BEIJING, Sept. 28 (Xinhua) -- China's top economic planner announced Wednesday that it will raise the minimum purchase prices for wheat from farmers in 2012 to boost grain output.The move "aims to protect farmers' enthusiasm to grow grains and further stimulate grain production," the National Development and Reform Commission (NDRC) said in a statement.The minimum purchase price for white wheat in the country's major wheat-producing areas will be increased to 102 yuan (16 U.S. dollars) per 50 kg, up 7 yuan from the 2011 price, said the NDRC.It said the minimum purchase prices for red and mixed wheat will both rise 9 yuan to 102 yuan per 50 kg next year.Wheat is one of China's major grains, which feeds its population of 1.3 billion people mainly with domestically-produced grains.A stable food supply is crucial to China's efforts to check inflation, as food prices account for about a third of the weighting in its consumer price index (CPI) calculation, a main gauge of inflation.China's CPI rose to a 27-month year-on-year high of 6.5 percent in July and weakened slightly to 6.2 percent in August.The country's grain output rose 2.9 percent last year to 546.41 million tonnes, marking the seventh consecutive year of output growth.The Ministry of Agriculture expects the output to reach a record high of 550 million tonnes this year.

BEIJING, Sept. 2 (Xinhuanet) -- The amount of space junk orbiting the Earth could cause fatal leaks in spaceships or destroy valuable satellites, according to a report released by the U.S. National Research Council.Computer models have shown that the number of orbital debris "has reached a tipping point, with enough currently in orbit to continually collide and create even more debris, raising the risk of spacecraft failures," the Research Council said Thursday.So far, there are 22,000 pieces of debris large enough to track from the ground, but smaller objects could still cause serious damage.New international regulations are needed to limit space junk.And more researches should be done to test the possible use of launching magnetic nets or giant umbrellas to push the debris further towards the Earth where it would burn up, or into a higher but safer orbit.

HAVANA, Sept. 6 (Xinhua) -- Cuban medical authorities have launched the sales of the world's first therapeutic vaccine against lung cancer, local officials said on Tuesday.The CimaVax-EGF vaccine, as a result of a 25-year research into diseases related to tobacco smoking, has been developed by researchers and scientists at the Center of Molecular Immunology (CIM) in Havana.The active drug ingredient in the vaccine is based on "a protein we all have when cancer is uncontrolled." "The epidermal growth factor is related to all cell proliferation," said Gisela Gonzalez, head researcher of the project."The drug could turn the cancer into a manageable, chronic disease by generating antibodies against the proteins which triggered the uncontrolled cell proliferation," she said.The immunogenic vaccine is appropriate to patients with advanced lung cancer in stages of three and four, showing no positive response to other kinds of treatments such as chemotherapy and radiotherapy, the expert said."It is not possible to prevent the disease but this vaccine improves significantly the status of the critically ill patients," she added.She said the CimaVax-EGF has gone through clinical studies and trials in over 1,000 patients across the island and is currently distributed free of charge in all hospitals of the Caribbean island nation.Gonzalez also said researchers at the CIM planned to use the same principle of the CimaVax-EGF in treating other cancerous tumors such as prostate, uterus and breast cancers.Lung cancer is regarded as one of the world's most serious, common and deadly cancers and is most frequently found among tobacco smokers.According to the World Health Organization, the disease generally kills 5 million people a year, and the figure is expected to rise to as much as 8 million by 2030 unless smoking habits are changed.In Cuba, like many other developing countries across the world, smoking is seen as a status symbol. BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month.The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province.It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper.The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua.The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent.The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said.The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China.In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. Credit from the four largest state-owned banks including the Industrial and Commercial Bank of China and the Construction Bank of China has been the major source funding the construction of China's fast-growing railways in recent years.
