SAN DIEGO (KGTV) — A San Diego woman has come forward as the winner of June's half-billion dollar Mega Millions jackpot.Laarni Bibal took some time before claiming her 2-million win, according to CA Lottery officials, using the Lottery's Winners Handbook for information on how to navigate the newfound riches.“My heart started beating really fast!” Bibal said, recalling the moment she saw her ticket's numbers match the drawing. SAN DIEGO (KGTV) -- A San Diego Sheriff's Department employee has been removed from duty after reportedly sharing a vulgar image.Although 10News hasn't seen the image, it was described as a vulgar image depicting George Floyd. The department says the image was shared electronically and was brought to the attention of leaders by a member of the department. The employee hasn't been identified."We were so disgusted that an employee may have shared such a vulgar image that we took immediate action," the department said in a statement to 10News.The department says the employee was removed from their official duties and had their peace officer authority removed."The Sheriff's Department does not tolerate any acts or actions by its employees that are a detriment to our core values. We also cannot comment on an active investigation because of Penal Code 832.7," the department added.An internal affairs investigation is underway, the department says. 962

SAN DIEGO (KGTV) — An El Cajon mother is searching for clues after her teenage son was brutally beaten and mugged in the East Village.Two Tuesdays ago, Sarah Swift-Farrow got the call every mother dreads. Her 19-year-old son, Titan Mellor, was in the ER and hurt badly."My heart dropped ... just a hopeless feeling," said Swift-Farrow.She believes around 2 p.m., her son, a Grossmont College student, was headed to the Family Health Centers clinic in the East Village, applying for some sort of state assistance, when it happened. Swift-Farrow learned details from the paramedics' report."He was attacked from behind by a group of people, hit in the back of the head with a glass bottle. He fell to the ground, was repeatedly punched, and lost consciousness. Then he was kicked in the face for an unknown duration of time," said Swift-Farrow.Swift-Farrow says the attackers took his keys, phone, and wallet, charging thousands of dollars in purchases on his credit cards during the next few days. As for Mellor, he suffered a concussion and a host of severe injuries."Multiple fractures in his eye socket, his nose, above the mouth, behind his ear and in the back of his head," said Swift-Farrow.She says his road to recovery won't be an easy one. His memory of the attack remains hazy."He remembers a group of six to eight males yelling at him, and then getting hit from behind," said Swift-Farrow.Swift-Farrow is making a plea for tips to help police fill in the missing details."They need to be caught because my son deserves justice, and I don’t want this to happen to anyone else," said Swift-Farrow.She says the first charge on the stolen credit card was at the nearby MTS stop. SAN DIEGO (KGTV) -- A South Bay homeowner contacted Team 10, saying his homeowner’s association towed his car even though he has parked in the same spot for years.Cecilio Nazareno has lived in the Rolling Hills Ranch community since 2005. “It’s a nice neighborhood,” Nazareno said.He has never had any problems with his HOA until recently. Navarro went on vacation with his wife late last year for a couple weeks.He parked his car in front of his home, but when he returned it was gone. “We were shocked because my car… was missing,” Nazareno said.He thought it was stolen, but when he contacted property management, someone told him it was towed. “The person that I talked to knew it was my car. [He] said we towed your car because it was abandoned,” Nazareno said.The bill was more than 0. “It’s a lot of money for me, especially being retired,” the military veteran said.Navarro said there were two warnings on his windshield, but he obviously did not see it since he was out of the country. “Give us time to correct it. While you're on vacation and your car is parked, you don't have time,” Nazareno said.Team 10 contacted the property management company and got a response from Rolling Hills Ranch Community Association. General Manager Haley Murphy cited a rule that said certain vehicles cannot “remain parked on any street adjacent to the Property for more than twenty-four (24) continuous hours.”However, Team 10 found the rule was for oversized vehicles, not regular sized cars.Murphy then pointed out a different rule: “Any vehicles which would be considered abandoned over 72 hours are subject to regulations… and vehicles that can’t be driven must be kept in the garage or removed.” “I said, how can you say abandoned? I used that car and parked here since 2005,” Nazareno said.“When I was in the military I would leave it here for weeks on out.” Team 10 asked why Navarro was being towed now.Murphy would not answer that specific question, but cited yet another rule that said: “Any vehicle parked for more than 72 hours in the same space is subject to tow with no further notice.” Murphy said that because he lives in “the gated section of the community with private streets,” there are additional restrictions on parking. Nazareno said he, along with several of his neighbors, have never seen this rule.Attorney Dan Zimberoff is not affiliated with the case, but sees a lot of issues similar to Nazareno’s situation. “It’s really the three P’s you see a lot. Pets, poop, and parking,” Zimberoff said.He said it is in the interest of both sides to resolve issues before it goes to court. One way is mediation. SAN DIEGO (KGTV) -- A San Diego Police officer escaped injury when a driver reportedly tried to run him over Sunday morning.The incident happened around 1 a.m. near the intersection of F and Sixth Streets in the Gaslamp district.The officer was able to jump off his bicycle, which was dragged beneath the suspect’s vehicle. Police say the driver ditched his car and fled the scene.Police said Sunday that they are still searching for the suspect.No description of the suspect or suspect vehicle were given. 514
