BEIJING, Aug. 18 (Xinhua) -- Reasserting its determination to crush gang crimes, China's Ministry of Public Security released a list of 52 major cases of gang crimes across the country and said it would supervise the handling of these cases in a circular issued on Tuesday. The ministry would appoint officers to supervise and track the investigation of these cases, while at the same time providing expertise and technological support, the circular said.It specifically ordered police chiefs, in areas where the mob cases occurred, to personally lead the investigation and said they would be held accountable for the investigation.Police nationwide must strengthen cooperation with disciplined inspection and supervision departments to remove the mafia's "protective umbrellas" and root out its financial resources by confiscating all asserts related to gang crimes. This was the eighth such listing released by the ministry since a long-term national campaign to crackdown on gang crimes began in February 2006.Since then, the ministry has supervised the handling of 296 major cases of gang crimes. Among them, 270 have been prosecuted and courts have handed down sentences in 210 cases, according to the circular. It cited one severe case in which a 27-member mafia group was apprehended by police in central Hubei Province for murdering, organizing gambling, and monopolizing construction projects. The group leader, Jin Gangqiao, was sentenced to death with a two-year reprieve.
KUNMING, Aug. 22 (Xinhua) -- Chinese local officials were ordered to carry out pre-emptive evacuations to avoid heavy casualties in geological disasters after a series of mudslides left nearly 2,000 people dead or missing in less than two weeks. In a work conference held in southwest China's Yunnan Province, Minister of Land and Resources Xu Shaoshi ordered local officials not to hesitate in forcing residents in disasters-threatened zones to move."As long as there is a sign of geological disasters looming, officials should take it seriously and carry out the evacuations," Xu said. "It is better to hear the people's blames than their cries."Xu also ordered local offcials to strengthen monitoring efforts by using advanced technologies and mobilizing the public.China has been suffering from a string of rain-triggered disasters recently as the country battles its worst floods in more than a decade.Yunnan is the latest to be hit by massive mudslides. As of Sunday, 29 people were killed and 63 remained missing after mudslides hit the remote, mountainous town of Gongshan in the province on Wednesday. In the northwestern province of Gansu, at least 1,435 people were killed and another 330 are reported missing after an avalanche of mud and rocks hit the center town of Zhouqu County at mid-night Aug. 7.Rain-triggered mudslides also killed more than 18 people in Wenchuan and Qingchuan counties in southwest China's Sichuan - which was devastated by a massive earthquake in 2008.
BEIJING, June 10 (Xinhua) -- China's foreign exchange regulator said Thursday it will strengthen monitoring of cross-border capital flows to reduce risk. The regulator will keep a close watch on the economic and financial situation home and abroad this year, the State Administration of Foreign Exchange (SAFE) said in its annual report on management of foreign exchange posted on its website. It will also enhance its monitoring of abnormal cross-border capital flows by cracking down on illegal private banks and internet-based speculation in foreign exchange. The SAFE will maintain a prudent approach to managing foreign currency reserves and will continue to improve its diversification strategy.China's balance of payments continue to expand, albeit slowly, despite the impact of the global financial crisis. At the end of 2009, China's foreign exchange reserves hit 2.4 trillion U.S. dollars, a 453 billion U.S. dollar increase from the end of 2008.China had gold reserves of 1,054 tonnes at the end of last year, the fifth largest in the world.Although gold has commodity and monetary properties, the global gold market is relatively small and illiquid, the report noted, adding that because of its volatile price and high cost of holding and trading, gold has limited utility in asset allocation.
