SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. He said they will absolutely bring in biologists, environmental scientists and archeologists before lighting prescribed burns."The good news is the governor is engaged in this issue I think the issue of how we deal with some of the impacts of climate change; this is just the beginning of a very long conversation," Phillips said. 2128

SAN DIEGO (KGTV) -- Candidates vying for the a seat in the 50th Congressional District reacted Monday to news that Rep. Duncan Hunter is set to change his plea to guilty in a campaign finance case. Documents show that Hunter is scheduled to appear in court Tuesday at 10 a.m. for a "change of plea hearing." Hunter said he would plead guilty to one count of misusing campaign funds in an interview with San Diego TV station KUSI. "My trial was set for January 22 -- that's not going to happen now. Tomorrow, on Tuesday, I'm going to change my plea to guilty. I think it's important not to have a public trial for three reasons, and those three reasons are my kids ... SAN DIEGO (KGTV) -- California state officials have issued their COVID-19 guidelines for gathering during the holidays. With less than two weeks until Thanksgiving, the guidelines include things like physical distancing and wearing a mask when not eating or drinking. There are specific guidelines for counties in the purple tier, like San Diego County. Counties in the purple tier are required to gather outdoors. Health officials recommend no more than three households and limiting the gathering to two hours or less. Infectious disease specialists say the guidelines are strict, but necessary to slow the spread of the virus. Other recommendations include having guests frequently wash their hands and having only one person serve food and beverages, with a mask on. Older and at-risk individuals are advised not to attend. SAN DIEGO (KGTV) - Border officials say the man shot and killed on Friday night by a Border Patrol agent behind the Las Americas Premium Outlets mall was trying to enter the U.S. illegally.A statement from Aaron Heitke, Chief Patrol Agent for the U.S. Border Patrol, San Diego Sector reads:“On Friday, October 23, 2020, at approximately 5:45 p.m., a United States Border Patrol agent responded to apprehend a man illegally entering the United States immediately west of the port of entry in San Ysidro, California. During the arrest, an altercation ensued and the agent discharged his firearm, wounding the man, who was later identified as an adult Mexican national. Nearby agents and law enforcement personnel responded immediately and initiated lifesaving efforts until emergency medical services arrived. At approximately 6:25 p.m. the man was pronounced deceased at the scene. The investigation is currently being led by the San Diego Police Department. Customs and Border Protection will continue to fully cooperate with the ongoing investigation. The specifics of this incident have also been shared with FBI, DHS OIG and CBP Office of Professional Responsibility. Additional updates will be provided by the San Diego Police Department, inquiries should be directed to them.”SDPD added Saturday that the 30-year-old man was shot once in the torso by the agent after he fought the agent, who sustained minor injuries.Social justice leaders with the American Friends Service Committee and Alliance San Diego have sent a letter to SDPD calling in part for an independent investigation to be handled only by police, not border officials or unions. Part of the letter reads, “Any involvement or coordination with these agencies, and specifically with CIIT has the potential to corrupt the investigation and could be considered an obstruction of justice.”Pedro Rios with the American Friends Service Committee said that he and others are considering holding a demonstration on Sunday. “I think for us it's important to ensure that people are treated with dignity regardless of who they are and we shouldn't jump to conclusions about the person who is now a victim and is now deceased,” Rios told ABC 10News on Saturday. SAN DIEGO (KGTV) -- Barrio Logan businesses are moving outdoors on Saturday in hopes of bringing in some revenue. The businesses are hosting the first Walk the Block, which will include outdoor dining, live music and shopping. The business were struggling because of pandemic closures and they tell ABC 10News that they decided to get permits to be able to serve and sell to customers outdoors.
