SAN MARCOS, Calif (KGTV) - A San Marcos family is warning pet owners of the consequences that can come when a dog runs away.They say their 11-year-old dog has gotten away twice in the past six months due to problems with their gate - both times he ended up with the San Diego Humane Society.After the most recent incident an animal officer told the family if it happens again they'd be facing a misdemeanor charge and serious fine.The Humane Society says they try to give owners warnings first but that they must put public safety first.Humane officers can issue a citation and then charges and fines are up to a judge. SEATTLE, Wash. -- Home to Pike Place Market, rainy days and views of the Puget Sound, Seattle is also one of the first places in the U.S. to initially face the coronavirus and the fallout that followed.“We were the first city that really had to grapple with this,” said Don Blakeney, vice president of advocacy and economic development with the Downtown Seattle Association, a nonprofit representing about 2,000 businesses and residences.When COVID-19 first appeared, they worried that years of investment in the downtown core could be in jeopardy.“You saw overnight downtown clear out of employees,” Blakeney said.That made for a tough spring there, but then summer got hot when protests sparked nationwide.While the vast majority of protests across the country this past summer were peaceful, when they got out of control, some businesses paid the price. Damages from civil unrest became yet another blow to their bottom line, on top of the pandemic.“Viruses don't cause that physical damage,” said Sean Kevelighan, CEO of the Insurance Information Institute.Recently, the institute compared financial losses from civil unrest this year to similar events in the past.The Institute found that, based on today’s dollars, the most expensive civil unrest event in the U.S. happened during the L.A. riots in 1992, costing .4 billion.The rest of the top five were:L.A. Most have insurance that will cover physical damages caused by unrest, but there is no insuring for a pandemic.In Seattle, a few lessons emerged, such as taking health recommendations seriously early on and not hurrying a return to normalcy.“We haven't rushed it, but we've also seen that we need to be creative in the ways that we accommodate these small businesses,” Blakeney said.They also looked to streamline permitting, in order to get creative with public spaces, so businesses can expand beyond their usual four walls: even with the coming winter, which they’re already planning for.“How do you stay outside safely? You know, bring your own blanket, maybe some coverings, but it's largely, we're kind of learning as we have these new things that we're responding to,” Blakeney said.They are lessons that may help in their resiliency and that of businesses in other cities on the road to recovery. 2733

SAN MARCOS (CNS) - A motorist was killed in a multi-vehicle crash this morning involving a semi truck on state Route 78 in San Marcos and another motorist suffered major injuries in a rollover crash around four-and-a-half hours later on the opposite side of the highway, authorities said.A semi truck was reportedly disabled around 12:15 a.m. in the left lane of eastbound state Route 78 west of Twin Oaks Valley Road, according to a California Highway Patrol incident log.At 12:55 a.m., someone told dispatchers that a vehicle crashed into the back of the semi truck and the vehicle was totaled.The driver of the Honda CRV that struck the semi truck was killed in the crash, CHP Officer Tommy Doerr said.CHECK 10NEWS TRAFFIC MAPAt 5:35 a.m., a crash between a Ford pickup and two other vehicles on westbound SR-78 west of Twin Oaks Valley Road caused the pickup to overturn and land on its roof, Doerr said. The Ford driver was taken to Palomar Medical Center with major injuries.No details about the victims were immediately available.All lanes of eastbound SR-78 west of Twin Oaks Valley Road were closed following the first crash, but were re-opened by 6 a.m., Doerr said.The left lane of westbound SR-78 west of Twin Oaks Valley Road was closed following the second crash, but it was re-opened around 6:25 a.m., he said.CHP officers were investigating the circumstances leading up to both crashes. 1410

SANTA BARBARA, Calif. (KGTV) -- Federal and state agencies spent most of Sunday morning at Truth Aquatics headquarters in Santa Barbara, the company that operated the Conception. Investigators served a search warrant at around 9 a.m. looking for safety, maintenance, and training records for the boat. Agents also took pictures of the company's two other dive boats. The search warrants are considered "pretty standard" as part of the investigation to find out the cause of the fire and if any crimes were committed. The search comes just days after the owner of Truth Aquatics preemptively filed a lawsuit that could limit the payouts to the victim's families.Thirty-four people were killed in the early morning boat fire on Labor Day. One of the victims was identified by family as Nicole Quitasol. Quitasol lived in San Diego. She worked at Nicky Rottens in Coronado. The Santa Barbara Sheriff says the passengers were trapped by the flames. The Conception's captain and four crew members were the only ones to escape.Coast Guard records show the Conception passed it's most recent inspections with zero safety violations. Authorities are looking into how batteries and electronics were stored and charged and what crew members were doing at the time of the fire. All but one of the victim's bodies have been recovered. The search was called off last week due to weather but is expected to resume on Tuesday. The conception is still underwater. 1456
