(KGTV) - Customs and Border Protection closed three lanes of traffic heading into the United States from Mexico Tuesday morning.In a statement, CBP said it was “to install and pre-position port hardening infrastructure equipment in preparation for the migrant caravan.”One lane of traffic was also closed at the Otay Mesa port of entry.It comes as active-duty troops have been working to add barricades and fencing as part of “Operation Secure Line.”On Tuesday, troops could be seen moving barriers covered with barbed wire along the border, periodically closing the southbound lanes into Mexico.In their statement, CBP officials warned “persons traveling northbound to the U.S. anticipate possible increased wait times because of the lane closures.”Even before the lanes were closed, wait times of six to seven hours had been reported at peak times in the standard lanes. Part of that was due to traffic control by authorities on the Mexican side.Travel as a pedestrian, however, has not appeared to be affected.Rebecca Fodor walked across Tuesday night and said it only took a few minutes. She said she did notice armed troops in camouflage uniforms.“It didn’t really change anything. I think they were just watching for anything suspicious,” she said.The lane closures will remain in effect indefinitely. SCOTTSDALE, Arizona — It's not paper or plastic that's taking over a Scottsdale, Arizona recycling center — it's trash. Every day at Republic Services workers line a conveyer belt scouring for items that don't belong. But the belts are moving slower than they used to. That's because so much trash has been moving through, workers need more time to pick it out. "A cushion like this, not recyclable," Richard Coupland with Republic Services said. "Baby seats, not recyclable." But it's not just time-consuming. Coupland said when you put things that don't belong into a recycle bin, it can contaminate the other items that do belong. In return, that produces more trash. "Focus on your fundamental material, but most importantly that it's empty, clean and dry," he said. Fundamental material includes paper, plastic, aluminum and cardboard. However, if you're recycling a ketchup bottle, it must be completely empty and rinsed out. All the trash coming through the center is also costing more money. Coupland said China was at one time one of the largest buyers of recyclable material. However, the center has stopped shipping items there. "They've lowered their acceptable criteria from 3 percent to .5 percent," Coupland said. "That's a level that few folks are able to achieve right now without making significant changes to their operation." That's forcing the company to sell all it's paper, plastic, and aluminum to different markets, at a cost. "Those markets are not able to pay the same value for the material," Coupland said.In return, that can cost you more when it comes to pick up fees. However, you can help by being conscious about what you put in your bin. "Many don't realize that the bottom of a pizza box which is contaminated with grease of a pizza, that's trash," Coupland said. (KGTV) — The City of San Marcos is taking action after 10News highlighted concerns by residents in a senior community who said their homes were at greater risk of a wildfire because of untrimmed brush near a creekbed.The city has cleared brush every year along Discovery Road near Lakeview Mobile Estates, but with an upcoming road-widening project scheduled for the area, the city initially told residents it would delay brush trimming along the San Marcos Creek until crews begin grading work, according to HOA Vice President Jim Woodard.That work is scheduled to begin in December."To save a few dollars and put us in this kind of risk, we're completely vulnerable," he said. "It's just a ticking timebomb."The brush, which is now taller than six feet in some spots, is just a few feet from the mobile home community's entrance."This is the only way in and out of the park, so if there's a fire on this side of the park, we're trapped," Woodard said.Resident Lee Katola said many of her neighbors are disabled and would have difficulty evacuating during a fire."I'm fearful. I'm fearful," she said.Woodard added, "It's perfect fuel for a fire. One spark coming over from that grass hits that fence, and we're toast."San Marcos Communications Manager Robin Rockey said the city was aware of the concerns."The City of San Marcos Fire Department spoke with residents at Lakeview Mobile Estates and is working to address their concerns and clear brush along Discovery Street," said Rockey. "The fire department is working on setting a time for the next clearing."Late Thursday, Rockey said the city would clear the brush by Wednesday of next week.The 214-acre San Marcos Creek Project will include two new bridges, a park, and will widen Discovery Road to four lanes.
