lNEW YORK, Sept. 18 (Xinhua) -- Since global leaders established the Millennium Development Goals (MDGs) in 2000, China has achieved remarkable progress in achieving the grand targets. As the world's largest developing nation, China has pursued the way of peace and development, adopted policies of gender equality, resource conservation and environmental protection, and taken action to advance the implementation of the MDGs.The MDGs were established in 2000 at the Millennium Summit in New York.World leaders pledged there to do their utmost to attain the goals by 2015, including slashing poverty, fighting disease, halting environmental degradation and boosting health.According to UN reports, global progress on poverty reduction was largely due to the reduction of hunger in China.Since 1990, poverty, especially absolute poverty in rural areas, has been greatly reduced, according to the UN Development Program (UNDP).China has now achieved the target of halving the number of poor people from the 1990 figure of 85 million, and thus has realized the target of halving the proportion of people living in extreme poverty. An MDGs report issued in June noted that the sharpest reductions in poverty continued to be recorded in East Asia. Poverty rates in China were expected to fall to around 5 percent by 2015.Some of the MDGs, including those on primary education, have already been achieved in China 13 years in advance. The mortality rate of children under five dropped from 61 per 1,000 births in 1991 to 25 in 2004. The maternal mortality ratio decreased from 89 per 100,000 live births in 1990 to 51.3 in 2003.

SHIJIAZHUANG, Sept.10 (Xinhua) -- Chinese Premier Wen Jiabao on Friday, the nation's Teachers' Day, called on teachers to dedicate themselves to rural education, improving teaching standards and contributing to the modernization of the country's education program.Wen made those remarks during a visit to a middle school in Xinglong County of north China's Hebei Province, which is about 135 km from Beijing.Teachers play a key role in primary education, which lays the foundation for a country's development, Wen said, adding that Chinese teachers had made contributions to the country's education cause and modernization drive through hard work and selfless devotion.Wen stressed it was important to improve rural education as it is a matter concerning the long-term development of rural areas and the improvement of people's skills.Persistent efforts would be made to ensure students in rural areas have universal access to schooling and modern education, he said.In 2007, China decided to waive tuition fees for students training to become teachers at six top teaching universities in Beijing, Shanghai, Changchun, Wuhan, Xi'an and Chongqing. To be eligible for free tuition, the student must agree to work at a primary or middle school for at least ten years after graduation and spend the first two years in a rural school. The first group of students who enrolled under the tuition-free program are scheduled to graduate next summer.Eight students from the Beijing Normal University who are in the program joined Wen in his visit to the rural school Friday.Wen urged the students from the university to develop a better understanding of China's rural area, contribute to rural education and help build their hometowns into better places after graduation. The premier asked them to make rural education their career and prepare themselves for hardships and challenges. He said the government would continue its support to the program of tuition-free education for normal school teachers and provide them with opportunities of receiving further education and grant favorable policies in employment.

BEIJING, Oct. 7 (Xinhua) -- China saw a record number of road trips by travelers during the week-long National Day holidays that started Oct.1, data from the Ministry of Transport (MOT) showed Thursday.Travelers logged in a total of 474 million journeys on the roads between Oct. 1 and 7, up 10.9 percent from the same period last year, MOT spokesman He Jianzhong said, adding that the average figure per day was 67.71 million -- a new record high.He said a big increase in short- and medium-distance trips for sightseeing and visits to families and friends contributed to the boom. The country's transport authorities had to deploy 910,000 medium- and large-sized coaches nationwide per day to cope with the transport surge, he added. The waterways sector recorded about 8.66 million journeys during the seven days, up 25 percent from a year earlier, he said.

BEIJING, Oct. 28 (Xinhua) -- China's top legislature on Thursday ended its bimonthly session, adopting a series of bills including the long-awaited social insurance law that had been reviewed by lawmakers four times in almost three years. The law that aims to prevent the improper use of social security funds was first submitted to the legislature in December, 2007, following a scandal in Shanghai involving 3.7 billion yuan (502.3 million U.S. dollars) of social security funds. The law is to take effect on July 1, 2011.In a proposal made by the Communist Party of China (CPC) Central Committee on formulating the country's 12th Five-Year Program (2011-2015) on National Economic and Social Development issued Wednesday, the social security system is set to be improved. The National People's Congress (NPC) Standing Committee also voted to adopt the law on law application to civil relationships involving foreign interests, and the revised Organic Law of Villagers' Committees, regarding rural people having greater powers to remove villagers' committee members and to convene meetings to decide village affairs. Also adopted at the close of this legislative session were the amendments to the Law on Deputies to the NPC and Local People's Congresses at Various Levels, which further specify the rights and duties of lawmakers.Lawmakers also adopted a decision to appoint Vice President Xi Jinping as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.Born in 1953, Xi was appointed by the CPC Central Committee on Oct. 18 as vice-chairman of the CMC of the party.Xi has served in a number of positions related to the armed forces and military reserve affairs during his previous tenures at national and local levels. The top legislature also expelled Li Qihong, former deputy secretary of Zhongshan Municipal Committee of the Communist Party of China in southern Guangdong Province and former mayor of Zhongshan City, from the top legislature on suspicion of "seriously violating disciplines" concerning economic activities.

TOKYO, Sept. 12 (Xinhua) -- Officials from the Chinese Embassy in Japan have visited the Chinese fishermen illegally detained by the Japanese authorities last week in the East China Sea.The Chinese government and people care very much about their living and security conditions in captivity, officials from the embassy in Tokyo and the consulate general in Fukuoka told the crew members.Foreign Minister Yang Jiechi and other senior diplomats have for several times lodged solemn representations with the Japanese side and protested the detention of the Chinese fishermen, they said.Chinese State Councilor Dai Bingguo summoned Japanese ambassador Uichiro Niwa early Sunday morning and demanded the immediate release of the Chinese fishermen and their boat. Dai urged Japan to avoid any misjudgment of the situation and to make a "wise political resolution."Dai was the highest-ranking Chinese official to make a public response after the fishing boat and its crew were seized. The Chinese embassy officials learned in detail the crew members' physical and mental conditions, bought food, fresh water and medicines for them, and contacted their families. The officials told the crew members that the Chinese government was sparing no effort in urging the Japanese side to release them, and asked them to keep good health and calmness, support the Chinese government's work and have confidence that the government can properly handle the issue as quickly as possible. The Chinese Embassy in Tokyo is continuing to make representations with the Japanese authorities, demanding the immediate and unconditional release of the crew members and their boat.
