Sheriff's deputies in California were conducting an area check Wednesday when they came upon a large, rectangular box made of plywood -- and found three children living near mounds of trash and human feces.The box was on a property that had neither running water nor electricity and was surrounded by large holes, police said. There were also 30 to 40 cats inside a travel trailer and roaming freely, the San Bernardino County Sheriff's Department said.Police said deputies found that three children -- age 11, 13 and 14 -- had been living in the large plywood box for about four years. The box measured about 20 feet long, 4 feet high and 10 feet wide. The children, police said, were found with "an inadequate amount of food and were living in an unsuitable and unsafe environment." Children and Family Service responded and took custody of the children.The parents, Mona Kirk, 51, and Daniel Panico, 73, were arrested on charges of willful cruelty to a child. Their bail was set at 0,000. It is not clear whether the couple has an attorney or when they will appear in court.Cindy Bachman, San Bernardino Sheriff spokeswoman, said Panico was living in the trailer while Kirk was living in the box with the three children.Bachman said the children did not require any medical attention and deputies were not aware of any other abuse.San Bernardino County Capt. Trevis Newport said in a tweet that the children were not being held captive in the box, but the family was living in a confined area without running water, electricity or heat.  1556

SOLANA BEACH (KGTV) - The heat wave is creating a stomach-turning sight at some of San Diego's North County Beaches.Water temperatures near 80 degrees are keeping local beaches packed. Lili Waters spends a lot of time at Table Top Beach, just north of Fletcher Cove, in Solana Beach. Tuesday was not the perfect beach day she expected."Normally, this is a really nice beach, but it's been absolutely horrible today," said Waters.She noticed an unusual amount of kelp and flies along the shoreline."Then, I looked down and I was like, hey, kids there's maggots all over the ground and they're like what, I said look down there's maggots and then they started running," said Waters.Seagulls are feeding on the maggots which are all over the beach near the piles of kelp."It's pretty disgusting," said Waters.What's disgusting to beachgoers is actually important to the marine life."As the kelp breaks down, the flies create larvae, and then the birds eat the larvae, the larvae is washed into the ocean, the fish eat the larvae it creates nutrients and food for shore birds," said San Diego Lifeguard Captain Jason Shook.Shook said the heat is killing the kelp which is attracting flies. Beaches from Torrey Pines to Carlsbad may see large piles of kelp wash up during the summer months."Those large reefs trap the kelp and then the kelp washes a shore in that area," said Captain Shook.Some visitors complained to lifeguards, but there's little they can do."It happens generally in the warmer months and it usually coincides with the grunion season, which is March through the end of August. So, then we are restricted on our beach-raking areas. We are not allowed to rake the beach along the high tide line so the kelp will build up a little bit," said Captain Shook."There's a ton of seaweed. It's all wrapping around your feet when you're in there, like I said, it's horrible," said Waters.Although it's unpleasant for visitors, it's important to the food chain."Some people don't want to be bothered by the kelp when they go to the beach. They don't like the smell, and the stuff that it brings along like the larvae, but it is a natural occurrence," said Captain Shook. "It's a really fragile ecosystem that we need to respect." 2275

  

SOLANA BEACH, Calif. (KGTV) - The Solana Beach City Council is the latest local government body to take up the gun control debate in the wake of recent mass shootings.On Wednesday night, the council passed Resolution 2018-036, which calls upon California Congressmen and women to pass gun safety regulations.Included in the resolution is official opposition to the Concealed Carry Reciprocity Act of 2017, currently making its way through Congress.That bill would force states to honor Concealed Carry Permits from other states, regardless of how strict or relaxed each state's regulations are.Other parts of the Solana Beach resolution call for:- Raising the minimum age to buy a gun to 21- Banning the sale of military-style semiautomatic and automatic weapons- Banning the sale of high capacity magazines that hold more than 10 cartridges- Universal background checks- Mandatory safety training before buying a gun- A 10-day waiting period before taking possession of a gunYou can read the full text of the resolution here.The resolution makes Solana Beach the second city council in San Diego County to take up the issue. In January, a committee of the San Diego City Council passed a similar resolution.Meanwhile, the Del Mar City Council asked the Fairgrounds to consider ending the Crossroads of the West gun shows that take place there several times each year following protests at the event earlier this March.But gun rights advocates say moves like these are all grandstanding, and make the gun safety debate more divisive."I think the intention is to portray gun owners as dangerous and not law-abiding and it's just not true, it's the exact opposite," says Michael Schwartz, with the San Diego County Gun Owners PAC. He points out that other cities, like Santee, have voted to show support for concealed carry rights."Not welcoming law-abiding citizens from other states? I think that's a bad move," he says.Supporters of the resolution say this about more than gun safety. They say the act in Congress is a state's rights issue."The people of California have spoken and created our laws that are more stringent than this," says Nikki Faddick with San Diegans?4 Gun Violence Prevention. "This measure would gut those laws."The bill, co-sponsored by San Diego Congressmen Duncan Hunter and Darrell Issa, has already passed through the House of Representatives.
