SAN DIEGO (KGTV) - Dog owners who live in Normal Heights are worried about the future of the off-leash dog park at Ward Canyon.Earlier this month, signs appeared saying the large-dog area would be closed through the end of March 2020. People who use the park say it's because a few neighbors complained about the noise to the local Advisory Committee.Because the large-dog area is closed, all sizes of dogs have been sharing the small-dog area next to it."It's really crowded," says dog owner Christina Ardon. "When people get off work, everyone's over here. It's a little bit of a madhouse.""It's intimidating to smaller dogs," says Jason Douglas-Hiley. "They won't come into the park because they're afraid of the large dogs harassing the smaller dogs."Meanwhile, the City of San Diego has plans to renovate the entire park. Renderings show the area where the large-dog park currently sits would be turned into a community garden. The small-dog park would be expanded.But, City Councilmember Chris Ward's office says there is no funding for that project, and no timetable for when it could be added to the budget.People who use the park say they're afraid it will disappear while the project sits in limbo."To have to wait 2-5 years for them to construct a new park is a lifetime for a dog," says Douglas-Hiley.Park supporters have started a petition, asking the city to safeguard the small-dog area and also fence off a different portion of Ward Canyon for large dogs to use. They're also encouraging people to go to the Adams Recreation Advisory Group meeting on October 22 to voice their concerns.The meeting is at 6 pm, at the Adams Recreation Center (3491 Adams Avenue). 1685
SAN DIEGO (KGTV) — For several months, San Diegans were invited to weigh in on the Port Master Plan proposal. It's the Port of San Diego's first comprehensive update in nearly 40 years, aiming to reflect changes in the needs and priorities of the region. The Port manages 34 miles of San Diego Bay and Waterfront along Chula Vista, Coronado, Imperial Beach, National City, and San Diego. When the Port published the proposed master plan in April, several communities voiced major concerns; two of the most vocal being Coronado and Point Loma residents. "We have this little slice of history, and I think it's our obligation to preserve, so it's enjoyed generations to come," said Cameron Lilley, a multi-generational Point Loma native.For months, Lilley has been garnering community support in opposition to some of the proposals impacting Shelter Island. "We started digging into it and quickly realized that there were so many points that really didn't consider the locals in the restructure of our community," said Lilley. SAN DIEGO (KGTV) — Horton Plaza's sale to real-estate firm Stockdale Capital Partners hopes to revitalize the plaza back to its former glory.10News reported the downtown shopping center was in escrow back in June. Now, plans for the site's future are being released, including a hub for mixed-use offices, retail, and restaurants, according to the firm's plans. SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) - Firefighting cameras are blanketing California, shattering its goal of installing 650 cameras across California by 2022, thanks to the efforts of a UC San Diego professor and his team.The camera system, called ALERTWildfire, came from a need to confirm the ignition of a fire, and coordinate assets to be the most efficient and safe for the community.Geology Professor Neal Driscoll at UC San Diego is the Co-Director of ALERTWildfire and said just a couple of years ago it was a slow process confirming a fire sparked in the county."We’d have to send an engine to a mountaintop or launch an aircraft to verify ignition," Driscoll said.That wasted valuable time. ALERTWildfire allows fire command centers to find and assess a blaze with a few clicks on a computer.Cal Fire Captain Thomas Shoots said they look for key information from the cameras, "really just trying to hone in on where this fire is, what its potential is and who might need to be evacuated."The system launched in 2017 and now San Diego has 35 cameras across the county.The cameras pan, tilt and zoom on command and have a time-lapse function."The technology isn’t just good situational awareness, it’s also using that data and that information in real-time to evacuate people and save some more lives," Shoots said.Driscoll said they are continuing to grow the program, "locally I think we’ll cap out at 45-50."Shoots said they're working to grow to more than 1,000 cameras across the state by 2022 and Driscoll hopes to expand to other states like Colorado and Idaho.Driscoll advises the public to get familiar with the website, so in case of an emergency, you can be aware of your surroundings and evacuate safely.Driscoll also advised the public to RAP: Reduce risk, Activate your alerts, and Practice your plan.
