SAN DIEGO (KGTV) - San Diego could become the first local police department to provide a low-cost, late-night daycare facility for officers' kids. The San Diego Police Officers Association (SDPOA) has a new plan to help struggling offers who are trying to make it in San Diego.Kelly Stinnette has two full-time jobs. She's a mother to her toddler, Landon, and she’s a detective with San Diego Police Department's Sex Crimes Unit. At times, she can be on-call for 24-hour periods.“It's a lot of anxiety and stress because you're thinking [that when] somebody's called the police [it] could be the worst day of their life and I need to be there 100% for them but still taking care of my son,” she tells 10News.To complicate matters, her husband is an SDPD SWAT officer.“With his team, they basically need to be able to respond at anytime, anywhere in the City of San Diego,” says Det. Stinnette.Parenting gets difficult when both she and her husband have to rush to work but need someone to watch Landon. “We basically have to have friends or family on backup,” she adds.“There's obviously an overwhelming need,” says Det. Jack Schaeffer with the San Diego Police Officers Association. He’s referring to the need for a special daycare for officers’ kids. He’s now working to make it a reality.“Our goal is to basically cut the cost in half or better for our members while staying open for 20 hours a day,” he tells 10News.According to a report from childcareaware.org, the cost of infant care in California averages more than ,000 a year.Det. Schaeffer adds, “Some of our members are spending around ,000 a month to have their kids watched if they have two or three kids.”The idea is that a low-cost daycare for officers’ kids would attract more applicants in a department that's faced a shortage of officers.“It not only does good things for recruiting, but for our mental wellness,” says Det. Stinnette.Det. Schaeffer's team is building the program from scratch. Initially, it'll only be available to San Diego police officers who are members of the SDPOA. “This is going to be the first big city that I know of that'll have something like this,” adds Det. Schaeffer.A location for the daycare has not been finalized. If all goes as planned, the daycare could be open within a year.The SDPOA already received a generous grant from San Diego’s Cushman Foundation. SAN DIEGO (KGTV) - San Diego County Supervisors are responding to a Team 10 investigation detailing the death of a child in foster care.Tyler Walter died Sept. 22, 2018. The cause of death listed on his autopsy is blunt head trauma.In a claim filed against the County of San Diego, Lisa Walter stated that her son Tyler, "was healthy when he was in my care he was thriving, he needed his mother and placing him with my 19-year-old niece was negligent."A representative for San Diego County Supervisors Greg Cox and Nathan Fletcher, Co-Chairs of the county's Child & Family Strengthening Advisory Board, says they can't comment on the specific situation in question because it represents ongoing litigation.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareThe supervisors did release a statement about the child welfare system overall saying, "Any day a child dies is a horrifically sad day. Our child welfare system in America exists to protect children and preserve families, and we take that responsibility seriously. As a County, we are currently engaged in the process of evaluation and change to ensure we are doing everything possible to protect children and preserve families."In March the County Board of Supervisors approved creating the Child and Family Strengthening Advisory Board to help prevent and respond to child abuse and neglect.According to county officials, the new advisory board will serve as a platform for collaboration and transparent monitoring of the child welfare system to ensure the safety and well-being of children and families.A grand jury report released in June found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency.The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination.CWS staff and foster parents also lack the proper training to offer trauma-informed care or support for victims of human trafficking, according to the report. 2188

SAN DIEGO (KGTV) -- San Diego County is no longer abnormally dry, according to a new report from the U.S. Drought Monitor. The report shows a large swath of Southern California having no drought. Most of California, however, remains abnormally dry, according to the report. SAN DIEGO (KGTV) - San Diego area firefighters are being thanked for their hard work with free admission to the San Diego Zoo Safari Park.Firefighters and up to three guests will receive free one-day admission to the Escondido park in September.The deal is being offered by California Coast Credit Union and San Diego Zoo Global.“Firefighters are true heroes and we are proud to join San Diego Zoo Global in recognizing them for their tremendous efforts to keep us all safe from fires,” said Cal Coast President & CEO Todd Lane. “As part of our partnership with the City of San Diego, we will continue to look for ways to serve and support San Diego Fire Department personnel.”The fast response of San Diego County firefighters was critical in putting out the Pasqual, Rangeland and Cloverdale Fires near the San Diego Zoo Safari Park. In two cases, park employees prepared crates to evacuate the animals, if needed.Firefighters must present department identification or union identification with a photo, in addition to a personal ID, at any Safari Park ticket window.      1111

  

SAN DIEGO (KGTV) - San Diego Gas and Electric is addressing another round of higher-than-normal energy bills, saying it’s no mistake.In an email sent to customers this week, SDG&E said July 1 through August 21 was the hottest on record in their territory.The heat wave drove up power usage and power bills. SDG&E said even coastal residents were steadily running their air conditioners during that period.The SDG&E email included tips for keeping power use lower. Among them: signing up for alerts, so you know your power tier. 547
