MURRIETA, Calif. (KGTV) - The father of a solar power worker injured in a Murrieta explosion wants answers about the disaster. Clay Borel’s 24-year-old son Anthony was working for Horizon Solar Panel the day the home blew up, KABC reported. "He was in pretty bad shape. I could see the cuts, and his head, and his face, legs, burned real bad on his arms, legs and face,” the father said. Anthony Borel was one of 14 people injured in the blast and can’t remember what happened that day. A man who worked for SoCal Gas died. Borel's father wants to know why the area was not evacuated between the time the gas started leaking and the explosion, KABC reports."That's enough time to say hey, move to the other side of the street, get out of the blast zone, while we figure out what's going on, so we can eliminate the threat." Murrieta Fire and Rescue told KABC it is investigating the incident. KABC’s Rob McMillan contributed to this report. 948

Mykehia Curry is going to be the first member of her family to go to college, but she needed a little help to get there. The Macon, Georgia, teen took out student loans to pay for her tuition and housing at Albany State University, but she didn't have money for some of the things she'd need for her first time living away from home.Curry's mom is on disability, so money has been tight. On Saturday, just days before she was scheduled to leave for school, she asked God for help."I wrote a note that said 'God please help me get the rest of my stuff for college,'" Curry told CNN. "Then I said 'Amen, I love you God' and I wrote my name and number."She tied the note to three helium balloons leftover from her grandmother's birthday celebration and let them go."When I was writing the note, I was just trying to reach out to God. I didn't know where it would land," she said. "I thought that someone would pick it up and call me and tell me they got it or just throw it in the trash."The balloons flew about 15 miles northeast and carried the note to Gray, Georgia. That's where Jerome Jones, a Baptist minister, found it. Jones also works for Georgia Power and spotted the balloons on Monday while he was out on a job."I saw something shiny and floating, so I walked over there and I got it and it was balloons with a note tied to it," Jones told CNN affiliate WMGT. "They floated all night and they landed right in my hands, I mean, practically."He called Curry and offered to buy what she needed."He said they would love to help me out," Curry said. "I was so shocked and surprised."Jones and another member of his church brought her a comforter and refrigerator on Tuesday and now she's on her way to Albany State to get moved into her dorm. She said she plans to keep in touch with Jones and let him know how she's doing at school.Curry will be studying nursing and hopes to get a job on campus in a couple of months after she gets settled in with her classes."I am very excited to meet new people and start my journey and a new chapter in my life," she said. "This is a big step for me." 2098

NATIONAL CITY, Calif. (KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations. One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders. At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions. The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas. As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

More than three weeks after the Parkland, Florida, school shooting, the White House is expected to unveil some proposals on guns and school safety."The President and White House are going to be laying out more specifics -- it's going to be a series of proposals," White House principal deputy press secretary Raj Shah said on ABC's "This Week."Shah said the proposals will be legislative and administrative and also will include recommendations for states. The White House will also be forming a task force to study the issue, Shah said.Shah avoided answering whether the White House will call for universal background checks, which President Donald Trump has said he would support, and instead spoke about improving the current background check system. The White House backs the "Fix NICS" bill introduced by Sen. John Cornyn, a Texas Republican, and Sen. Chris Murphy, a Connecticut Democrat, which intends to improve the information?going into the National Instant Criminal Background Check System. The White House will also support raising the age for buying some firearms."The President has been clear that he does support raising the age to 21 for purchasing certain firearms," Shah said. The White House is expected to ask states to consider raising the age to buy certain firearms and to recommend that states allow school staff to carry concealed weapons, The Wall Street Journal reported Saturday, citing White House officials who have been briefed on the proposal. The White House also is expected to voice support for legislation that would authorize million a year on school safety provisions, including training for teachers and students on ways to prevent violence.Shah, who would not confirm the Journal's reporting ahead of Sunday night's announcement, did tell ABC that there will be a proposal to harden schools. The administration is already moving ahead with a proposal to ban bump fire stocks, devices that allow semiautomatic weapons to fire at a more rapid rate, as Attorney General Jeff Sessions has vowed to do. The Justice Department has submitted a proposed regulation to the Office of Management and Budget for review to prohibit their sale by classifying them as machine guns under federal law. 2257
