spent part of his day Thursday trying to get a driver's license with his attorney. Webster wants to rent his own apartment, get a commercial driver's license, and start a trucking business with his children.Horwitz said there are currently no plans to pursue restitution, but he has started a GoFundMe to help raise money for Webster.Money raised above the goal will be donated to the Innocence Project. More than 40 percent of attendees at an overnight summer camp became infected with Covid-19 within days before officials shut it down, according to the CDC.Local media reports it was a YMCA camp near a lake in Rabun County, Georgia.More than 260 staff and campers tested positive for the coronavirus, out of a total 597 people who were at the camp sometime between when it opened and when it closed in mid-June. Of the 260 who tested positive, 231 were campers aged 6 to 17 years old.In their report published Friday, the Centers for Disease Control and Prevention says camp officials followed most of their recommended safety protocols. They say the two measures not implemented were cloth masks for campers and opening windows and doors for increased ventilation in buildings. Masks were required for staff members.The camp held orientation for staff members and trainees between June 17 to 21, then were joined by hundreds of kids on June 21 for a week-long camp session.On June 23, a teen staff member left the camp after developing chills the night before. They tested positive for Covid-19, and the camp began sending kids home on June 24. The entire camp was closed June 27.The camp was adhering to Georgia’s Executive Order that allowed overnight camps and required negative coronavirus tests less than 11 days before attending.“These findings demonstrate that SARS-CoV-2 spread efficiently in a youth-centric overnight setting, resulting in high attack rates among persons in all age groups, despite efforts by camp officials to implement most recommended strategies to prevent transmission,” says the CDC report on this outbreak.From the 136 cases where the CDC was able to gather symptom data, about 26 percent of those who tested positive for coronavirus had no symptoms at the time. 1804
