SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency.He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building.  I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction.  Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer.  1322

SAN DIEGO (CNS) - The San Diego-based Institute of Public Strategies reminded residents Tuesday that reduced alcohol usage plays a large part in suicide prevention and increased mental health, especially among teenagers and young adults.According to the San Diego County Medical Examiner, alcohol use was a factor in 30.8 percent of county suicides in 2016. Data from the National Alliance on Mental Health shows that roughly 29 percent of people with a diagnosed mental illness abuse drugs and/or alcohol. The abuse of alcohol can mask conditions like anxiety and depression, and can also impair judgment and spur impulsive behavior -- two factors that lead to suicidal tendencies, according to IPS.The risk for teenagers and young adults is especially high because alcohol and drug abuse can hamper mental and physical development. California school districts with students in grades 7-12 are required to develop policies that aid in preventing suicide and reducing the risk of suicide. Teachers are also trained to recognize the signs of drug and alcohol abuse among teens and young adults.According to IPS, which focuses on public health and safety issues, and the San Diego County Office of Education, helping youth learn about the dangers of alcohol abuse is one of the most important suicide prevention tools educators can use."It is common to see substance use disorder coupled with mental disorders,'' said Heather Nemour, project specialist for the SDCOE's Student Support Services department. "Understanding the role of substance use in suicidal behavior and how to intervene early is a critical component of school staff training in reducing youth suicides.''Local policy can also help reduce alcohol abuse in all demographics, according to the nonprofit, which advocates taking steps to increase alcohol taxes, limit alcohol sales to a certain number of outlets and enforce limits on when alcohol can be sold, using tools like blue laws, to promote healthy lifestyle choices and reduce the risks of abuse and suicide. 2038

SAN DIEGO (KGTV) — A brush fire in the Japatul Valley area exploded in size in about an hour on Saturday, forcing nearby residents to evacuate.The Valley Fire ignited off Spirit Trail and Japatul Road, just southeast of Alpine, just before 2:50 p.m., according to Cleveland National Forest. The fire had scorched about 1,500 acres and was 0% contained as of 5:50 p.m.Fire officials said the dangerous rate of spread was pushing the fire southwest toward Lawson Valley. According to Cal Fire Cpt. Kendal Bortisser says the intense heat and rugged topography of the area are also posing a challenge for crews. Bortisser added that hand crews, bulldozers, and engines are going to be relied upon throughout the night since aircraft cannot fly overnight.INTERACTIVE MAP: Valley Fire erupts in Japatul Valley areaThe fire threatened the community of Carveacre, forcing an evacuation order for Carveacre Rd. at Japatul Valley Rd., CNF said. Cal Fire confirmed that structures had been destroyed and damaged, but did not specify how many, as of 10:40 p.m. No firefighters had been injured, Cal Fire added.Evacuation centers have been established at Steele Canyon High School at 12440 Campo Road, Spring Valley, or Joan MacQueen Middle School at 2001 Tavern Road, Alpine. San Diego Humane society says an emergency response team has been sent to the area to assist in evacuating any pets or large animals.A smoke advisory was issued by the San Diego County Air Pollution Control District. The agency said smoke from the Valley Fire was impacting several parts of the county, particularly in the north. If anyone smells smoke, it's advised that they limit their activity outdoors."Much of the smoke is high above ground level and can be seen throughout the northern half of San Diego County, but is not necessarily affecting people on the ground. However, in areas impacted by the smoke, fine particulates, or PM2.5 concentrations, may reach unhealthful levels," the agency said.Power outages were expected in the area surrounding the fire. SDG&E said about 1,000 customers were without power as a result of the fire, as of 5:15 p.m. SDG&E had incorrectly reported that about 12,700 customers were without power earlier."The fire is impacting SDG&E equipment in the vicinity of the fire. San Diego (KGTV) –  Mayor Kevin L. Faulconer Friday announced the expansion of his successful “Play All Day” initiative, a pledge to break ground on or upgrade 50 parks in five years, by adding an additional 15 parks to neighborhoods across the city.   The program was initially proposed during Mayor Kevin Faulconer's 2016 State of the City address and the initiative is a partnership between the City of San Diego and the San Diego Unified School District, designed to maximize public resources and increase the amount of city park space, especially in urban communities. The parks are used by the school system during the day and remain open to the community after school hours.  720
