SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. No motive was released.??????10News spoke to Venus, who told us she was Ghedeer "Tony" Radda's cousin. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said.For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras. They captured a person in a Granny Mask and a woman with a purple wig.San Diego Police said Wednesday evening they arrested the man they believed was behind the Granny Mask-- Kevin Eugene Cartwright."Today did give us a little bit of peace, not that it will bring him back, but just to know that there is a little bit of closure, that one person has been caught," Venus said. 10News went to Cartwright's last known address in El Cajon. A man answered the door but provided no comment. SAN DIEGO (KGTV) - Ridesharing companies like Uber and Lyft could shut down in California as early as Friday due to a judge's ruling ordering the companies to classify their drivers as employees, not contractors. Uber and Lyft have warned their users and drivers about the possible shutdown. Both companies have appealed the ruling. The issue stems from Assembly Bill 5, a law that classifies contractors as employees, giving them the right to unionize, have access to minimum wage, overtime, paid sick leave and workers compensation benefits. Some Uber and Lyft drivers are in favor of AB5, but many others say they would like to continue working as independent contractors because of the flexibility the job allows them. SAN DIEGO (KGTV) - San Diego is hoping to stamp out a portion of city litter with newly installed cigarette butts receptacles along San Diego Bay.The Port of San Diego installed 31 of the cigarette butt receptacles in partnership with TerraCycle, which developed the disposal stands.Staff from the Port's General Services Department will be in charge of emptying the receptacles and shipping the used cigarette butts to TerraCycle, who in turn will process them to be used in recycled products.RELATED: San Diego County residents still disposing of more waste than other Californians"Reducing litter is a critical step in protecting San Diego Bay, our precious natural resource. SAN DIEGO (KGTV) – San Diego Gas and Electric has restored power to the 2,900 people affected by public safety power outages Monday. SDG&E shut off power to thousands of North County residents Monday amid Santa Ana winds. Just after 9:30 a.m., the utility said service was turned off for 2,743 customers “to maintain public safety." By noon, that number increased to 2,908."If the current weather forecast holds, SDG&E does not anticipate the need for further Public Safety Power Shutoffs on Tuesday," the company said.Over the weekend, 21,480 residents in San Diego’s North County were warned via phone, text message, and email that a power shutoff was possible on Monday and Tuesday.The shutoffs are approved by state regulators as a safety tool to mitigate fire risk during dangerous weather conditions, SDG&E said.Strong Santa Ana winds and weather conditions prompted the decision to inform customers of potential shutoffs.Updates on SDG&E’s power shutoffs can be found at https://www.sdge.com/power-safety-power-shutoff. 1050
