(KGTV) — A body was discovered in a small North County lake while vector control workers sprayed for bugs Thursday.A helicopter pilot was dropping larvicide over the area behind the Vons shopping center at State Route 76 and Frazee Road about 1 p.m. and spotted the body floating on the surface, according to police.The lagoon was inaccessible by foot, said police. Officers deployed a drone to confirm there was a body on the scene.Oceanside Fire Department Lifeguards were called to retrieve the person's remains. Investigators believe he or she may have been in the water for at least two weeks.Oceanside Police responded to the scene and investigated the discovery. The victim's identity and cause of death were not immediately available.RELATED: Oceanside Police investigate man's suspicious death in apartmentNo further information was immediately available. The incident is the second discovery of a body in Oceanside Thursday. Earlier, police say a man was found dead under suspicious circumstances in an apartment on Mission Cove Way, about four miles away. 1093

(KGTV) - A woman run over and killed by a construction vehicle at an Oceanside beach was identified by the San Diego County Medical Examiner’s Office.The ME’s Office said 68-year-old Carol Aguirre died in the incident that occurred Sept. 28 on the beach near Oceanside's South Harbor. Aguirre was listed as a transient, the office noted.Oceanside police said the victim was lying on the sand on the beach off the 1200 block of North Pacific Street at around 10 a.m. when the incident happened.RELATED: Woman run over, killed by heavy machinery on beachAccording to police, the woman was apparently asleep when a tractor, which was involved in a dredging project at nearby Oceanside Harbor Beach, struck her.The woman died at the scene.It was not immediately known if the victim was in an area closed off to the public when she was run over by the heavy machinery. 889

  

On a typical day, police officers make more than 50,000 traffic stops.According to the Stanford Open Policing Project, which looked at nearly 100 million traffic stops, there are significant racial disparities in policing.Black drivers are stopped more frequently than white drivers, and Black and Hispanic drivers are more likely to be searched.“The public has to have confidence and trust in highway safety enforcement and law enforcement and that trust has been reduced because of recent events,” said Jonathan Adkins, Executive Director at the Governors Highway Safety Association.The association came out with its first ever recommendations on how to reduce racism in traffic enforcement. They include making sure the demographics of law enforcement officers match the communities they serve, collecting data on race in traffic enforcement, incorporating that data in grants and funding, and getting perspectives from minorities and low-income communities.The association doesn't believe widespread agency defunding or pulling officers from stops is the answer.“If someone is speeding, driving aggressively, driving drunk, you don’t want a social worker pulling them over, that needs to be a law enforcement officer with a weapon to protect him or herself,” said Adkins.The association points to more training on racism, bias and de-escalation.Another important component to building public trust is positive stops.“If someone is doing the right thing and you have an encounter with them, give them a dollar certificate for ice cream, give them an award, thanks for having your child buckled up correctly in the backseat,” said Adkins.Adkins says at the same time, you don’t want to pull back on traffic enforcement. One person is dead and seven others injured following a vehicle crash involving an Ypsilanti school bus on eastbound I-94 Tuesday morning.The accident occurred around 10:15 a.m. Pittsfield Township Fire Department, Ann Arbor Fire Department and Michigan State Police responded to the scene after a SUV rear-ended a disabled Ypsilanti school bus at the eastbound I-94 exit.The bus was being provided tow assistance for a flat tire. There were no students on the bus at the time, according to the Ypsilanti School District.Police report that the driver of the vehicle, including three infants inside, were trapped after crashing into the school bus.The three children were transported to the University of Michigan Mott Children's Hospital in serious condition. Two people were transported to St. Joseph Mercy Hospital in critical condition, and the tow truck driver was pronounced dead at the scene. He was reportedly at the rear of the bus when the accident happened. According to a release, there were also two additional 'walking wounded' injuries caused from the crash.     1144
