Gavin Newsom announced Friday that the city of San Diego is one of four cities in the state that will receive 0,000 in state funding to support residents affected by power shutoffs due to the threat of wildfires.While visiting Sonoma County emergency responders, local officials and residents affected by the Kincade Fire, Newsom announced the establishment of the Local Government Public Safety Power Shutoffs Resiliency Program, which will provide funding to local governments to maintain power service to high- risk areas affected by power shutoffs.San Diego, Los Angeles, San Jose and Oakland will each receive 0,000 in state funding through the program and all 58 counties in the state will receive at least 0,000 each. SAN DIEGO (CNS) - Former Navy SEAL Edward Gallagher, who was acquitted of murder and attempted murder charges last year stemming from allegations that he fatally stabbed a wounded teenage ISIS fighter and shot Iraqi civilians, is suing the Secretary of the Navy and a New York Times reporter, alleging the reporter defamed Gallagher with the help of Navy officials illegally leaking him documents.The suit accuses the Navy of leaking "about 500 pages of confidential documents from the Navy's criminal investigation" on Gallagher to reporter David Philipps, who extensively covered the allegations against Gallagher prior to and after his trial at Navy Base San Diego last year.The suit also names as a defendant Navy Secretary Kenneth J. Braithwaite, who was sworn in to his post Friday, the same day Gallagher's lawsuit was filed in San Diego federal court.Representatives of the Navy and New York Times could not immediately be reached for comment.Gallagher was acquitted in July of several serious charges related to the alleged slaying of a teenage boy, as well as allegations of firing indiscriminately on civilians from a sniper's nest, which could have had him facing life in prison. However, he was only convicted of posing with the teen's body in a photograph, resulting in a demotion in rank. "They would illegally provide him with certain protected documents, in clear violation of the Privacy Act and court orders, so that Philipps could write a damning portrayal of Chief Gallagher, with reckless disregard for the truth."The suit, which seeks unspecified damages, alleges Gallagher has suffered "significant mental and emotional anguish" through the Navy's "violations of the Privacy Act and unlawful disclosure of Chief Gallagher's private information to David Philipps."The lawsuit is not the first time Gallagher's attorneys have accused Navy officials of misconduct.Gallagher's defense team previously alleged Navy prosecutors used tracking software to spy on the email accounts of the defense and a Navy Times reporter covering the trial.The trial judge, Capt. SAN DIEGO (CNS) - Just after midnight, a full rail closure between Oceanside and San Diego to accommodate work along the passenger and freight rail line will go into effect and continue until 5 a.m. Monday.The closure will affect four rail services operating on the San Diego segment of the Los Angeles-San Diego-San Luis Obispo Rail Corridor: North County Transit District COASTER, Metrolink, Amtrak and the freight carrier BNSF.On Monday, riders are encouraged to plan for increased travel time as trains could be delayed.Full rail closures are routinely scheduled to advance rail construction and ensure worker safety. During the upcoming closure, construction activities are planned for the Del Mar Bluffs Stabilization project and the Mid-Coast Trolley project.In Del Mar, stabilization work continues on the bluffs. Crews will weld and test tieback anchors along previously placed support columns and pour concrete for retaining wall installation on the upper bluffs near 12th Street. Crews will also place concrete panels along previously installed support columns and backfill the area on the upper bluffs north of Torrey Pines State Beach.Officials said the Del Mar Bluffs Stabilization 4 project to repair drainage infrastructure and stabilize portions of the 1.6 miles of coastal bluffs is scheduled to be complete this fall.In San Diego, ongoing construction activities are planned throughout the Mid-Coast Trolley corridor. Crews will perform improvements to the surface of the trolley tracks, including tamping the rail -- a process that secures the rail to avoid misalignment once in use.The Mid-Coast Trolley project will extend UC San Diego Blue Line Trolley service from the Santa Fe Depot in Downtown San Diego north to the University area and is anticipated to be complete by late 2021.During all construction, nearby residents and businesses can expect intermittent noise and lights. 1912
