SAN DIEGO (KGTV) - Crowds gathering at Veterans Park in Ocean Beach may face fines if they don't follow the county's public health orders.Tuesday morning, city crews put up orange mesh fencing around the park, but a few hours later, witnesses took pictures of two men cutting the fence down.Residents and business owners have been complaining for weeks about large groups gathering on Wednesday evenings gathered to watch the drum circle and hang out in the park.Mark Winkie is the president of the Ocean Beach Town Council. He didn't agree with shutting down the park, but he didn't condone tearing down the fence, either."Disappointing what happened here this morning, but it's important for people to know, as a town council, we really would like education to come first, to notify people about what they need to do when gathering here on such large quantities on a Wednesday," said Winkie.The public health orders banning gatherings of more than ten have been in place for months, but Winkie said it's possible not everyone is aware."Particularly for the drum circle, no city or county official has been out really interfacing with them, SDPD definitely came out, and I applaud their actions," said Winkie.Last week, police broke up the crowd, but did not issue citations.Councilmember Dr. Jennifer Campbell said it's time for enforcement."Everyday more San Diegans are dying, so we have to get tough and I'm telling you if this situation that happened last Wednesday night, happens this Wednesday night, there's gonna be a lot of clamp down, so they have got to stop it," Dr. Campbell said shouting.Violators could be fined up to ,000."By God, that is now the law and, therefore, the county sheriff should be out here arresting people who aren't wearing masks, who aren't distancing, and who are coming together," said Dr. Campbell.It's unclear if the city will put up a more permanent barrier or if anything will be in place by Wednesday evening. 1962
SAN DIEGO (KGTV) - Campaign committees supporting both Todd Gloria and Barbary Bry have raised more than million so far this election season, pouring money into TV ads and mail fliers.City law limits how much individuals and businesses can contribute directly to a campaign. But rules for campaign committees are more lenient, letting people, corporations, Political Action Committees, and other groups donate tens or even hundreds of thousands of dollars."For better or for worse, the way the electoral system is designed, you need money to run a campaign," says San Diego State University Political Science Lecturer Stephen Goggin."It's important to note where this money is coming from," Goggin says. "Not only is it just about money in terms of voting, but it gives you a clue about who's doing the endorsing and who's backed by a particular interest group."In the 2020 race for San Diego mayor, five campaign committees have formed to support Assemblyman Todd Gloria. Combined, they have raised .7 million.Councilwoman Barbara Bry, meanwhile, has just one campaign committee raising money to support her. It has brought in around 3,000.Bry says that shows she will not be indebted to special interest groups if she's elected."The special interests in this town are afraid of an independent woman who has made it clear that she's going to demand accountability and transparency at City Hall," Bry told ABC 10News."I think this kind of spending is very harmful to our democratic system. And in this election, you know voters should understand exactly the enormous amount of money that special interests are putting into Todd Gloria's campaign," she says.An ABC 10News In-Depth look into the funding shows that Campaign Committees supporting Gloria have gotten the most money from labor groups. The Municipal Employees Association is the largest donor, giving 0,000 to a Committee called "Neighbors for Housing Solutions Supporting Todd Gloria for San Diego Mayor 2020." Other labor groups have given more than 0,000 altogether.Gloria has also received around 0,000 from various short-term vacation rental companies like Airbnb, Seabreeze Vacation Rentals, and Share San Diego. The San Diego Chamber of Commerce also donated more than 0,000 to committees supporting Gloria.He told ABC 10News the large, diverse group of people and entities donating to committees on his behalf shows that he can build coalitions to lead. Gloria added his track record of more than a decade in public office shows large donors won't control him."I've always had an open door and a willingness to talk to anybody and to try and understand what they're dealing with and what an appropriate solution would be," Gloria says. "Some of the folks supporting my mayoral campaign have opposed me in the past, recognizing that I don't always vote with them, and we're not always in agreement. From where I sit, that's not a bad thing."The campaign committee supporting Bry got the largest donation from the Infrastructure PAC of the Associates General Contractors. They gave ,000. ACE Parking and its owner, Scott Jones, gave ,000. The rest comes primarily from individual donors.Goggin says looking at lists of donors can help voters decide who to support. By law, every donation is public record and available online. But it takes work to sift through the information."In local races, people have to figure out who these people are on their own," he says.However, because the campaign committees have to remain independent from the candidates, the people they support have no influence on what kind of messages they put out in ads. That can lead to controversy if a campaign committee runs negative ads or misconstrues the truth."Many candidates have lost the ability to control the message of their campaigns," Goggin says. SAN DIEGO (KGTV) — Businesses in the Gaslamp District were evacuated Saturday due to a natural gas leak. San Diego Fire crews evacuated several business in the area of Fifth Avenue and E Street in the heart of the Gaslamp District. All streets within a one block radius, from F St. to Broadway and Fourth Ave. to Sixth Ave., have been blocked off. Police are asking pedestrians and drivers to avoid the area.No injuries were reported. SAN DIEGO (KGTV) -- Caltrans is alerting San Diegans of a closure that will shut down SR-163 Wednesday and Thursday nights.According to the agency, all lanes of SR-163 will close between Interstate 8 and Genesee Avenue between 11 p.m. and 5 a.m. Wednesday and Thursday nights.Caltrans says the northbound lanes will close Wednesday night and the southbound lanes will shut down Thursday night. At no time will the road close in both directions at the same time.RELATED: Check traffic conditionsSome of the lanes will begin closing at 7 p.m. with all the lanes closing by 11 p.m. The closure will also include the eastbound and westbound I-8 connector ramps to northbound SR-163. The eastbound Friars Road on-ramp to northbound SR-163 will also be closed.Caltrans says all southbound motorists will be rerouted to southbound I-805. Northbound travelers will be rerouted to eastbound I-8.The closures will take place so crews can continue installing falsework on the Friars Road Bridge. 1002
SAN DIEGO (KGTV) — City Council leaders on Tuesday approved the purchase and sale agreement that formalizes the sale of the Mission Valley stadium site to San Diego State University.Following the council's approval of the PSA, a required 30-day waiting period begins. After that, Mayor Kevin Faulconer will sign the agreement to complete the sale and begin the escrow period of the land.Transfer of ownership of the stadium site is expected to take place in early August.
