LOS ANGELES (AP) — Authorities identified five additional victims Tuesday as divers searched for the last missing passenger who died in a fatal boat fire off the coast of California.As the families mourned, officials pursued a criminal investigation into the blaze that killed 34 people on Labor Day.Santa Barbara County Sheriff Bill Brown said the victims, 21 women and 13 men from 16 to 62 years old, appear to have died from smoke inhalation before they were burned. Five of six crew members, including the captain, survived after multiple efforts to rescue the dozens trapped below deck.Authorities said efforts to find the final victim and salvage the Conception are expected to continue Wednesday.The five additional victims, all from California, are Adrian Dahood-Fritz, 40, of Sacramento; Lisa Fiedler, 52, of Mill Valley; Kristina "Kristy" Finstad, 41, of Tamrick Pines; Fernisa Sison, 57, of Stockton, and Kristian Takvam, 34, of San Francisco.Finstad, a marine biologist who led the scuba tour, had led hundreds of dives in the Channel Islands. She had just returned from spending several years sailing across the Pacific with her husband.Fiedler, a Michigan native, was a hairdresser and photographer who thought of herself as "part fish" because of her ocean addiction.The other three victims identified Tuesday were on the boat with coworkers and loved ones.Sison's husband, Michael Quitasol, and her three stepdaughters also perished in the fire. Earlier in the week, Moderna announced its vaccine also was 95 percent effective.Ticketmaster says it has discussed the idea of using a person’s vaccine status as a possible barometer of protection for admittance into events. In an email, the company said, “In short, we are not forcing anyone to do anything. Just exploring the ability to enhance our existing digital ticket capabilities to offer solutions for event organizers that could include testing and vaccine information with 3rd party health providers. Just a tool in the box for those that may want to use.”Here is how Ticketmaster says it might work: People who wanted to attend an event would upload their vaccine status through an app that connects to a third-party health care provider. That company would store the information and keep all other details private, abiding by HIPAA laws, according to Ticketmaster. LOS ANGELES (AP) — California’s plan to safely reopen its economy will begin to require counties to bring down coronavirus infection rates in disadvantaged communities that have been harder hit by the pandemic. The complex new rules announced late Wednesday set in place an “equity metric.” It will force larger counties to control the spread of COVID-19 in areas where Black, Latino and Pacific Islander groups have suffered a disproportionate share of the cases because of a variety of socioeconomic factors. The equity measure will require that positive test rates in its most disadvantaged neighborhoods, where rates are often much higher, do not significantly lag behind the county overall.Health officials in San Diego, Orange and San Francisco counties said they already have been targeting vulnerable communities with testing for the virus, providing interpreters and taking other measures to address inequality.Supporters of a more rapid reopening criticized the measure. 988
