Gavin Newsom and the Democratic-controlled state Legislature agreed on a budget deal that would to cover the state's estimated .3 billion budget deficit.Newsom and legislative leaders announced the agreement Monday. No details were immediately available about what's in the agreement.But in a joint statement, Newsom and the leaders of the Senate and Assembly say the agreement protects core services including education, health care and the social safety net.The full statement:“The COVID-19 global pandemic has caused a sudden and dramatic change in our nation’s and state’s economic outlook – and has had a cascading effect on our state budget. California was better positioned for this sudden change than at almost any time in its history, building out record reserves following years of responsible budgeting. Even still, the size and scope of the pandemic and the accompanying economic crisis have been unprecedented – leaving California to make hard choices and figure out how to sustain critical services with much less.“In the face of these challenges, we have agreed on a budget that is balanced, responsible and protects core services – education, health care, social safety net and emergency preparedness and response. This budget also invests in California small businesses harmed by the pandemic.“This agreement reflects our shared commitment to supporting schools, and is built on a foundation of equity – allocating billions of dollars for students most affected by learning loss and continuing our state’s leadership toward reforming the criminal justice system.“To be clear, this budget required some tough decisions and more work remains ahead. But they were necessary steps for keeping California on firm fiscal footing while we continue to meet the COVID-19 challenge, protect vital services and our most vulnerable communities, and build a strong fiscal bridge to a safe, speedy economic resurgence. Californians are doing their part – now it’s imperative for our federal partners to pass a responsible and comprehensive relief plan so states and local communities can continue to keep Americans safe while leading our national economic recovery.”California's revenue has tanked during the coronavirus pandemic as a statewide stay-at-home order forced many businesses to close and caused millions of people to lose their jobs. 2402

SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom has signed a law requiring California to house transgender inmates in prisons based on their gender identity. The new law says the Department of Corrections and Rehabilitation must ask inmates during the intake process if they identify as transgender, nonbinary or intersex. Those inmates can then request to be placed in a facility that houses either men or women. The law says the state can deny requests if it has management or security concerns. If that happens, the state must give the inmate a written explanation and allow them an meaningful opportunity to object. 634

  

Riding in vehicles after the pandemic could look different for a while. Ridesharing company Lyft will be distributing partitions to drivers as they make changes to address the COVID-19 pandemic and CDC guidelines.In a blog post Friday, Lyft said they are establishing new health and safety standards, including riders and drivers certifying they are symptom-free, wearing masks throughout the ride, and vehicle partitions.Partitions have been available to identified frequent Lyft drivers and those in the company’s Express Drive rental program in Atlanta, Denver and Baltimore. They will be coming to other large cities next before being rolled out to 60,000 drivers in the coming months. Some drivers will receive partitions for free, others will be able to purchase one from Lyft. The blog post did not make it clear how it was deciding who got a free partition. “By prioritizing the wellbeing of our drivers, our entire community gains extra peace of mind,” Angie Westbrock, VP of Global Operations, said in the company’s blog post.Lyft’s competitor, Uber, has rolled out safety measures including providing cleaning supplies to drivers, providing a curbside/doorstep drop-off option in their Uber Eats product and recommending riders sit in the back of the vehicle and drivers keep windows open when possible. 1322

  

SACRAMENTO, Calif. (AP) — Gov. Gavin Newsom has approved legislation prompted by the helicopter crash that killed Kobe Bryant and eight others.The bill signed Monday makes it a crime for first responders to take unauthorized photos of deceased people at the scene of an accident or crime.Reports surfaced after the January 26 crash that graphic photos of the victims were being shared. Eight deputies were accused of taking or sharing graphic photos of the scene, Los Angeles County Sheriff Alex Villanueva said then, adding that he had ordered the images deleted.Sheriff Villanueva said the department has a policy against taking and sharing crime scene photos, but it does not apply to accident scenes.The measure that will take effect Jan. 1 makes it a misdemeanor with fines up to ,000 per offense to take such photos for anything other than an official law enforcement purpose.Bryant’s widow, Vanessa Bryant, has sued the department over the photos. In her lawsuit, Bryant alleges that eight deputies took "gratuitous images" with their cell phones after responding to the scene.Bryant's suit also alleges that one of those deputies showed images from the scene to someone outside the department. According to Yahoo, that deputy showed photos from the scene to a person at a bar and bragged "about how he had been at the crash site." A bartender who overheard the conversation later notified the Los Angeles County Sheriff's Department about the conversation. 1474
