SAN DIEGO (KGTV) -- The City of San Diego says it is working to earn back the public's trust after thousands of families got hit with erroneously high water bills this year. But the problems appear to be persisting. Ed Kitrosser and his wife just got a bill for 3, more than double the usual for their home in Pacific Beach."We're on automatic sprinklers. Nothing has changed, the setting has not been changed for several years," said Kitrosser. RELATED: Inside San Diego: Audit shows City sent thousands of faulty water billsKitrosser is one of about a dozen residents in the P.B. and La Jolla area complaining about outrageously high water bills they received in September. Their concerns come after a city audit found that about 3,000 San Diegans got erroneous water bills, largely due to human error. Shawn Tobias, of La Jolla, is questioning a bill he received for more than ,800."You call the city and say 'I'm pretty sure you made a mistake on this' and they say 'no, no, this is what you used,' and then your heart drops," Tobias said. RELATED: San Diego man furious with city over ,000 water billThe city, meanwhile, says it is making progress on installing a series of reforms after the audit. That includes increased oversight on meter readers, addressing a backlog of meters that need repair, and improving communication with customers."We are now holding everyone accountable," said Johnnie Perkins, the city's deputy chief operating officer. SAN DIEGO (KGTV) - The invisible wounds of war are a heavy burden to carry, long after deployment. Tom Voss, an Army veteran who served in a scout-sniper platoon, knows this feeling well. "I took shrapnel to the head from a rocket-propelled grenade. And then I also had a lot of survivors guilt around the death of my platoon sergeant because that day I was given the day off," said Voss.He says while deployed, there's no time to process these war injuries. "You have a lot of these questions come up, years and years later. A lot of veterans struggle with, could I have done more, can I be forgiven? A lot of these moral questions," said Voss.After serving, he wanted to bury the traumas of war; in the beginning, he was incapable of dealing with the stresses caused by combat experience. "I was using alcohol and then on top of it abusing the medications that were given to me to kind of numb myself to the experiences, because I didn't know how to process them or move through them or move on from them on my own," said Voss. "I had a lot of suicidal ideations, so that's getting to the point of like, how am I going to take my own life?"Voss decided he needed to make a drastic change. He and a fellow veteran walked 2,700 miles across the country, from Wisconsin to California. It was on that trek where he began to heal and learned about holistic approaches to deal with trauma, like meditation and yoga. Voss now travels the world, teaching veterans and their families these techniques. "It's really up to us as veterans to educate the community about the experiences of what it's really like in combat and how it impacts veterans coming home, how it impacts communities, coming home. And most importantly, how it impacts families," said Voss. Voss chronicled his trek across the country in a memoir Where War Ends.It's available through Amazon, Barnes and Noble, and most places where books are sold. 1917

SAN DIEGO (KGTV) — The Laurel Street Bridge at Balboa Park was closed late Friday after a fire started inside the bridge. At around 7:30 p.m., Park Rangers called the San Diego Fire Department after seeing smoke coming out of the side of the 105-year-old bridge. The closure caused great inconvenience for Old Globe Theater patrons trying to get to and out of Friday night's show. Season ticket holders Kenny Ard and Brian Moore barely made it to the theater, before the bridge was closed off by emergency responders. Witnesses saw firefighters carefully try to suppress the flames by opening the manholes on the road.“We kind of rushed when we saw the fire truck," Moore said. “I was like, I bet they’re going to close the bridge. So we hurried and made sure we got here.“San Diego Fire Fighters said the fire broke out inside of the hollow bridge. They have not announced the cause of the flames. However, this scene was all too familiar. Since its construction in 1914, the Laurel Street Bridge has caught fire several times. Many of the fires were started by transients who end up living inside the bridge. In 2017, several homeless people were rescued from inside a utility hole on the bridge.“There are access panels at the base and some on the sides, and so people get in there,” Moore said. While Are and Moore were able to avoid the jam getting to the show, they were not so lucky finding their way home.“My car is parked right on the other side of the bridge,” And said. “We’re going to have to take a Lyft because it’s a long way around.”The bridge had reopened by Saturday morning. 1601
