SAN DIEGO (KGTV) - The final touches are going into Petco Park before Thursday's highly-anticipated opening day. But just a few blocks away from the stadium are the many faces of San Diego’s homeless crisis, where several resources and services are located. Homeless advocate Michael McConnell spends many early mornings on the streets of downtown, documenting police interactions with the homeless population. Since the Hepatitis A outbreak he’s seen the number of encampments go down, but say he's frustrated over the city’s response to fixing the problem. “I’m most frustrated that there's not a strategy that's solutions-focused, long term thinking about actually reducing homelessness versus reducing the visibility of homelessness," said McConnell. On Wednesday morning, one day before Padres Opening Day, McConnell captured several interactions with police and the homeless around Petco Park and East Village. He believes the enforcement is the city trying to push homeless people away from the stadium before thousands of people descend on downtown. “When we have to send out massive amounts of law enforcement to clear an area, to make things appear better, versus them actually being better, we know we failed," said McConnell.10News also spoke with several security guards in the area who say they witnessed more enforcement than usual. However, San Diego Police says the enforcement around East Village is unrelated to Opening Day and that no additional officers were sent to the area Wednesday morning. They say officers are in this area every day as it's one of their busiest sectors in the city. A representative tells 10News they respond to daily complaints from business and residents to address ongoing problems, including encampments, drug use, and other criminal activity.Since last summer they've responded to 5,000 of these complaints through the Get It Done app alone.The department says during each contact they always offer help to individuals. If assistance is denied they have a progressive enforcement model which begins with warnings. But McConnell says based on what he's witnessed day in and day out, he's not satisfied with this answer.“What we’ve done is we’ve moved a lot of people around, we don’t let encampments build up again, but the folks are still there, they haven’t disappeared," said McConnell. 10News reached out to the Mayor's Office and received this response: 2415
SAN DIEGO (KGTV) — The man accused of fatally stabbing a motorist seven times in the South Bay during a road rage dispute was convicted of second-degree murder Friday.Jurors found Rickey Vernon Smith, 60, guilty after only one day of deliberations in the Nov. 27, 2018, slaying of 36-year-old Horace Williams Jr.Smith is set to be sentenced on Dec. 11.RELATED: Local man brings families light in times of needThe road rage confrontation between Smith and Williams came to a head near Chula Vista Golf Course, after the two argued along several roadways last November. Williams reportedly threw a soda cup at Smith's vehicle before Smith struck Williams' minivan.Prosecutors say Smith then got out of his truck after cutting Williams off, walked over to his driver's side window, punched Williams in the face and walked away, until walking back and stabbing Williams several times with a knife.Witnesses said Williams got out of his van and collapsed in the roadway, bleeding heavily. During a 911 call after the stabbing, Smith told a dispatcher Williams had cut him off and threw a drink at his truck. SAN DIEGO (KGTV) -- The California Tower at San Diego’s Museum of Man has finally reopened following a months-long upgrade. The tower closed on February 18 of 2019 for a seismic retrofit to protect against earthquakes. The upgrade was done using funds from the City of San Diego and FEMA. It cost ,748,550. "We thank the City of San Diego for their partnership and investment in preserving the California Tower–one of the City’s most iconic cultural landmarks. We look forward to welcoming countless more visitors to experience these one-of-a-kind tours for many years to come,” said Micah Parzen, Chief Executive Officer of the San Diego Museum of Man. SAN DIEGO (KGTV) - The family of Kiera Bergman says a recent development in her murder case has left them frustrated and fearful.The 19-year-old woman was missing for weeks before her body was discovered in the desert outside of Phoenix last year. Bergman's boyfriend, Jon Clark, was charged in the murder; but this month, a judge lowered his bond from million to 0,000. They also say that in original court paperwork, police detectives made comments that didn't add up. If Clark does bail out, he'll have to wear an ankle monitor. She's frustrated Clark could potential go home and be somewhat comfortable, while her daughter will never get that chance again. SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Pt. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales."
