SAN DIEGO (KGTV) - California police officers who leave their departments to join the San Diego Police can now get a ,000 cash bonus.The San Diego City Council unanimously approved the program Tuesday to help SDPD recruit new officers. The department has struggled to recruit and retain officers due to the city’s high cost of living and a pay scale that’s lower than competing police departments. A San Diego Police officer earns a starting salary of ,000 a year. Late last year, the City Council approved a series of salary increases of up to 25 percent through 2020. The San Diego Police Department currently has about 1,860 officers, which is about 180 short of its staffing goal. Chief David Nisleit said Tuesday that SDPD recently lost two officers to Chula Vista, whose entry level officers earn about ,000 a year. “What I’m looking for is to hire experienced law enforcement officers from other areas,” he said. "To make us competitive we had to offer a signing bonus to have them come over.”A lateral police officer - one moving from another department - would earn ,000 upon hire, then another ,000 after training, and the final ,000 after one year of continuous employment. Jack Schaeffer, president of the San Diego Police Officers Association, said bring more officers would make police more available in their communities, which he said has suffered due to staffing shortages. “We have less time to be able to get to know our store owners and business people and the residents, because we’re going from call to call to call,” he said.The council also approved a bonus program for current officers who bring recruits to the Police Academy. SAN DIEGO (KGTV) - As the country celebrates the 50th anniversary of the Apollo 11 moon landing, people in San Diego are looking back at how companies in this city helped NASA achieve the historic flight.You could argue that, if not for San Diego, the moon landing would never have gotten off the ground, or landed safely on the moon.Ryan Aeronautical Company built the lunar radar system that helped guide the lunar lander as it touched down on the moon's surface.General Dynamics built the Atlas Rockets that took some of the flights into outer-space."They didn't take them all the way up to the moon with the Atlas, but they helped set the stage to move forward to doing it," says San Diego Air and Space Museum Marketing Director David Neville.The museum has an Atlas Rocket on display at Gillespie Field, towering above the skyline. It also has the Apollo 9 capsule at Balboa Park.One of the docents at the museum worked on the antennaes that helped the capsules stay in constant contact with mission control."I can bring people over here and point to it and say that's what I did," says Ronald Pitcher, who volunteers at the museum and was an engineer working on the Mercury capusule, the Gemini and the Apollo spacecrafts. "It's a proud moment to be able to do that."Pitcher says he feels privileged to have played a small role in landing a man on the moon. He wishes the US had sent more people up."There's no question in my mind that we should go back," he says. "We should have done it when we had the technology and the poeple and experience and facilities in place."Saturday night, on the 50th anniversary of the landing, the Air and Space Museum will host a party to celebrate. SAN DIEGO (KGTV) — California Highway Patrol investigators are correcting their initial findings of a fatal wrong-way crash on Interstate 5 in February.In March, CHP said 35-year-old Justin Callahan was at fault for the fatal collision on the northbound I-5 transition ramp to westbound I-8 on Feb. 26 just before 2 a.m.Investigators had believed Callahan, driving in a Volkswagen Jetta, was traveling eastbound in the westbound I-8 lanes when he collided with a Toyota Camry on the transition ramp — a finding Callahan's family had contested.RELATED: Family disputes CHP's details of I-5 wrong-way crashCallahan died at the scene while two female occupants inside the Toyota suffered major injuries.Friday, CHP said they've now concluded the Toyota was traveling in the wrong direction when it collided with Callahan's vehicle on the ramp.Investigators also said the driver of the Toyota, 22-year-old Lauren Freeman, was found to be under the influence at the time of the crash.Freeman turned herself into San Diego Superior Court Friday. She faces charges including murder, vehicular manslaughter while intoxicated, and felony DUI causing injury or death.RELATED: Driver killed in wrong-way crash on I-5 in Midway areaCallahan's family said following the crash he should have been heading to Ocean Beach from Chula Vista after work at the time of the crash, not away from it."It doesn't make any sense," his brother, Tommy Villafranca, told 10News in March.  "Why would he get back on the freeway and get back the opposite direction?"It takes 21 minutes just to get from his work to Sunset Cliffs Boulevard. He’s still got to turn around go back, and that would take even more time, so the timeline is not working at all."Callahan's parents, Lowell and America Callahan, sent 10News the following statement:"We are grateful for the many hours spent by the CHP investigators and especially officer Cliinkscales, who kept us informed over the last several months, concerning the investigation. Initially, Justin had been reported by CHP as the wrong way driver on I-5 north on the transition ramp to I-8 in San Diego. This took place early Monday morning at approximately 1:55 a.m. on February 26, 2018. We are pleased that his name is finally cleared in this horrible collision that took his life instantly. 2366

  

SAN DIEGO (KGTV) -- Congressman Duncan Hunter Thursday in a letter to Defense Secretary Jim Mattis asked that Mattis get involved in the review of the proposed takeover of Qualcomm by Broadcom.The letter came after efforts to have the Trump administration initiate a review of the proposed takeover.“As Secretary you have the ability, at this moment, to ensure America’s security for a generation by protecting against a takeover of American technology that would do nothing short of crippling our defense against China,” wrote Congressman Hunter.RELATED: Qualcomm rejects Broadcom's 'best and final' offerCongressman Hunter said he is opposed to the takeover based on national security implications.Hunter also acknowledged the threat a takeover would pose to thousands of Qualcomm employees.The news comes after Qualcomm rejected Broadcom’s “best and final” offer. 879

  

SAN DIEGO (KGTV) – Choir members in San Diego have made it their mission to use music to bring comfort to people nearing the end of their lives.Threshold Choir's director, Nadean Burington, started the local chapter in 2011.  It is an a cappella choir that sings for and with those at the thresholds of life.  They sing at the bedside at San Diego hospices, institutions, and private homes.Recently, doctors diagnosed Burington with stage four cancer. She has recently started requesting the choir's services.“It's wonderful. It's a gift back to me now for what I've given to help start it,” Burington said. “I feel well at this point but I want to the music continue for as long as possible.”Burington says the next directors have been picked out.
