SAN DIEGO (KGTV) — City Councilman Scott Sherman is throwing his hat in San Diego's race for the next mayor.Sherman (District 7) pulled candidate intention papers this week, signaling his impending run in 2020, according to documents.Sherman becomes one of the only GOP candidates in the race to replace Mayor Kevin Faulconer, who's also a Republican. Bay Park resident Richard Hansen, a former Democrat who left the party in 2016, entered the race in September as a Republican. In 2020, both Faulconer and Sherman will term out of their respective positions.RELATED: Poll: Gloria pulls early lead in San Diego mayoral raceSan Diego's top Democratic mayoral candidates square off in debateThe Republican councilman will enter the race against several Democratic candidates, including councilwoman Barbara Bry, Assemblyman Todd Gloria, and community activist Tasha Williamson. In a September 10News/Union-Tribune poll, of these three candidates, 46 percent of respondents were undecided on who they'd support, while 36 percent sided with Gloria, 15 percent supported Bry, and 8 percent favored Williamson. That poll was also based on whether these three names were the only ones on the ballot.Candidates have until Dec. 5 to file their nomination papers with the city. The position is technically listed as "non-partisan."Sherman's district covers Miramar, Tierrasanta, Serra Mesa, Linda Vista, Mission Valley, Grantville, Allied Gardens, Del Cerro, San Carlos, and Lake Murray. 1484

SAN DIEGO (KGTV) — Call them the ghosts of summer vacations past: two mostly empty cruise ships remain anchored off the coast of San Diego, waiting for the green light to resume operations as the nation grapples with the COVID-19 pandemic.Celebrity’s Millennium and Eclipse cruise ships have been anchored in San Diego since March, when the CDC suspended cruise ship sailings around the country March 14. That order has been extended to at least July 24.Several cruise ship companies have announced voluntary delays until September. After thousands of passengers disembarked from the Eclipse in late March, test results came back showing several passengers were COVID-19 positive.More than a month later, in May, 63 passengers remained quarantined on the Eclipse with hundreds of crew members.A third ship, the Disney Wonder, was anchored in San Diego for the first few months of the pandemic, but departed May 30, said Brianne Page, a public information officer for the Port of San Diego. For now, the Millennium and Eclipse are ghosts of their former selves. All the passengers have now disembarked, along with the vast majority of the crew. Both ships are down to minimal staffing levels of about 80 crew members to maintain the vessels and keep them operational, said Royal Caribbean Cruises spokesman Jonathon Fishman.“As of now, they expect to stay in this position through the summer until our return to service plans are finalized,” Fishman said via email. The ships occasionally pull into port to refuel, but otherwise stay anchored off the coast to avoid port fees that can exceed ,000 a day. When cruise ships pull into port with passengers, companies pay significantly higher fees, ranging from ,000 to ,000 per call, Page said. There were 28 canceled calls due to the pandemic, resulting in roughly million in lost revenue for the Port of San Diego, Page said, plus a staggering ripple effect for the region’s economy. The Port of San Diego estimates that each time a cruise ship visits San Diego as a midpoint in its journey, known in the industry as a “visitation,” the call generates 0,000 in regional economic impact as travelers visit local shops, restaurants and other businesses. Each time a cruise ship starts and ends its journey in San Diego, known as a “homeport,” the regional economic loss is about million, Page said.Using those estimates, the 28 canceled calls resulted in as much as million in regional economic impact.Cruise ships are working with the CDC and other medical professionals to establish safety standards once sailing is allowed to resume, and industry insiders expect the new guidelines may mirror ones recently adopted in Europe.“The European Union has issued guidelines for cruises operating in Europe, which include things like onboard separation by age group, reduced capacity, and COVID testing of all passengers,” said Doug Shupe, a spokesman for the Auto Club of Southern California.Shupe said interest in cruising remains high among Triple-A members, but members are mostly booking cruises for 2021.“We’ve seen that our bookings for 2021, for cruises, are actually higher than what they were this time last year,” he said.He said many cruise lines offered passengers with canceled bookings credits worth up to 125% of their original value. 3313

SAN DIEGO (KGTV) — Another local man says he was shaken down by Mexican police, as Tijuana officials announced an investigation into the alleged incidents.Since January, 69-year-old Lupe Adame has been driving his truck back and forth from Escondido to Tijuana to help his friend renovate a home. On a Wednesday night in mid-June, he was returning from Tijuana, blocks from driving up to the line to cross the border, when he saw the police lights."Police car got over on my driver side and he said, 'Pull over!' ... Nowhere to stop, so I stopped in the middle of the road," said Adame.Adame says a heavyset officer in his 40s went to his door and told him he was being stopped because he had tinted windows.RELATED: San Diego couple says Tijuana shakedown possibly prompted by COVID-19 restrictions"And then I heard the back of my pickup open ... tailgate drop down ... I looked and my stuff was gone! So angry," said Adame.Adame says a second officer had grabbed all his tools — worth nearly 0 — and placed them the police car's back seat. A stunned Adame says they patted him down and emptied his pockets, including his wallet."When I looked at my wallet, I realized that this guy took my money. I said, 'You just robbed me.' He said, 'Shut up!'" said Adame.More than 0 in cash had disappeared. He says the officer then let him go and told him to not come back. At the border crossing, he reported the incident to a US Customs and Border Protection officer."She says, 'You know what, you're the third person it happened to in my lane, including someone who was robbed of 0,'" said Adame. On Thursday, ABC 10News reported on a similar account from Tom, a San Diego retiree who says he was also shaken down several weeks ago by Mexican officers, officers who explained their COVID-related motive."They're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom, who asked us not use his real name.Since March, non-essential travel has been banned by both governments to limited coronavirus infections. In a statement, a spokesperson for the city of Tijuana called any shakedown, "an evil act," while announcing they will investigate "to apply the corresponding sanctions."The State Department tells 10News they are monitoring the situation, but declined further comment on any investigation. 2412
