LIBREVILLE, Nov. 6 (Xinhua) -- Chinese top legislator Wu Bangguo on Thursday afternoon began an official visit to Gabon on the second leg of his five-nation Africa tour.     In a written statement released at the airport upon his arrival, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the rapid growth of the China-Gabon relations in the past 34 years since the two nations forged the diplomatic relations, noting that the purpose of his visit is to promote the bilateral ties to a higher level. Wu Bangguo (L, Front), Chairman of the Standing Committee of China's National People's Congress, is welcomed by President of Gabon's National Assembly Guy Nzouba Ndama as he arrives at Libreville, capital of Gabon, Nov. 6, 2008    Wu is scheduled to meet with Gabonese President El Hadj Omar Bongo Ondimba, Prime Minister and Chief of Government Jean Eyeghe Ndong, Speaker of Senate Rene Radembino Coniquet and hold talks with the President of Gabonese Parliament Guy Nzouba Ndama to exchange views on bilateral relations and other regional and international issues of common concern.     The two sides are also expected to sign a series of economic and trade agreements.     Wu arrived here after he concluded his official visit to Algeria. After Gabon, he will also visit Ethiopia, Madagascar and Seychelles.

BEIJING, Dec. 1 (Xinhua) -- China was strongly opposed to the accusation of the European Union and Austria over its execution of Wo Weihan, a man spying for Taiwan.     "Chinese judicial organs made the verdict and this was completely a matter within the Chinese judicial sovereignty," Chinese Foreign Ministry spokesman Qin Gang said in a statement.     He made the statement in response to a reporter's questions: The EU and Austria expressed strong dissatisfaction over Wo's execution in their statement. China's action undermined the mutual trust and mutual respect of human rights talks and would lead to severe effects on human rights talks. The U.S. has also expressed concerns over Wo's case.     Qin said: "The trial procedure was just and fair and the rights of the accused were well protected."     "China is a rule-of-law country and Wo is a Chinese citizen," Qin said, "the evidence of his crime has been verified."     "The accusation against the Chinese judicial authorities intervened brutally into Chinese judicial sovereignty, trampled the spirit of the rule of law, and undermine the basis of the healthy development of the bilateral talks on human rights."     "We were strongly dissatisfied with and opposed to (the accusation) and urged all concerned parties to immediately correct the mistake and stop the words and actions concerning interventions of other country's judicature," Qin added.

BEIJING, Oct. 17 -- The government is ready to introduce a series of measures to cushion the impact of slower growth in foreign trade and industrial output caused by the global credit crisis, the vice-minister of the National Development and Reform Commission, said Thursday.     Speaking at a press conference held by the State Council Information Office in Beijing, Du Ying said that as the global economy has slowed, foreign trade volume, value-added output and the profit growth of industrial firms based in China's coastal areas have shown a downward trend in the second half of the year.     "The State Council is greatly concerned by the trend and is ready to introduce a series of measures," he said.     But the full impact of the global financial crisis has yet to be seen, he said.    "We must have a full picture of the difficulties and challenges," he said. The government has already taken several measures to combat the impact, including lowering the deposit reserve ratio, helping small- and medium-sized factories to upgrade their technologies, and introducing more favorable credit policies, Du said.     He said he is confident China can weather the storm.     "As in the past, China can overcome the challenges and difficulties and enter a new stage of development. I'm fully confident of that," Du said.     With the global financial crisis continuing to escalate, China - the world's fourth largest economy - has seen its major economic indexes slide.     The National Bureau of Statistics is due to release figures on Monday for the economic situation over the past three quarters.     Some analysts have forecast that GDP growth might drop further in the third quarter, from 10.1 percent in the second quarter and 11.9 percent for the whole of last year.     Yang Xiong, vice-mayor of Shanghai, said the city's industrial output growth fell to 6 percent last month from an average of 11.5 percent per month in the first three quarters.     The financial hub remains in good shape, however, partly due to investments in preparation for the 2010 World Expo, he said.     Zhao Kezhi, deputy governor of Jiangsu, said the province's trade figures were down 4 percent year-on-year in the first nine months.     Chen Min'er, vice-governor of Zhejiang, said the province had witnessed "individual" cases of company failures, but denied media reports of widespread factory closures.     Authorities will respond by trying to cut the tax burden on local firms, make more credit available and ensure a sufficient supply of land and power for manufacturers, Chen said, adding that now was a good time to weed out obsolete, polluting plants.     On Wednesday, Zhou Xiaochuan, governor of the central bank, called for increased domestic consumption to counter the economic slowdown.     "Due to the impact of various factors, we may need to increase domestic demand," he told Hong Kong-based Phoenix TV.

  

BEIJING, Dec. 17 (Xinhua) -- Senior Party leader Zhou Yongkang Wednesday asked all law enforcement organs to maintain social stability through careful work at the grassroots level.     It will be an important task for all law enforcement organs to create a peaceful social environment next year to welcome the 60thanniversary of the founding of the People's Republic of China, said Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a conference of law enforcement officials nationwide.     Law enforcement organs should try their best to find out and properly solve the problems at the grassroots level so as to prevent mass incidents from happening, he said.     He also asked them to prevent and crack down upon serious crimes that threatened people's life and property.     Law enforcement organs should also contribute to the country's economic work through effective implementation of laws, he said.     They were asked to effectively handle cases of violation of economic laws and work to maintain the market order.     Next year the country will push forwards the reform on its judicial system, such as to improve supervision on law enforcement organs, Zhou said. He vowed to fight corruption in law enforcement organs.

  

ABOARD DESTROYER WUHAN, Jan. 12 (Xinhua) -- A Chinese mainland navel fleet on Monday began to carry out an escort mission for four merchant ships including one from Taiwan in the Gulf of Aden off Somalia.     The mission is also escorting two other ships from Shanghai and one from the Philippines to protect them against pirate attacks. A Chinese navy helicopter keeps alert over a cargo ship in the waters of the Gulf of Aden on Jan. 12, 2009.     At 6:00 a.m. (0300 GMT), the four ships set out in a line for a voyage of 553 sea miles (1019 km), accompanied by the destroyer Wuhan. Two groups of naval special forces were aboard the first and the last ships.     Another Chinese destroyer Haikou will join the mission later in waters, where the pirates are more likely to appear.     Rear-Admiral Du Jingchen, commander of the naval fleet, said safeguarding transport in the Gulf of Aden and maintaining security of ships was the common wish of all pacifists including compatriots across the Taiwan Straits.     The Gulf of Aden is a key trade route linking the Indian Ocean with the Mediterranean via the Suez Canal. Chinese missile destroyer Wuhan (R) escorts a cargo ship in the waters of the Gulf of Aden on Jan. 12, 2009. The Chinese fleet started to carry out the second escort mission against pirates in the Gulf of Aden on Monday.     The fleet, including the two destroyers and one supply ship, conducted its first escort mission from Jan. 6 to 8.     The fleet has about 800 crew members, including 70 soldiers from the Navy's special force, and is equipped with missiles, cannons and light weapons.     The London-based International Maritime Bureau said more than 100 vessels had been attacked in the Gulf in 2008 and more than 10ships are still being held for ransom.
