SAN FRANCISCO (AP) — A man who illegally demolished a San Francisco house designed by modernist architect Richard Neutra was ordered this week to rebuild it exactly as it was.The city Planning Commission also ordered Ross Johnston to add a sidewalk plaque telling the entire saga of the house's origins in the 1930s, its demolition and replication.It's not known whether he will follow through. A call and email message seeking comments from Johnston's lawyer has not been returned.RELATED: What an affordable home in San Diego looks likeJohnston had received permission only to remodel the two-story house he bought for .7 million in 2017 with a design that would have largely kept the first floor intact, the San Francisco Chronicle reported .Instead, everything but the garage door and frame of the house was knocked down.Johnston later applied for a retroactive demolition permit and asked to build a new three-story house that would expand the size from 1,300 to nearly 4,000 square feet (121 to 372 square meters).Johnston said he wanted to move his family of six into the larger home."I have been stuck in limbo for over a year," he told the seven-member commission.RELATED: Home prices in San Diego County up 9 percent year-over-yearHis attorney Justin Zucker argued that the house's historic value had been erased over time because of a 1968 fire and a series of remodels in the 1980s and 1990s.The house in Twin Peaks, known among architecture buffs as the Largent House, was the Austrian architect's first project in San Francisco.Planning Commissioner Kathrin Moore said she is confident that a replica could be "executed beautifully in a way that would be consistent with the home's original expression." 1727

SAN FRANCISCO (AP) — A judge ordered California's attorney general to release police misconduct records predating Jan. 1, when new transparency legislation took effect.San Francisco Superior Court Judge Richard B. Ulmer, Jr. on Friday also rejected arguments by Attorney General Xavier Becerra that his office should not have to release records of local law enforcement.The legislation was designed to guarantee public access to disciplinary records involving investigations into officer shootings, use-of-force incidents and incidents involving officer misconduct.The tentative ruling was a win for the First Amendment Coalition and National Public Radio member KQED-FM, which sued Becerra's office for records under the legislation."Judge Ulmer's order sends the clear message that the Attorney General is not above California law," said David Snyder, the coalition's executive director.In response, Becerra's office said Friday it would release records from before 2019 but only those regarding Department of Justice officers. The office said in a statement that requiring the office to release records involving other departments "would result in duplication of efforts."The judge ordered the attorney general's office to meet with the coalition and KQED to work out the logistics of releasing records.Ulmer said the 1st District Court of Appeal had already decided that the law is retroactive. He also dismissed the argument that making the attorney general provide records of local law enforcement would be burdensome.Ulmer said lawmakers could not have been oblivious to the potential cost of carrying out the legislation, and "the people will likely be agnostic as to which tax-funded agency foots the bill." 1724

SAN FRANCISCO (AP) — A federal appeals court ruled against the Trump administration in its transfer of military money to build sections of the U.S. border wall with Mexico. The ruling is the latest twist in a legal battle that has largely gone Trump's way. The 9th Circuit Court of Appeals ruled Friday that diverting .5 billion from military construction projects to build the wall illegally sidesteps Congress. But the Supreme Court allowed the .5 billion to be spent while the litigation continued,In a 2-1 decision, the appeals panel sided with a coalition of border states and environmental groups who contended the money transfer was unlawful and that building the wall would pose environmental threats. 721

  

SAN FRANCISCO (AP) — Firefighters in California are racing to slow the spread of wildfires that burned nearly one million acres in a week and destroyed hundreds of homes. The fires have killed five people, torched nearly 700 homes and other structures and forced tens of thousands from their houses. Light winds, cooler nighttime weather helped fire crews make a bit of progress on Saturday. But their efforts could be hurt by warm, dry weather, erratic wind gusts and lightning in the forecast. Firefighters are beginning to get help from other states and President Trump issued a major disaster declaration to provide federal assistance. But the state's top fire official warned “the worst is not behind us.” 718
