SAN DIEGO (CNS) - Warning that the change would pose serious threats to public health and safety, the San Diego County Police Chiefs' and Sheriff's Association Monday announced its opposition to a state bill that proposes extending California's daily alcohol sales cutoff time from 2 a.m. to 4 a.m.Chula Vista Police Chief Roxana Kennedy, vice president of the law enforcement group, asserted that Senate Bill 58 -- which calls for allowing bars in 10 cities throughout the state to keep serving drinks for an extra two hours a day as part of a pilot project -- would have negative effects on communities ``that are within driving distance of the cities where the bars (would) stay open later.''``Extending alcohol sales means more drunk drivers during early-morning commutes, more DUI crashes, more injuries and more deaths,'' Kennedy said, adding that the change would ``impact our ability to respond quickly to other emergencies.''Under SB 58, bars in Cathedral City, Coachella, Fresno, Long Beach, Los Angeles, Oakland, Palm Springs, Sacramento, San Francisco and West Hollywood would be cleared to remain open two hours longer each night.The change would affect more than three-quarters of the state's population, according to a letter sent from the police association to the author of the bill, Sen. Scott Weiner, D-San Francisco.Weiner introduced the proposed legislation in December, three months after outgoing Gov. Jerry Brown vetoed a similar bill.Proponents contend that the change would be an economic boon for areas with vibrant night-life scenes and high tourism levels.Alcohol-related problems cost California more than billion annually, including expenses related to public safety, crime, street collisions, injuries and illnesses, the San Diego-area law enforcement agency stated, citing studies by the nonprofit Pacific Institute for Research and Evaluation.That fiscal hit would increase dramatically under the proposed extended alcohol-sales hours, resulting in an estimated 230 percent increase in fatalities and a 179 percent increase in injury traffic crashes, according to the association. 2126

SAN DIEGO (CNS) - Two major freeway connectors in San Diego will be closed overnight for routine maintenance, Caltrans announced.The southbound Interstate 5 connector to eastbound state Route 52 near La Jolla and the southbound Interstate 15 connector to westbound Interstate 8 in the Mission Valley East area will both be closed at 3 a.m. Saturday, with the I-15 closure expected to reopen at 8:30 a.m. and the I-5 closure set to reopen at 9 a.m.Caltrans crews will be performing landscape maintenance at the I-5 junction with SR-52. Those needing to head east on from the interstate to the highway will be directed to drive past the closed junction, exit at Clairemont Drive, get on northbound I-5 and then take SR-52 east.The closure in Mission Valley will allow Caltrans crews to make electrical repairs. Signs on southbound I-15 during the repair work will direct drivers to exit the interstate at El Cajon Boulevard and reenter the northbound lanes of I-15 to connect with westbound I-8.Caltrans reminded drivers to be work-zone alert by avoiding distracted driving, paying attention to traffic and slowing down when approaching work zones. 1154

Just before 5:30 Monday morning, a man in a hoodie is seen creeping into through the back door. He heads right to the cash register but finds it empty.He grabs some paperwork, empties the change dish and moments later, he leaves. It isn't for long. "He walked in and out three times, like he's not afraid of anything," said Svangvitaya.Two more trips nets him armfuls of stuff, including a computer, iPad, iPod, checkbooks and a case of soda. Near the end, he takes off his hood - and Svangvitaya's heart sank."I feel so sad and annoying. I don't know what I did to him," said Svangvitaya.The intruder is a stranger to her, but appears to be the same man who broke into the restaurant early Halloween morning. On that occasion, he used a crowbar to mangle the lock and damaged the register while grabbing 0 in cash. He also nabbed five tablets and a computer, crippling her online delivery business.Svangvitaya spent 0 to add a deadbolt after the Halloween break-in. This time, the intruder destroyed the repaired lock and the new deadbolt and went right on in. SAN DIEGO (KGTV) — A Camp Pendleton Marine was taken into custody this week after border officials say the Marine was trying to smuggle immigrants through a port of entry.The junior-enlisted Marine was taken into custody early Monday morning by U.S. Customs and Border Protection personnel at the San Ysidro Port of Entry, according to the 1st Marine Division at Camp Pendleton. The Marine was reportedly bringing undocumented immigrants into the port.The Marine is being held in civilian custody and CBP and the Naval Criminal Investigative Service were investigating. The lead authority in the case has not been determined.RELATED: Attorneys for Marines accused of human smuggling call public arrests illegalThe Marine was not part of military personnel currently serving at the border to assist CBP and Border Patrol agents, Camp Pendleton said.The Camp Pendleton Marine is the latest military member from the base to be charged in an immigration scandal. In July, 23 Marines were detained over human trafficking, drug distribution, and weapons charges, according to the base.Of those 1st Marine Division Marines, six have pleaded guilty at court martial appearances. Thirteen Marines have approved pre-trial agreements requesting separation from the Marines instead of court martials or waiving separation board processes. SAN DIEGO (KGTV and CNS) -- For the second straight day, San Diego County has recorded over 400 new COVID-19 cases, health officials announced Saturday.The county is reporting 436 new cases Saturday, bringing the total to 12,837.Officials also reported only six communities outbreaks were identified in the past week which falls beneath the county's community outbreak trigger of seven in seven days.The number of recoveries reached 8,954, while the number of deaths increased by two raising the total to 360 for San Diego County.The deaths reported Saturday were of a woman and a man who died June 25 and their ages were in the early 70s and 80s, officials said. The man who died did not have underlying health conditions.Saturday marked the sixth time in seven days that health authorities reported more than 300 new COVID-19 cases.
