SAN DIEGO (KGTV) — County health officials say with the summer months well underway, they've seen an uptick in the number of children that have needed to be rescued from private pools after nearly drowning.Officials say there have been 49 rescues in private pools, beaches, and bays from March through July, compared to 37 in the same period in 2019 and 33 in 2018. Nearly all of those rescued this year have needed to be taken to the hospital for treatment.Of those 49 that occurred this year, 28 were in pools and 14 were in the ocean, lakes, or bays. The rest did not report a specific body of water. Many public pools have been closed since March due to the pandemic."Parents and guardians must take the necessary precautions to keep these incidents from happening," said Wilma Wooten, county public health officer, said. "Children who swim in pools at home are at higher risk of drowning, especially as parents struggle to supervise their children while continuing to work at home through the summer months because of the novel coronavirus."The county says it's important to teach children to swim, never leave a child unsupervised in or near water, avoid alcohol if you're swimming, and learn CPR.At home, the county recommends installing a fence around the pool and hot tub, installing pool alarms, and keeping an eye on drains and pool toys that could be a tripping hazard. 1389

With less than two weeks until Thanksgiving, the guidelines include things like physical distancing and wearing a mask when not eating or drinking. There are specific guidelines for counties in the purple tier, like San Diego County. Counties in the purple tier are required to gather outdoors. Health officials recommend no more than three households and limiting the gathering to two hours or less. Infectious disease specialists say the guidelines are strict, but necessary to slow the spread of the virus. Other recommendations include having guests frequently wash their hands and having only one person serve food and beverages, with a mask on. Older and at-risk individuals are advised not to attend. SAN DIEGO (KGTV) -- Beaches in San Diego are expected to be packed for the Fourth of July weekend as other nearby counties shut down their beaches over coronavirus concerns.Local law enforcement agencies are prepared for the influx in beachgoers, but many are hoping and wondering if people will follow San Diego County’s facial covering and social distancing requirements.On Friday, ABC 10News crews observed visitors at Mission Beach keeping their distance from each other and most of them wearing facial coverings.Many visitors came to the beach early to secure spots for what will likely be a busy weekend.The Cotus family, visiting San Diego from Arizona, heard about Gov. Gavin Newsom closing beaches where coronavirus numbers are rising. But the family took the chance that San Diego beaches would stay open.“We figured this morning we got the kids up. OK, let’s take a chance; either we can get to the beach or we can’t. If not, there’s a pool at the hotel,” Edward Cotus said.Law enforcement agencies said they will be out this weekend reminding people about the rules. However, they say it will be up to the public to follow them.The Cotus family said they understand why people don’t like wearing the face coverings, but they believe it’s everyone’s responsibility to do their part in controlling the spread of this virus.“We all have to be responsible and just try to really implement social distancing on our own. SAN DIEGO (KGTV) — City Council leaders have approved a draft agreement to sell the Mission Valley stadium site to San Diego State University.Leaders unanimously approved an agreement to move forward with a Purchase and Sale Agreement (PSA) between the city and SDSU to sell the land to the university for .2 million.The agreement paves the way for the city to meet for two hearings to finalize the PSA on June 9 and June 23. After the hearings, a 30-day referendum period is legally required before Mayor Kevin Faulconer can sign the PSA and escrow can be initiated. SDSU expects to take ownership of the property in late July 2020, according to the city."Both parties wanted to get this done right, and the time and thoughtfulness put into this agreement have created a final product San Diegans can be proud of," Mayor Faulconer said. "This agreement is fair and equitable, and I want to thank Council President Gomez, City Attorney Elliott and SDSU for their commitment."The agreement is the product of 18 months of negotiating following the passage of Measure G in November 2018. The voter-approved measure calls for the expansion of SDSU, a new stadium, 80 acres of park and open space, and 4,600 market-rate and affordable housing units."We have reached a pivotal milestone moment. SDSU Mission Valley will be a true revitalization of public land in all aspects of the plan," SDSU President Adela de la Torre said. "We are thrilled to take this critical next step toward closing the sale and creating generational opportunities for all San Diegans."Chris Thomas, a graduate student at SDSU who recently earned his bachelor's degree from the school, said he believed the project would take the university to a new level. "The biggest impact that it's going to create is for the student experience," he said. "It's going to engage a lot more students, it's going to be able to bring in more students to SDSU and really engage in that culture of learning."The council called its special meeting Friday after intense negotiations, including an 11-hour marathon day earlier in the week. City and university negotiators were going back and forth on more than a dozen key points, including environmental and legal liability. "The two sides locked arms and said 'Hey, we got to work through these things,' and we did it in a very cooperative manner," said John Kratzer, of JMI realty, a consultant to SDSU.City Councilman Scott Sherman, whose district includes Mission Valley, said the best negotiations are ones where both sides leave the table not entirely happy."Neither side gets everything that they want, he said.
