SAN DIEGO (KGTV) — Several changes are being introduced to how Assembly Bill 5 applies to freelance writers and photographers.Assemblywoman Lorena Gonzalez announced the changes Thursday to address feedback from freelance writers and journalists over the effects of AB 5.“Having heard additional feedback from a variety of freelance writers, photographers and journalists, we are making changes to Assembly Bill 5 that accommodate their needs and still provide protections from misclassification,” Assemblywoman Gonzalez said.RELATED: Proposed bill would exempt musicians from AB 5The changes will remove the cap on the number of submissions that a freelancer writer, photographer, or editor can submit to one hiring entity before they must be classified as an employee. Hiring entities must not use a contractor to replace an employee position as well.When contractors provide services, their contract must specify the rate of their pay, when they receive payment, and the individual's intellectual property rights to the work submitted. SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. SAN DIEGO (KGTV) - San Diego student Emily Benkes says her mother has lived in their Carmel Mountain home for 32 years, never once feeling unsafe in the neighborhood.Tuesday, Benkes came home to a ransacked house. “We had our laptops out, I had some money on my desk, Xbox was gone, my Apple TV,” said Benkes. Benkes believes the person hopped their backyard fence, coming in from a nearby trail. Food was missing from the fridge, including a package of salami which they later found on the trail. The suspect entered the home by throwing a rock through the back window and climbing in. “I felt really violated, I couldn’t even go in my room just because I kept thinking that there was somebody in here going through my stuff,” Benkes.She posted what happened on Nextdoor, and now neighbors are trying to help; one neighbor believes their surveillance video captured someone hopping the fence. “I hope we catch this person and nobody else has this happen to them,” said Benkes. The family estimates several thousand dollars worth of goods were stolen; they have filed a report with the San Diego Police Department. 1122

SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said.
