MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. UNITED NATIONS, Jan. 26 (Xinhua) -- China on Wednesday welcomed the smooth development of the south Sudan referendum, voicing its hope that the parties in south and north Sudan could reach a consensus at an early date on the outstanding issues through dialogue and consultations.Li Baodong, the Chinese permanent representative to the United Nations, made the statement in an interview with Xinhua after he spoke at the UN Security Council about the Chinese stance on the situation of Sudan.Earlier on Wednesday, the Security Council met to hear briefings from Atul Khare, UN assistant secretary-general for peacekeeping operations, and Ibrahim Gambari, the joint special representative of the African Union-United Nations Mission in Darfur (UNAMID), on the current situation in Sudan."China welcomes the smooth development of the south Sudan referendum, this is the result of the joint efforts of north and south Sudan and the international community," Li said."At present, priority should be given to the following work: First, continuous efforts should be made to fully maintain peace and stability in Sudan to enable the country to realize its long- term peace, stability and development," he said. "Second, efforts should be made to encourage the parties in south and north Sudan to continue their efforts for the full implementation of the Comprehensive Peace Agreement (CPA), particularly for a consensus at an early date on the outstanding issues."The referendum, with its week-long polling period ending on Jan. 15, will determine whether south Sudan remains a part of Sudan or becomes independent, in accordance with the 2005 CPA that ended a long-running north-south civil war.The referendum's preliminary results are expected to be announced by Feb. 2, and depending on whether appeals are launched in the courts, the final result will be declared on Feb. 7 or 14.

BEIJING, Jan. 19 (Xinhua) -- China's central government on Wednesday called on local authorities to step up efforts to ensure a stable market supply of daily necessities, such as food and clothing, as freezing weather continues to plague south and southwest China.The Ministry of Commerce required local government departments to guide companies to increase supplies such as rice, edible oil, meat and vegetables.It also required local departments to closely watch market changes and release reserves of commodities when necessary, said a statement on its website.The statement said the government of southwest China's Chongqing Municipality has urged local supermarkets to maintain the prices of 10 types of vegetables that are affordable to the public, while authorities in the rain and snow-battered Guizhou and Hunan provinces guided logistics companies and wholesales markets to take measures to insure supplies.The Ministry of Agriculture on Wednesday also ordered local departments to expand areas for growing vegetables when conditions allow, as agricultural experts were also sent to fields to help farmers save their crops.The country's meteorological authority forecast Wednesday that over the next three days, heavy snow and icy rain would continue in provinces and municipalities including Guizhou, Hubei, Hunan, Jiangxi, and Chongqing.
