BEIJING, Sept. 13 (Xinhua) -- China said on Sunday the U.S. decision to impose special protectionist tariffs on tire imports from China is grave trade protectionism and goes against its commitments made at the Group of 20 summit.     "We hereby express our strong discontentment and firm opposition to the U.S. decision, which was made regardless of China's solemn stance," Foreign Ministry spokeswoman Jiang Yu said in a statement.     U.S. President Barack Obama decided to impose a tariff on tires imported from China on Sept. 11, which will begin with a 35-percent duty the first year and decrease to 30 percent the second year and 25 percent the third year on passenger vehicle and light-truck tires from China.     "The United States, by making the decision, failed to honor its commitments made at the G20 financial summit and abused trade remedy measures, which is grave trade protectionism and will undermine the China-U.S. economic and trade ties as well as the early recovery of world economy," Jiang said.     China has lodged solemn representation to the U.S. side and reserves its right to take further actions, Jiang said.

BEIJING, Sept. 18 (Xinhua) -- The Communist Party of China (CPC) central leadership vowed Friday to enhance intra-Party democracy by improving Party congress and election systems.     Less than two weeks ahead of the 60th anniversary of the founding of the People's Republic of China (PRC), the 17th CPC Central Committee made a consensus at its fourth plenary session which ended Friday, calling for bettering the democratic decision-making mechanism within the Party in order to maintain the CPC's centralization and unity.     After the four-day close-door meeting, the CPC Central Committee agreed in a communique upon pushing forward intra-Party democracy, which allows broad representation of Party-wide wills and propositions, and, subsequently, drives people's democracy.     Hu Jintao, general secretary of the CPC Central Committee, said at the 17th CPC National Congress on Oct. 15, 2007, "We will expand intra-Party democracy to develop people's democracy and increase intra-Party harmony to promote social harmony." UNITED NATIONS, Oct. 5 (Xinhua) -- China stressed on Monday the importance of following "capacity to pay" principle while the United Nations considers the scale for determining member states' dues to the organization's budget.     Liu Zhenmin, China's deputy permanent representative to the United Nations, made the statement to the meeting of the Fifth Committee of the 64th Session of the UN General Assembly on the scale for determining member states' dues to the organization's budget in 2010-2012.     "China stands ready to make an even greater contribution to the UN on the basis of capacity to pay, as our economy continues to grow," he said.     But, despite its rapid economic development and impressive gross domestic product figures, China was the country with the largest population, which still faced enormous challenges at home, Liu said.     In 2008, China's per capita gross domestic product stood at 3,000 U.S. dollars, ranked around the 100th place in the world and still a far cry from the average per capita Gross National Income (GNI) of 7,119 U.S. dollars (the threshold), he said.     "By the standard of the World Bank which considers those living on less than .25 a day as poor, China's poverty population will total 250 million, the second largest in the world," he said.     "Economic development, poverty eradication and the realization of modernization remain daunting challenges for China," Liu said. "The evaluation of China's capacity to pay should not be conducted without taking into account China's specificities."

BEIJING, Sept. 16 (Xinhua) -- Uygur farmer Hashim Dawut felt quite touched as he was guided into Premier Wen Jiabao's office at the Zhongnanhai leadership compound in downtown Beijing on Monday.     The 57-year-old man had been looking forward to the moment for more than five years. Premier Wen met Hashim Dawut for the first time in his village in Bachu county of Xinjiang Uygur Autonomous Region on March 28, 2003, when Wen was inspecting and directing relief work after an earthquake measuring 6.8 jolted Bachu and Jiashi counties, killing268 people on Feb. 24 that year. Before he left for the capital, he wrote a letter to Premier Wen reading: "We have not seen each other for years, and as your younger brother, I miss you so much and want to take this opportunity to meet you again."     And Hashim Dawut was invited into Zhongnanhai again.     During their third meeting, they talked about the villagers' life, the growth of crops and a new rural medicare system for the farmers.     They also talked about the July 5 riot taking place in the regional capital Urumqi which killed nearly 200 people, mostly ethnic Han.     "The 'three forces' (separatism, terrorism and extremism) at home and abroad who incited the riots wanted to damage the brotherhood between the Uygurs and the Hans," said Wen. "And it was heartrending to see our people losing lives and properties in the riots."     "All of us felt grieved, and the bad guys were not willing to see the fact that we are living a happy life," Hashim Dawut responded.     "In Xinjiang, Uygurs and Hans are inseparable, and all the ethnic groups are inseparable, because we are a family," Wen said.     "And we should cherish the stability and development which did not come easy," he added.     "I will bring your words home," said Hashim Dawut.
