SAN DIEGO (KGTV) – San Diego businesses are still waiting for any information on the resumption of indoor services, such as indoor dining, and the long wait has some frustrated and at a breaking point.“The first five years were hard, but I never thought it would be a pandemic that brought me to my knees,” said Yuda Phia, who has owned Time Out Sports Tavern in downtown San Diego for 10 years.Piha and wife Sarah got married days before the pandemic forced the shutdown, and the restaurant's first closure.Sarah Phia explained the extra measures they've taken to meet or exceed the guidelines laid out the first time they reopened, including Plexiglas dividers and staff retraining.Sarah, a graphic designer, made the signage throughout the establishment that enforced mask wearing and social distancing.Setting up tables on the sidewalk isn't really an option for Time Out, which is located downtown on Broadway near 7th Avenue along a busy two-way street that gets constant bus and truck traffic and has narrow room for patrons.County officials have said they expect new state-directed timelines in the coming days for reopening businesses, but Supervisor Jim Desmond said Tuesday that he doesn't know what they will be.Desmond has advocated for the safe reopening of businesses, but he said the county’s hands are tied as control lies in the governor's hands. The decision is also entirely independent from the state’s watch list, which San Diego County was removed from on Tuesday.The orders were issued concurrently, but not together, so there is no automatic trigger point when businesses would reopen.Desmond wishes the state would reauthorize local control so that the county could make some reopening decisions independently going forward. 1758

SAN DIEGO (KGTV) — San Diegans are continuing to push to get through to the state agency that handles unemployment claims, as bills come due.The region's unemployment rate is now a record 15%, as 195,000 people lost their jobs in April. Meanwhile, the Employment Development Department continues to be inundated with people trying call. The agency plans to add 1,800 temporary full-time and hourly workers over the coming weeks to handle the influx."It would be so helpful if I could just reach out to someone," said Ashley Porter, of El Cajon, who can't get through to ask why she has not received unemployment. "It's been very stressful for me."Porter still has a job at a medical call center, but had to reduce her hours to take care of her six-year-old daughter, Adalynn, whose school closed. The EDD's website says people who take that step may be eligible for jobless benefits, but that it's on a case-by-case basis and involves a phone interview.Porter says she never got that phone call, but what did arrive was a letter that she is eligible for up to 8 per week. But when she goes online to claim benefits, she gets an error message that reads - benefits exceeded. Her calls and emails to EDD are going unanswered. "I just feel so low, I just feel like I've worked so long and I've worked so hard that I mean, now that this has happened, can I just get a little assistance?" said Porter, who says her employer has not allowed her position to work from home. A spokesperson for the EDD expressed empathy for Porter's situation, but declined to discuss specifics. The spokesperson said, however, that the benefits exceeded message probably means the claimant makes too much to get benefits.State law says workers with reduced hours are eligible for unemployment if 75% of their reduced earnings comes out to less than what their weekly unemployment check would be. Porter says she's now earning about 0 per week at her reduced hours. But 75% of 0 is 0. That's more than the 8 she would receive.Meanwhile, she says she's getting behind on bills. A recent study from HotPads, a Zillow-owned site, says San Diegans can pay ,270 per year in overlooked costs and fees that come with moving. The includes security and pet deposits, pet rent and parking. The biggest chunk comes from the security deposit, which is typically one month's rent. In all, it works out to an additional 6 per month. "As rent prices continue to rise and rent affordability remains a concern, it is important for renters to consider all their potential expenses before planning a move," said Joshua Clark, economist at HotPads. "There's all kinds of things they might charge you for at move-in, so you want to be sure to check before you sign anything," she said. Steingrebe focuses largely on downtown, renting out privately owned condos. She says some buildings even require tenants hire move-in coordinators to make sure things go smoothly and not disturb other residents. Renters don't pay the HOA directly, but landlord's can pass along any sort of fines or violations they commit. "Unauthorized moves, these buildings downtown, you can't just walk in with your couch, you have to schedule it," Steingrebe said, adding dumping trash inappropriately can also lead to fines. The biggest financial issues that arise for renters come at the end of a lease, when it comes to getting a security deposit refunded, Steingrebe said. She said the best defense is to document with photos and text any damage or issues that occur throughout the year, starting with an initial move-in inspection. SAN DIEGO (KGTV) -- San Diego Fire Urban Search and Rescue task force is on their way to Hawaii to prepare for Hurricane Lane's landfall.The hurricane could bring as many as 20 inches of rain onshore and winds of more than 100 miles per hour.The search and rescue task force is traveling with 55,000 pounds of equipment, hoping to get ahead of the hurricane before it makes landfall.The crew will land in Kauai and then get deployed to wherever help is needed. For the first 72-hours, they must be completely self-sufficient, relying on MRE's and having enough water to survive.The team could be in Hawaii for as long as three weeks but it's expected they will return in 14 days. 692
