SAN DIEGO (CNS) - Rep. Scott Peters, D-San Diego, Friday called on the federal government to determine and commit to an interim and long-term plan for nuclear waste storage.Peters challenged the rest of the federal government to find a storage solution during a meeting of the House of Representatives Energy and Commerce Committee's Environment and Climate Change Subcommittee.The subcommittee, on which Peters sits, held a hearing on three bills that would establish a process to send spent nuclear fuel rods from decommissioned plants to designated storage areas around the country. To do so, Peters said the government should invoke the Constitution's supremacy clause, which requires states to follow federal law if they have conflicting statutes.``There's not a lot of enthusiasm among the states to accept any defined or undefined amount of nuclear waste. There just isn't,'' Peters said.``To me ... the magic of federalism is the supremacy clause and the ability of the federal government to ... (say) in this geology, per this engineering, (and) through this licensing process that this risk is lower.''Two of the bills the subcommittee considered -- the Spent Fuel Prioritization Act and the Storage and Transportation of Residual and Excess Nuclear Fuel Act -- would directly affect San Diego County by relocating spent nuclear fuel from the defunct San Onofre Nuclear Generating Station to designated storage sites like Yucca Mountain in the Nevada desert.The plant shut down in 2012, but nearly four million pounds of spent fuel cells remain buried under the plant in a temporary storage facility about 100 feet from the Pacific Ocean. The plant sits approximately 60 miles or less from both San Diego and Los Angeles and the storage facility continues to be susceptible to a major earthquake or significant sea level rise.The bills remain in limbo due to pushback from legislators who represent the districts in which spent fuel rods would be stored.However, Peters' office hopes the bills could get a vote out of the committee by the end of the year. 2073

SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted Wednesday to send a set of proposed additions to the city's regulations on dockless scooters and bicycles to the full council for further consideration.The committee approved a handful of amendments to the ordinance at the behest of the mayor's office. The suggested changes include a rider curfew from midnight to 5 a.m., usage of one device per government ID, a fine structure and punitive actions for companies that violate city regulations and the elimination of the original ordinance's provision allowing for temporary fleet spikes during large events like Comic-Con.The amendments would also authorize the city to take actions like reducing a company's fleet size if it poses a public safety hazard or suspending a company outright for multiple violations and requiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks.RELATED: San Diego scooter ridership drops off dramaticallyThe council approved the original regulatory package in April after more than a year of complaints from residents about the need for oversight. The city sought to improve public safety while also keeping dockless mobility companies in the region as an affordable transportation alternative.The regulatory ordinance included limiting scooter speeds and parking in heavily trafficked areas of the city, operator permits and fees for scooter companies like Bird and Lime, documenting of scooter fleet size and data sharing requirements between scooter companies and the city.The city also introduced a webpage, sandiego.gov/bicycling/bicycle-and- scooter-sharing, giving residents the ability to view which companies operate in San Diego and contact information for each of them. "We want to stay in San Diego, especially with the new technologies that we are eager to test here that furthers public safety and education."RELATED: San Diego makes designated dockless scooter and bike spacesOne scooter company, Jump, left the San Diego market earlier this year due to its belief that the city could not effectively enforce its regulations and encourage good behavior by riders.Representatives from multiple companies, including Jump, and City Councilman Chris Cate suggested the establishment of a dynamic fleet cap that would limit companies that repeatedly violate the city's ordinance."In other cities, such as Santa Monica, that employ this kind of performance-based system, operators are focused on going above and beyond to demonstrate to city officials that they have earned the right to deploy more devices," Jump's Senior Operations Manager in San Diego Zach Williams said.City officials are expected to review the amendment package's legality before it comes before the full council. SAN DIEGO (CNS) - Scripps Health Thursday announced that five nurses were sent to Northern California to provide medical care for victims and evacuees of the Camp Fire.The nurses are members of the Scripps Medical Response Team and will work at an evacuation center in Chico during their week-long deployment. SAN DIEGO (CNS) - The San Diego Association of Governments and Caltrans will begin three nights of overnight closures of northbound Interstate 5 Tuesday night after completing overnight work along southbound I-5 ahead of schedule. Work crews will close northbound I-5 from state Route 52 to Genesee Avenue from 9:30 p.m. to 5 a.m. each night though Thursday, according to SANDAG. The closures are necessary to remove wooden structures that supported the recently completed construction of a trolley overpass at Voigt Drive Neither agency expected to begin closures of northbound I-5 until later this month or early July due to similar work on a trolley overpass spanning southbound I-5 at Nobel Drive, which began June 9. Those closures were expected to last until June 28 but concluded early last Tuesday morning. SANDAG expects to conduct additional closures of northbound I-5 June 23-27. The closures are part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by San Diego's Metropolitan Transit System from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project. The extension and related projects are intended to reduce traffic congestion as the county's population increases. Construction on the extension began in 2016 and is scheduled to be completed in 2021. 1548
