(KGTV) — A Northern California judge has ruled against Gov. Gavin Newsom, saying he overstepped his authority when requiring all California registered voters receive a mail-in ballot for the 2020 election.Sutter County Judge Sarah Heckman said Friday that Gov. Newsom did not have the authority to amend or change the state's law through an executive order, which mandated all registered voters get a mail-in ballot and allowed counties to reduce the number of polling locations if in-person voting is offered ahead of Nov. 3, according to court documents.The ruling doesn't affect the results of the 2020 election.Newsom's executive order was made as part of the California Emergency Services Act, or CESA. The act gives the governor special powers during a public emergency.The ruling stemmed from a lawsuit by Assembly members James Gallagher (R-Yuba City) and Kevin Kiley (R-Rocklin), who claimed Newsom didn't have the authority to make the order. California's legislature later passed a similar law to the order.Kiley posted the judge's ruling online, in which the judge wrote, "Executive Order N-67-20 issued by the Governor on June 3, 2020 is void as an unconstitutional exercise of legislative power and shall be of no further force or effect. The California Emergency Services Act (CA Government Code §8550 et seq.) does not authorize or empower the Governor of the State of California to amend statutory law or make new statutory law, which is exclusively legislative function not delegated to the Governor under the CESA."The judge's ruling also put an injunction in place against Newsom, prohibiting him from changing any laws under CESA, according to the documents. 1687

(KGTV) — As demonstrations around the country call for police reforms, demands for cities to "defund the police" have increased.But what does that really mean? Is it a reduction in funding or eliminating departments? So far, the calls have included both."There are some advocates who would like to see a police-free environment in a lot of cities," Scripps National Political Editor Joe St. George tells 10News' Jon Horn. "Now for some people that is a terrifying thought. Police help prevent theft, they prevent violent crime. So it is something that is certainly going to be a hotly contested political issue."RELATED: San Diego City Council approves budget, adds Office on Race & EquitySt. George added that both Republican President Donald Trump and Democratic nominee Joe Biden have both said they do not support calls to "defund the police," so the issue may fall on local cities.Policy proposals are still in the early stages. But critics say patrolling helps prevent crimes from happening.If budget reductions are in the mix, depending on the amount, departments can either expect layoffs or a shift in priorities, according to St. George."If you're talking millions of dollars worth of cuts to a police department, there will have to be layoffs. If you're talking a couple hundred thousand, perhaps they would shift priorities from one program to another," St. George says.In San Diego, locals voiced their calls for decreasing the police department's budget for the 2021 fiscal year. City leaders voted Monday to approve the budget, which will increase SDPD's budget to 6 million.In contrast, Minneapolis' City Council has voiced intentions to disband the local department, calling their current department unreformable. Cities may focus more on preventative efforts like education and services for low-income communities."I definitely think there are partnerships to be made and there's opportunity to be had, but that reimagining really first comes with having the resources to dream," said Bryan. "Right now, we don't have that because over half of our budgets, the discretionary funds go to law enforcement and policing."One thing that is likely, whether it be budget or policy changes, is that no two cities can expect to see the same response."Every city is going to be different. San Diego is going to respond differently than Los Angeles and California cities will respond differently than cities in Minnesota," St. George says. 2839

(CNN) -- Teen clothing retailer Forever 21 is preparing for a potential bankruptcy filing, according to several published reports.Forever 21, which is privately held, has more than 800 stores in 57 countries. And while many retailers have been paring back their network of stores in recent years, Forever 21 was adding stores as recently as 2016. It still has as many stores as it reported at that time.The ability to get out of leases and close stores at a lower cost is one of the advantages that the bankruptcy process affords to retailers.The company did not respond to requests for comment.Traditional brick-and-mortar retailers that specialize in selling clothes to teens and young adults have had a particularly hard time in recent years as younger buyers shift from mall visits to online purchases.Among the retailers in the segment that filed for bankruptcy and closed all their stores during the last five years are Wet Seal, American Apparel and Delia's. Aeropostale also filed for bankruptcy in 2016 but has kept some of its stores open.Many retailers have run into trouble due to being purchased by private equity firms or hedge funds. But Forever 21 is still owned by its founders, Do Won and Jin Sook Chang. A husband and wife team, the Changs immigrated from South Korea in 1981 and started the chain three years later with a single 900 square-foot store in Los Angeles and only ,000 in savings.Forbes lists the couple as having a net worth of .5 billion, and the privately-held company itself as having annual sales of .4 billion and 30,000 employees.Bloomberg reported in June that some members of Forever 21 management had asked some of its landlords to take a stake in the company as a way of coming up with funds it needs.Mall owner Simon Property Group, for which Forever 21 is a major tenant, took a stake in Aeropostale during its bankruptcy process.
