However, relevant outsiders tried to set a timetable for the COC consultation. Yet, given the complexity of the South China Sea issue, the formulation of the COC will be a step-by-step process. Moreover, the COC is meant to be a set of rules for China and countries in this region rather than rules set by outsiders for us. The efforts made by China and ASEAN countries in this regard deserve more respect.
