ESCONDIDO, Calif. (KGTV) -- A 17-year-old was killed early Saturday morning following a hit-and-run in unincorporated Escondido. According to California Highway Patrol, the crash happened on Mesa Rock Road near Mesa Ranch Drive around 12:30 a.m. CHP says the 17-year-old female was standing outside a vehicle parked on the right shoulder having a conversation with four friends. Three of the individuals, including the teen, crossed the road from east to west. As they crossed, CHP says either a white Toyota SUV or a pickup truck speeding northbound struck the teen."The California Highway Patrol Oceanside Area is asking the public for assistance in locating a 2008 to 2012 model year range second generation, Toyota Highlander, pearl white in color. The vehicle will have damage to the right front headlight area and right-side mirror," said CHP Ofc. Mark Latulippe. 877

ENSENADA, Mexico (KGTV) - The family of a man injured in an ATV accident in Mexico is seeking donations to help get him to a hospital in San Diego.Chad Carrico, who works for a pest control company in Seattle, was on a cruise from Seattle to Mexico when he got off for a day in Ensenada in Baja California on October 10. He and a few friends rented ATV’s but his mother, Theresa Carrico, said he hit something and lost control.“He flew over the handles and the ATV rolled on top of him and crushed him,” said Carrico.His liver was severely damaged. He also suffered a punctured lung and had internal bleeding. He underwent surgery at Velmar Hospital and was placed on life support. He also has to undergo daily kidney dialysis.His mother said, he does not have health insurance in the United States but his employer paid the first ,000 payment.On Monday, she said the hospital told them they owe another ,000.Making matters more pressing, on Monday night they learned he was going into septic shock and may also have contracted a dangerous fungus on his nose that could spread to his brain. Treatment for the fungus, they said, was not available at the hospital.The family has set up a GoFundMe campaign to accept donations. 1243

  

ENCINITAS, Calif. (KGTV) - People who live on Bonita Drive in Encinitas want the city to stop a 10-home development on their street. They say it will make the area more dangerous if a wildfire breaks out."It's a huge concern," says Sione Schad-Siebert. "When the fire starts, and Santa Ana winds blow, they move fast, and you need to get out fast."Plans for the project call for 10 single-family homes to be built on a mostly empty 2.4-acre lot. People who live around it say adding the homes will allow fires to spread faster and cause more congestion on the street if people need to evacuate.Schad-Siebert showed 10News parts of the street where the road narrows to just over the width of a couple of cars. She says fire engines can hardly get through as it is. She also worries that a nearby open-space nature trail could catch fire and decimate the neighborhood."If there's ever a fire in the canyon or if a house here catches on fire, the fire department will not get here in time to stop the fire from spreading through the neighborhood because of poor access," she says.The City Planning Commission approved the project in November, but the residents have filed an appeal.In the appeal, they list fire danger as one of six problems the new homes will bring to the area. Among the other claims are traffic issues, environmental concerns, and questions about ways they say the project skirted city rules during the approval process."I feel like the city's kind of losing its soul," says Schad-Siebert. "I feel it's selling out to developers from out of town that just want to make a lot of money."Housing has been a problem in Encinitas, where city leaders have traditionally shunned large developments. Until 2019, it had been more than two decades since the city successfully submitted a housing and growth plan to the state. The mayor says that has to change.As for the appeal, the Planning Department staff issued a 23-page memo refuting the claims point-by-point. It says the City Council should deny the appeal and move forward with the project.Schad-Siebert says if that happens, she and her neighbors plan to file a lawsuit to stop the construction.The Encinitas City Council will vote on the appeal at Wednesday night's meeting, which begins at 6 pm. ENCINITAS, Calif. (KGTV) - An Encinitas restaurant is closed for deep cleaning after an employee tested positive for the coronavirus.Kris Buchanan owns GOODONYA on S. Coast Highway 101. She closed the restaurant Sunday afternoon as soon as she found out her employee tested positive."Ironically, one of my best employees with the mask, like she never took that mask down," Kris Buchanan.Buchanan arranged for her staff of roughly 40 people to get tested for the virus antibodies Monday afternoon. If they test positive for antibodies, she'll pay for them to get the coronavirus test.The organic restaurant will reopen July 3, but only for pick up and delivery. Buchanan says the harassment her staff faced from some customers refusing to wear a mask isn't worth it."People take serious offense to that, I think, because of the health issue or maybe some sort of politically charged feeling about it, I don't know, " said Buchanan.She says fellow restaurant owners are dealing with similar issues."I'm friends with a few restaurant owners in Encinitas, and it's the same thing, coming in with that fake Facebook card that went around," said Buchanan.She said while most have been supportive, some customers have also made social distancing even more difficult by complaining about where they were seated."It's just a whole bunch of rigmarole here you're just trying to get their order and figure out if they want gluten-free or regular bread and you have this added layer of nonsense on top of it," said Buchanan.Since the pandemic hit, business is down roughly 50%, but Buchanan said her employees are her priority."More than the money, it's just worth me keeping my staff happy and safe," said Buchanan.GOODONYA will reopen Friday July 3, at 7 a.m. 1757
