SAN DIEGO (KGTV) -- In response to growing community outrage over a man who was released on bail a day after being arrested on attempted kidnapping charges, the San Diego County Sheriff's Department has released surveillance video of the incident in hopes of alleviating concern.The incident happened Sunday just before 3 p.m. in the parking lot of Costco Warehouse located at 1755 Hacienda Drive in Vista.A couple and their two small children were backing out of a parking stall when the suspect opened the rear vehicle door. The suspect attempted to remove the 2-year-old child from the car.Adam Glavinic, 37, was arrested for attempted kidnapping and being under the influence of a controlled substance and was booked into the Vista Detention Facility.Outrage ensued following reports that Glavinic was released from jail on a 0,000 bail the next day.WATCH: Growing outrage over attempt kidnapping suspect's release on bail"The Sheriff's Department in partnership with the D.A.'s Office are now releasing the video due to understandable concern from community members," said Lt. Ricardo Lopez, Media Relations Director for the San Diego County Sheriff's Department."It is understandable that anytime an incident involves a child in the vicinity of an event, it can produce fear and anxiety on the part of parents and community. SAN DIEGO (KGTV) — It's always a good time to check on supplies and make sure you and your family are prepared for an earthquake.The County of San Diego recommends seven simple steps for earthquake safety:Fix potential hazards, like areas of your home that could pose a danger during an earthquake;Create a disaster plan with your family. The county's tips on how to handle a disaster here;Create a disaster supplies kit. The county also has tips on what to pack here;Fix your building's potential weaknesses;During earthquakes and aftershocks: Drop, Cover, and Hold-On;After the earthquake, check for injuries and damage; andWhen safe, continue to follow your disaster planSan Diego County recommends packing enough water, food, and supplies to last each member of the family at least three days. They also recommend that families practice their disaster plan so they're ready when an emergency happens.When an earthquake does happen, families should drop, find cover under something sturdy, and hold on to that cover. If there isn't anything sturdy, find an interior wall that is not near any heavy furniture or glass, scoot down and cover your head.If outside, find an open area away from buildings, trees, or anything overhead such as utility wires, sit down, and cover your head.While San Diego County has sparse earthquake activity compared to the rest of the state, one big enough can send tremors into our region.Residents can also sing up for AlertSanDiego mobile alerts from the county. SAN DIEGO (KGTV) – Mayor Kevin Faulconer says changes are coming to the city's police department, as demands for police reform are made in cities around the nation.Faulconer says San Diego Police will develop a new de-escalation policy based on community feedback and best practices to reduce the number of use-of-force incidents. The new policy is expected to be unveiled next week.RELATED: Review board recommends de-escalation reforms to San Diego PoliceLocal protester seen being taken away by San Diego Police speaks out"It gives officers clear rules of the road on how to safely control a situation and resolve it with lower levels of force," Faulconer said Wednesday, adding the department has been working on changes since last week with input from special advisory meetings.Faulconer didn't specify what types of changes or additions to expect in the policy. Maresa Talbert, Co-chair of San Diegans for Justice, says training could give officers a variety of tools."It can be as easy as a voice command. It can be something as simple as creating some space to really kind of calm down the situation where you're not face-to-face or where you're not arm-to-arm or touching," Talbert said.San Diego's police, like many departments around the nation, have faced increased scrutiny for use-of-force policies amid demonstrations against police brutality. In response, SDPD has banned the use of the carotid restraint technique among officers. Jack Schaeffer, President of the San Diego Police Officers Association, says the department's use-of-force policy, which includes de-escalation tactics, is regularly updated.City leaders have also responded. The Office on Race & Equity was recently created to tackle racial equity issues and City Council President Georgette Gomez has requested leaders consider a proposed ballot measure to expand police oversight this month."We heard the comments from the community. We heard the calls for reform. And I'm not waiting. We want to make lasting changes now. SAN DIEGO (KGTV) - It's rattlesnake season year-round in San Diego but now is the time they come out in full force due to warmer temperatures.San Diego Animal Services says the number of urban sightings this April is higher than this time last year, 94 versus 87. However, for the whole year, sightings are down compared to 2017.Rangers at the Mission Trails Regional Park say hikers should not panic if they see a rattlesnake on the trail. They even recommend taking a picture if you're a safe distance away.RELATED: What to do in the event of a rattlesnake biteRattlesnakes common throughout Mission Trails are the Southern Pacific and Red Diamond. Each can be several feet long and can strike about half their body length.Hiker and volunteer guide Daryel Stager recently spotted a five-foot Red Diamond rattlesnake eating a possum."I thought it was pretty cool, I don't usually see them with prey they've killed," said Stager. "They want to be left alone and get some rays - like going to the beach."Experts recommend keeping dogs leashed so that they do not startle a rattlesnake off the trail.  1112
