SAN DIEGO (KGTV) - The final touches are going into Petco Park before Thursday's highly-anticipated opening day. But just a few blocks away from the stadium are the many faces of San Diego’s homeless crisis, where several resources and services are located. Homeless advocate Michael McConnell spends many early mornings on the streets of downtown, documenting police interactions with the homeless population. Since the Hepatitis A outbreak he’s seen the number of encampments go down, but say he's frustrated over the city’s response to fixing the problem. “I’m most frustrated that there's not a strategy that's solutions-focused, long term thinking about actually reducing homelessness versus reducing the visibility of homelessness," said McConnell. On Wednesday morning, one day before Padres Opening Day, McConnell captured several interactions with police and the homeless around Petco Park and East Village. He believes the enforcement is the city trying to push homeless people away from the stadium before thousands of people descend on downtown. “When we have to send out massive amounts of law enforcement to clear an area, to make things appear better, versus them actually being better, we know we failed," said McConnell.10News also spoke with several security guards in the area who say they witnessed more enforcement than usual. However, San Diego Police says the enforcement around East Village is unrelated to Opening Day and that no additional officers were sent to the area Wednesday morning. They say officers are in this area every day as it's one of their busiest sectors in the city. A representative tells 10News they respond to daily complaints from business and residents to address ongoing problems, including encampments, drug use, and other criminal activity.Since last summer they've responded to 5,000 of these complaints through the Get It Done app alone.The department says during each contact they always offer help to individuals. If assistance is denied they have a progressive enforcement model which begins with warnings. But McConnell says based on what he's witnessed day in and day out, he's not satisfied with this answer.“What we’ve done is we’ve moved a lot of people around, we don’t let encampments build up again, but the folks are still there, they haven’t disappeared," said McConnell. 10News reached out to the Mayor's Office and received this response: 2415

SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. SAN DIEGO (KGTV) — The man accused of driving into a bicyclist and taking off will have to face a jury. The Oct. 2 crash on State route 67 in Ramona left the victim, Michelle Scott, on life support. Police say the man behind the wheel was Chase Richards, who allegedly kept driving for two miles with the bike lodged in his car. Prosecutors say he dismantled and disguised parts of his car to conceal the evidence. SAN DIEGO (KGTV) - The biggest auto theft scheme in San Diego history has come to an end. District Attorney Summer Stephen announced Thursday that more than 100 vehicles were stolen though identity theft and fraud dating back to 2016. Investigators say the ringleader, 34-year-old Bryan Orr, created shell companies and used more than 20 co-conspirators to help him steal cars using identity theft and fraud. The items stolen ranged from high-end luxury vehicles to RVs and jet skis. "They would create fake lines of credit, fake credit histories, fake documents so that they could use it in their schemes," said CHP Captain James Portilla. "He would create fake websites so if an institution wanted to verify info on a loan application they would look like there was a legit business."In one scam, a straw buyer would purchase and finance a new vehicle. Thereafter, the auto loan would be paid in full by other co-conspirators. Once the title to the vehicle was sent to the purchaser, the vehicle would be immediately re-sold. Once the sale proceeds were secured, the individuals who made the payments would falsely report the fraudulent use of their bank accounts, leading financial institutions to refund the payments that had been made on the vehicles. Immediately the funds were withdrawn and passed on to Orr, investigators said.“As newer vehicles become equipped with effective anti-theft technologies, traditional methods of stealing vehicles are not as effective,” said Portilla, “As a result, we have seen an increase in vehicle theft using a variety of fraud schemes.”Another fraudulent scheme involved the purchase or return of “merchandise” between the various shell companies. Once the seller withdrew the proceeds from the transaction, the buyer would dispute the purchase and receive a provisional credit from the bank. Similar to the vehicle purchase scheme, upon receipt of the refund, the funds would be withdrawn immediately or used to make fraudulent purchases with other “shell companies.” Orr used the shell companies to steal in excess of .5 million from banks during this time period, prosecutors said.Orr has no criminal history and is still in custody on million bail. If convicted, he may face up to 100 years in prison.While 21 people face charges, six of them are still wanted in this case. 2334
