EL CAJON, Calif. (KGTV) - The El Cajon man who is accused of beating his roommate to death with a frying pan says he's not guilty. Brad Payton showed no expression as he was arraigned on Thursday afternoon in front of an El Cajon judge.An attorney spoke for Payton who entered the “not guilty” plea during the video-streamed initial court appearance since the attack, which happened exactly one week ago. Deputy DA Carlos Campbell told 10News that the crime comes with a sentencing of 26 years to life in prison.The attack happened before sunrise at an independent living facility on Naranca Avenue in El Cajon. Police say the two men were heard arguing before 25 year-old Payton allegedly grabbed a frying pan and beat the other man to death. 10News spoke to the victim's mother on the day he was attacked, before she knew he died. She said he suffered from a developmental disability and didn’t like to follow the rules, which was how he ended up at the living facility. His name has still not been released by the Medical Examiner’s Office. The county lists the property where the attack happened as a home to those with physical or mental disabilities. Payton’s bail was set at million.His preliminary hearing is scheduled for January 10th. 1255

Hogan said the cats are all relinquished by their owners. Approximately 70 cats of the 240 are up for adoption."Sit in the chair, sit on the floor, let the cat pick you," said Hogan. "The older cats are dollars, the cats under eight, up to about a year, those are dollars. And the kittens are 0 dollars."The cats are microchipped, spayed and neutered before they leave the shelter. They also come with a free ten-day vet visit.Or, you can simply come by and hang out with the curious cats, without making any commitments."The cozy cottage, this is where the lifetime care cats are," said Hogan as we took a tour of the facility. "We maintain these cats for life for people when they pass." Next up was Marechiaro's Italian Restaraunt also on Olde Highway 80.This family owned restaurant has been satisfying hungry customers for 64 years, 46 of those years in El Cajon."Making pizza is like riding a bike," said Owner Joe Brunetto. But, the most popular item is the pizza."The pizzas the way we make them now, is the same way 60 years ago," said Brunetto James. "I think that's really cool."If you're craving some barbecue, make your way over to the Wrangler Family Barbecue on El Cajon Blvd. The meats are slow cooked for 18 hours. The most popular item is the combo plate which includes beef, ham and spare ribs.Owner JR Henderson has a real success story."I was here washing dishes, I start managing, then I bought the store," he said. That was in 2001."When I bought the store, I was scared, but I knew what I was doing," said Henderson.Decades later, he's still doing it all."There's nothing I don't do," he said. EL CAJON, Calif. (KGTV) — El Cajon Mayor Bill Wells said he plans to call for a special City Council meeting on Friday to discuss instructing local police officers not to enforce coronavirus-related regulations."The people of El Cajon are suffering and it is highly unfair and nonsensical that big box stores, grocery stores, club stores and now even schools are open while nail salons, restaurants, churches, and other businesses and organizations are shuttered," Wells wrote on Facebook. "My people are suffering from not only financial ruin, but many are enduring severe depression, anxiety, isolation, and many other emotional, spiritual and sociological deprivations as a result of this stunning governmental overreach."Wells wrote that he will propose that the El Cajon Police Department stop enforcing mask, non-essential business, and social distancing laws.Speaking with ABC 10News, Wells said that he understands that the county and state may continue to hand out fines or criminal charges on businesses despite the stance. He added that he takes the virus extremely seriously but the mental health issues surrounding restrictions are too much."I don't enjoy taking a stand like this, this isn't going to be any fun. But I think my responsibility to the people are more important than my comfort," Wells, a mental health professional, said. "I want to emphasize I'm not telling people not to wear masks. I'm not telling people not to social distance. Dr. Deborah Birx, a key member of the White House’s coronavirus task force, sent a sharply-worded memo to the administration over her concerns about the rise in coronavirus cases, the New York Times and Washington Post reported on Monday.The memo comes as confirmed coronavirus cases are at record levels in the US. Cases in recent weeks have risen sharply, and a rise in hospitalizations have corresponded in recent days. Johns Hopkins University data shows cases are especially high through the middle of the US.In the memo obtained by the Washington Post and New York Times, Birx said that “aggressive action” is needed. It’s about an aggressive balanced approach that is not being implemented,” Birx said, according to the reports.The New York Times reported that Birx also warned against large political rallies, which President Donald Trump has been holding in recent weeks as the presidential campaign comes to a conclusion on Tuesday.Late last week, Stanford researchers said they observed a spike of coronavirus cases in communities where Trump held large rallies that had no social distancing and few people wearing masks.Dr. Anthony Fauci, a fellow member of the White House’s coronavirus task force, has become increasingly vocal as he called for an “abrupt change” in the United States’ handling of the coronavirus in an interview with the Washington Post last week."We're in for a whole lot of hurt. It's not a good situation," Fauci told The Washington Post on Friday. "All the stars are aligned in the wrong place as you go into the fall and winter season, with people congregating at home indoors. You could not possibly be positioned more poorly."His recent comments have put Fauci in disfavor with Trump and his supporters.
