BEIJING, Dec. 12 (Xinhua) -- China seeks a win-win partnership featuring equality and mutual trust with the United States, as the two countries' interests are deeply correlated in the era of globalization, Chinese Foreign Minister Yang Jiechi said."Relations between China and the United States should be cooperative and win-win and not a zero-sum game," Yang said in an interview in Beijing Friday.Applauding the two countries' consensus to build a positive, cooperative and comprehensive bilateral relationship in the 21st century, Yang said China and the U.S. should boost mutual understanding and learn to trust and respect one another.Mutual understanding is the basis for cooperation and a precondition for avoiding misjudgments, Yang said, adding that China's peaceful development is not only in the interests of the Chinese people but also for the whole world.To strengthen mutual trust, the two sides should learn to respect each other's core concerns and eliminate outdated ways of thinking, said the foreign minister.China adheres to peaceful development and the opening-up strategy that highlights mutual benefit and win-win cooperation, Yang said.China and the United States should respect each other's social system and cultural tradition, and realize that the two countries are at different stages of social development, Yang said.The two countries should properly handle frictions and disputes through dialogue on equal footing, he said.Yang said the bilateral ties have not been without any dispute but "generally, the Chinese-U.S. relations have grown at a steady pace.""We urge the U.S. side to abide by the three Sino-U.S. joint communiques and the U.S.-China Joint Statement. We also urge the U.S. to respect China's sovereignty and territorial integrity and to not interfere in China's internal affairs," he said.Yang also said China and the United States should improve cooperation to boost their economy and benefit the two peoples."Protectionism, trade wars and currency wars will only be detrimental to both sides and cause trouble for bilateral ties," he added.

TAIPEI, Dec. 17 (Xinhua) -- Procedures of cross-Strait talks had become more "simplified" and the results "more tangible" after five talks over the last two-and-half years, said chairman of the Taiwan-based Straits Exchange Foundation (SEF) Friday in Taipei.Chiang Pin-kung told a press conference that the Chinese mainland and Taiwan were expected to sign a medical and health cooperation agreement at the upcoming talks between the SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS), scheduled Tuesday.Regarding a cross-Strait investment protection agreement, he said the two sides had "reached a preliminary consensus" on it, but still needed time to further exchange views since it was "complicated" and "concerned a wide range of issues."The investment protection agreement is an important part of the follow-up negotiations after the cross-Strait Economic Cooperation Framework Agreement (ECFA) took effect in September.Chiang said the SEF and the ARATS would "continue to discuss" it in order to reach a deal as soon as possible, as "it is related to people's interests."The talks will be the sixth round since the two organizations, authorized by the mainland and Taiwan to handle cross-Strait affairs, resumed negotiations in June 2008 after an 11-year suspension.About 560 reporters, including more than 400 from Taiwan, 60 from the mainland, as well as those from Hong Kong, Macao and foreign countries, will cover the event.Chiang said a mainland delegation, led by the ARATS executive vice president Zheng Lizhong, was scheduled to arrive in Taipei on Sunday and would hold a preparatory negotiation with SEF vice chairman and secretary general Kao Koong-lian, to decide the agenda of the talks.ARATS president Chen Yunlin and his wife are expected to arrive in Taipei Monday morning. The two sides are scheduled to hold talks on Tuesday morning and sign the medical and health cooperation agreement in the afternoon.Chen and his wife will also visit Taipei's National Palace Museum and the Taipei International Flora Expo, before leaving Wednesday noon.Chiang said next year would mark the 20th anniversary of the SEF's establishment. BEIJING, Dec. 20 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, opened its bimonthly session Monday to read a series of draft laws.During the six-day session, lawmakers are reading, for the second time, a draft amendment to the Criminal Law, a draft revision to the Law on Water and Soil Conservation, and a draft law on intangible cultural heritage.In the draft amendment to the Criminal Law, harsher punishment are to be handed down for principal offenders of organized crimes.Organized crime chiefs will face longer jail terms of up to 15 years and "core members" of organized crime gangs could be jailed for up to seven years, under the proposed amendment to the Criminal Law.Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), presides over the first plenary meeting of the 18th session of the Standing Committee of the 11th NPC in Beijing, capital of China, Dec. 20, 2010. The law currently stipulates that organizers, leaders and core members of crime gangs are all subject to jail terms ranging from three to 10 years.Drivers involved in car racing, which have caused "serious consequences" and drunk drivers would be detained and fined, the draft amendment says.Under a proposed change to the Criminal Law, the death penalty will not be given to people aged 75 years or more at the time of trial except if they used exceptional cruelty when murdering another.The amendment, which is the eighth to the country's 1997 version of the Criminal Law, is meant to further implement the policy of tempering justice with mercy.If the amendment becomes law, it will be a major move to limit the use of the death penalty, after the Supreme People's Court in 2007 began to review and approve all death penalty decisions.According to the draft revision of the Water and Soil Conservation Law, local authorities must seek public and expert opinions before drawing up soil and water conservation plans.The draft also stipulates that penalties for the loss of soil and water must be included in land-use contracts reached with local governments.Also, the amendment stipulates that public servants responsible for supervising and managing food safety will face up to ten years in jail for dereliction of duty or abuse of power in the case of a severe food safety incident.The draft further broadens the conditions for food safety crimes. It says those who produce and sell a harmful food product will be punished, even if poisonings fail to occur.On a different matter, according to the draft Law on Intangible Cultural Heritage, foreign organizations and individuals will have to obtain government approval before conducting surveys of intangible cultural heritage in China.Also, they will have to conduct surveys in cooperation with Chinese ICH research institutions.The top legislature conducted the first reading of the draft laws in August.The legislature will also examine three reports from the State Council on boosting economic and social development in ethnic minority areas, deepening reform of health care systems and stepping up the development of the service sector.Additionally, lawmakers will discuss a report from the NPC inspection team on the enforcement of the country's Energy Conservation Law.They will also consider a bill on a draft resolution to convene the fourth annual session of the 11th NPC.The session was presided over by Wu Bangguo, Chairman of the NPC Standing Committee.

GABORONE, Nov. 20 (Xinhua) -- Chinese Vice President Xi Jinping arrived in Gaborone on Saturday, kicking off his official visit to Botswana.Xi made the visit as a guest of Botswana's Vice President Mompati Merafhe who came to the airport to receive Xi.In his written speech, Xi said Botswana boasts beautiful scenery and has scored marked achievements in securing national unity and economic development.Xi said the China-Botswana relationship is very profound, noting that bilateral friendly cooperation ties have seen smooth and healthy expansion, which benefit the peoples from the two sides.Xi said his current visit is aimed to further consolidate traditional friendship between the two, increase mutual political trust and explore mutual cooperation."I'm looking forward to meeting leaders of Botswana and exchanging views with them on bilateral relations and other issues of common concern," he said.He also said he believed his visit would be a success.Botswana is the final leg of Xi's four-nation trip to Asia and Africa.In 1975, China and Botswana established the diplomatic relations.
