SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. Subsequently, the late fee and assessment were waived. (Stacy) will receive a refund check for in approximately 30 days." 3235

SAN DIEGO (KGTV) – A sailor who was rescued at sea off San Onofre State Beach in San Clemente was taken to San Diego by the Coast Guard Monday.The man called Joint Harbor Operations in San Diego about 11:20 a.m. to report his 18-foot boat was taking on water 12 miles offshore.“I tried a couple of things to fix the problem and couldn’t figure out where the water was coming in from,” Gillest said.He was able to radio the Coast Guard for help, who sent a helicopter crew to rescue him.“I was in contact with the pilot. He said if the stern starts going underwater, its time to get away from the boat,” Gillest said.  “The uncertainty was when I was getting out to me, watching it fill with water, I was like who’s going to get out here? Am I going to be in the water before anyone gets here?”By around 12:45 p.m., the boat began to sink and Gillest was forced to jump into the water. Gillest, who is retired military and a strong swimmer, says he was in the water for about 10 minutes.The Coast Guard deployed a rescue swimmer and basket into the water, who was able to reach Gillest, put him into the basket, and hoist him up into the chopper. “Not really scared because I know the coast guard guys and they’re awesome,” Gillest said, “Everything went textbook.” 1282

SAN DIEGO (KGTV) -- A San Carlos woman says a buzzing sound caught her off guard at home. When she looked around, she spotted a drone hovering near her bedroom window, peering in.  Yvette Skalka was hanging her laundry in the backyard on September 6 when she heard the noise. She says she looked up and a small, white drone. “It hovered for a good 3 to 5 minutes.  It gave me an uneasy feeling. It didn’t feel right,” said Skalka.The drone flew up to the top of a palm on the property for a few minutes, before flying back down.“It was near three dogs and driving them crazy, like it was tormenting them,” said Skalka.Eventually, the drone flew off.  Skalka filed a police report and posted details on the Nextdoor app.  Another neighbor responded that she believed the same drone has recently hovered near her ground-floor bedroom, watching her college-age daughter.  That family also filed a police report. 956

SAN DIEGO (KGTV) - A pregnant San Diego County woman found a shocking discovery in her baby’s ultrasound picture: what appears to be a photo of her late father kissing her unborn daughter. Shantel Carrillo, who’s five and a half months pregnant with her second child, had the medical exam Monday at Sharp Grossmont Hospital. She didn’t expect the photograph to go viral. “I didn’t see it; I just posted the original picture online,” said Carrillo. Friends quickly pointed out the ultrasound image resembled a picture of Carrillo’s father Charles, who died in 2016, holding Carrillo’s oldest daughter Myree. She added her father was always loud but “he would melt” when he was around Myree. SAN DIEGO (KGTV) - A San Carlos family hit hard by the pandemic is picking up the pieces after a fire gutted their home.Raegan Gaedke's brother shot cellphone video of smoke pouring out of their home on Verlane Drive on Sunday evening. Minutes before, Raegan, 16, and her brother Ryley, 17, had returned home from a grocery run, before discovering smoke in their parents' bedroom."Ran and got my dog out. My brother turned off the power and got the fire extinguisher, but it was too late. The fire spread too much," said Gaedke.Their mom Cyndi, who was visiting relatives, says fire crews later told them the cause was a window air conditioner. The home they had been renting for the last 12 years is a total loss."So hard for me to comprehend we have nothing. It's all gone," said Cyndi.Cyndi says they did not have renters insurance. It's a purchase set to the side."You think you'll get back to it, and you don't. Won't make that mistake again. It's hard to describe how stressful this has been," said Cyndi.The stress levels already high since the start of the pandemic. Cyndi's husband, the breadwinner of the family and a commercial fisherman, has been out of work. His job counted on now-grounded international flights for shipping. The amount of money they family is receiving from unemployment is modest. Paying the rent had become a concern."We did have quite a bit of savings, but that's all gone. it's been tough and awful. My husband has had a lot of anxiety, as well as me," said Cyndi.Right now, family members are staying with relatives. A Gofundme campaign has been set up to help the family. 1617
